05-28-1946 Special Meeting MINUTES OF SPECIAL MEETING
MIAMI SHORES VILLAGE COUNCIL
MAY 282 1946
A special meeting of Miami Shores Village Council was
held on May 28, 1946 at 7:30 PM. All members of the Council
were present, except Mr. Kilburn. Mr. Thomas Anderson#
Village Attorney, was also present.
Question was raised by Mr. McKee concerning conduct of
Council business during summer months. The Village Manager
explained there would be regular meetings June 11 and July 9,
as well as another special meeting June 4, also the regular
budget hearing in August. It was understood that the Village
Manager will notify the Council should special meetings be
necessary, and that when vacationing members return meetings
will be held twice a month or oftener if necessary.
The Village Manager reported on his conference with
Bessemer Properties representative concerning the 5 23/100
acres of land adjoining the golf course, at which Mr. Hawkins
was informed what the Council expected from the original
tentative verbal agreement to sell the acrease for $15,000.
Mr. Hawkins replied that if the Village wanted the land,
Bessemer Properties desired it be taken by condemnation,
thereby putting a restriction of municipal use into the deed•

Mr, Hawkins later said he would probably consider an
offer of $20,000 for the back part of the land, taking off
back to the first angle of the line, which would be 145 feet
deep. Even at that price, they would put municipal use
restrictions in the deed.
Mr. McCall stated he left this conference with the
impression that if all differences with Bessemer Properties
were ironed out the Village might get the 5 23/100 acres free.
As result of this meeting Mr. McCall conceived the idea of
writing a letter to Bessemer Properties and to the Village
Council, recommending, as Village Manager, that in the interest
of the development of the Village, Bessemer Properties do
certain things and the Council do certain things. The Council
was favorable to Mr. McCallts writing joint latter to Bessemer
Properties and to the Council along the general lines indicated.
It was understood that the Village residents would be fully
informed by the Council of any definite developments resulting
from such a communication.
Mayor McCaffrey raised question concerning exemption from
taxation of property owned by a church but not used for church
purposes* Village Attorney Anderson read pertinent portion of
Florida law exempting from taxation only public houses of worship
and the land on which they are situated.
The Village Manager was instructed by the Council to
inspect the truck with reflector showcase, containing iced
fish, which the Blue Marlin Fisheries desire to drive through
the Village if permitted by the Council.
