06-21-1945 Special Meeting MINUTES OF SPECIAL MEETING
MIAMI SHORES VILLAGE COUNCIL
JUNE 21, 1945
A called meeting of the Miami Shores Village
Council was held in the Village Offices at 8:15 P.M. on
June 21, 1945, the meeting having been called for the purpose
of installing three new members of the Village Council to
serve terms as elected at the June 19, 1945, general election.
Present were: L. J. McCaffrey
W. H. McKee
James C. Kilburn
M. E. Reynolds
Absent: John G. Thompson
The oath of office was administered to Messrs
McCaffrey, McKee and Kilburn by C. L. McCall, notary public.
The first businessto come before the Council was
the selection of a Mayor to succeed Oscar E. Dooly, Jr. Mr.
L. J. McCaffrey was selected temporary chairman., and upon
nomin4tion made by Mr. McKee, seconded by Mr. Reynolds, Mr.
L. J. IJIcCaffrey was unanimously elected mayor.
Upon motion made by Mr. McKee, seconded by Mr.
Kilburn, Resolution No. 270 was unanimously adopted, being a
resolution authorizing L. J. McCaffrey as Mayor of Miami Shores
Village to countersign checks drawn on Miami Shores Village
funds in the Little River Bank and Trust Company, and to permit
access to the safety deposit box in conjunction with the Village
Manager.

The next business to come before the Council was the appoint-
ment of Village Attorney, after having been informed that
Roy E. Sappenfield had resigned and his resignation having
been accepted by the previous council.
Upon motion of Mr. McKee, seconded by Mr. Kilburn,
Mr. Perry A. Nichols was unanimously appointed Village Attorney.
Upon motion of Mr. McKee, seconded by Mr. Kilburn,
the resignation of Councilman John G. Thompson was accepted.
Upon motion made by Mr. McKee , seconded by Mr. '
Kilburn, C. L. McCall was unanimously re-appointed as Village
Manager for the coming year, at a salary of $5,000 effective at
the beginning of the next fiscal year.
A proposed ordinance was read and discussed, said
ordinance being an ordinance repealing IJliami Shores Village
Ordinance No. 1.40, which created Zone L for American Legion
purposes on Lots 15 and 16, Block 30, I14iami Shores Sub-Division.
IJ[r. McKee moved that the ordinance be adopted, and
the motion was seconded by Mr. Kilburn. Upon being put to a
vote, the motion was carried with Mr. Kilburn, Mr. McCaffrey,
and Mr. McKee voting Aye, and Mr. Reynolds voting Nye, said
ordinance becoming Miami. Shores Village Ordinance No. 144.
Mr. IJIcKee then moved that the Village Manager be
instructed to furnish Mr. Wheeler, the buildtr, and the Commander
of the American Legion Post each with a copy of Ordinance No. 144,
and to instruct the police department to enforce the ordinance
immediately. The motion was seconded by Mr. Kilburn and was
unanimously carried.

Letters were received from Archie Cooper and
H. L. Schaller concerning plumbing inspection in the Village
and were tabled until further investigation could be made.
Mr. McKee made a motion that the meeting adjourn
until tomorrow evening at 8:00 p.mv seconded by Mr. Kilburn.
Motion carried.
