05-08-1945 Regular Meeting MINUTES OF REGULAR MONTHLY MEETING OF MIAMI SHORES VILLAGE COUNCIL MAY 81 1945 The regular monthly meeting of Miami Shores Village Council was held at 7:30 P.M. on May 8, 1945, with all members present. Minutes of the regular meeting of April 101, 1945, were read and approved. The Council, upon motion of IJir. Thompson, seconded by Mr. Earnest ,* una.nimously approved the plat resub-divid- ing lots N. 0, and P of the ReSub-Division of Gov't Lot 4. Council, upon motion of Mr. Arnold, seconded by Mr. Reynolds, unanimously passed and adopted IJliami Shores Village Ordinance No. 138, calling a regular municipal election for June 19, 1945. Upon motion made by Mr. Arnold, seconded by Mr. Reynolds, Miami Shores Village Ordinance No: 139, appoint- ing election ,judges for the municipal election was unani- mously adopted. In compliance with Miami Shores Village Ordinance No. 122, the Council deleted from the Village registration books those people who were deceased and those who had re- moved from the Village limits, a list being attached hereto and made a part of these minutes. c f7 247 251 2 Mr. S. Grover Morrow presented a petition signed by approximately 450 Village residents, concerning liquor stores and undesirable business places. Action •was post- poned until a future date. Upon motion made by Mr. Reynolds, seconded by Mr. ' Arnold, Dr. W. H. Walker was unanimously appointed to the Village Library Board to fill the unexpired term of Mr. William N. Brockway, deceased. Council received resignations from M. R. Harrison, H. 0. Van der Lyn, and F. A. Aufford, as members of the Village Planning Board, and were accepted, with regrets, as of July 1, 1945. The Council expressed appreciation for their services to the Village during the past several years. A petition was ,received from several contractors, requesting that the Village adopt a new building code to con- form to that of the city of Miami, but action was postponed until investigation could be made. Councilman IA. B. Arnold, moved that Resolution No. 267, be adopted, said resolution being a resolution providing for the issuance, subject to the election therein provided for, of $350,000 bonds of Miami Shores Village, for the purpose of refinancing Miami Shores Golf Course and improving same, and ordering a special bond election be held in said municipality to vote on the question of issuing said bonds. The motion was seconded by Councilman Walter G. Earnest. Upon roll call, the motion passed. The following voted Aye: Oscar E. Dooly, Jr. , M. B. Arnold, Walter G. Earnest, and M. E. Reynolds, and the following voted Nay: John G. Thompson. The Mayor thereupon declared the resolution 25 - 3 - adopted. Council unanimously instructed the Village Manager to construct a sidewalk on the south side of N. E. 105th Street between 4th and 5th Avenues, for school children. Upon motion made by Mr. Arnold, seconded by Mr. Thompson, Council authorized a temporary permit to H. L. Clark to move his construction office onto his property on Biscayne Boulevard, south of 92nd Street, with the pro- vision that he remove same upon thirty days ' notice from the Council. Mr. Clark posted $500 bond as his guarantee to perform to the Council's future action. Mr. Reynolds dissented. Upon motion of Mr. Earnest, seconded by Mr. Reynolds, current bills in the amount of $6,023.63, were approved and ordered paid. Mr. Cormack, member of the Council of E1 Portal, appeared before the Council and requested Miami Shores Village to cooperate with them in having the Power Company remove power line poles from N. E. 2nd Avenue. Council unanimously agreed to cooperate in this matter. Mr. Cormack offered on behalf of El Portal to co- operate with Idiiami Shores Village in repaving East Railroad Avenue from 87th to 91st Streets, and the Council appointed a Committee of Messrs Thompson and Earnest and the Village Manager to report back to the Council regarding this matter. Mr. Cormack requested permission to connect drains -b the proposed Miami Shores storm sewers running south on N. E. 2nd Avenue through E1 Portal, and stated that El Portal f,671 2 9 Q- - 4 - would pay the difference in cost for the increased pipe sizes that would be required. Council instructed the Village Manager to consult Mr. Garris, the Engineer for the Sewer Plans. Upon motion made by Mr. Earnest, seconded by Mr. Reynolds, Council unanimously adopted Ordinance No. 1409 being an Ordinance amending Miami Shores Village Ordinance No. 92. Mr. Reynolds qualified his second by the following statement "At the meeting the other night, there were seven speakers on the subject, five of whom approved -- Mr. Morrow qualified his approval on the assurance that there would be no bar" _ Upon motion made by Mr. Arnold, seconded by Mr. Earnest, Council unanimously sdopted Ordinance No. 141, being an Ordinance amending Miami Shores Village Ordinance No. 92. ,- Council received plans from Mr. M. B. Garris for a complete sewerage disposal system in Miami Shores Village.
