07-11-1944 Regular Meeting MINUTES OF REGULAR MONTHLY MEETING OF MIAMI SHORES VILLAGE COUNCIL JULY 11, 1944 The regular monthly meeting of the Miami Shores Village Council was held. on July 11, 1944. All Council members were present except Mr. Reynolds . Also present were the Village Attorney and PJianager. Minutes of the June meeting were read and ap- proved. The Council instructed that the traffic light be re-installed at N. E. 2nd Avenue and 96th St. Upon motion of Tr. Arnold, seconded by Mr. Earnest, the Council approved and ordered paid June bills in the amount of $1512.95. The Council declined to send the Village Marshall to the Police Chiefs meeting in Ohio in August as suggested in a letter from this Association. Upon motion of Mr. Arnold, seconded by Mr. Earnest, the Council approved a plan to conduct dancing classes at the Community House, subject to the approval of Bessemer Properties regarding the deed restriction. Upon motion of Mr . Arnold, seconded by Mr. Dooly, Ordinance No-131 was adopted entitled "An Ordinance Repealing Ordinance No. 120 Permitting; the Kenping of Chickens in the Village. '� ® 2 Upon motion of Mr. Arnold, seconded by Mr. Earnest, the Council adopted Resolution No. 263 entitled "A Resolution Approving the Plan of a Central Committee to Oppose, on Behalf of Dade County Municipalities, the Consolid- ation of Municipal and County Assessment and Collection of Taxes as Provided by House Joint Resolution No. 786 of 194311 The Council appropriated $50.00 to help pay the costs of the Village Honor Roll erected by the American Legion. The Council adopted Resolution No. 264 opposing a change of county zoning on N. E. 6th Avenue near 108th St. The Council received a petition regarding reopen- ing the Village Post Office, and asked the Mayor to appoint a Committee to consult the Postmaster and Congressman Cannon. This being the first meeting in July, and in accordance with the provisions of the Charter, the Council took up the matter of the election of the Mayor from its membership for the ensuing year.. and Mr. Oscar E. Dooly, Jr . was unanimously elected by the three other members present. Mr. Dooly then took the chair. .The Council expressed appreication for the services rendered by Council Member John G. Thompson, as Mayor, during the past twelve months ,and ordered that reolution of apprecia- tion be inscribed and presented to Ifir. Thompson. ® 3 Mrs . E. Dalton, resident of Miami Avenue, appeared be- forethe Council in behalf of a petition presented by her asking for the removal of the Acacia trees in Miami Avenue. After some discussion Motion was made by Mr. Thompson, and seconded by Mr. Earnest, that any resident on Miami Avenue desiring to remove the acacia trees is hereby given permission upon the following condition - that a uniform type of tree be agreed upon and approved by the Council,and that upon removal to within 60 days replace them with a determined uniform plan of planting. After further discussion said Motion was passed by the Council. The Council then discussed with Mr. P.I. B. Garris, Sanitary Engineer, a proposal to design a sewage disposal system plan for Miami Shores Village, and upon motion of Mr. Thompson, seconded by Mr. Arnold, the Village Manager was instructed to employ Mr. Garris to make said plan at a cost to the Village not to exceed $2500. The Council received a proposal from I:ir. Lockhart to purchase part of the un-used portion of the Village Nursery. The Council suggested that Mr. Lockhart further negotiate with the Village Manager and present a cash offer for said land and that the Council would act on the matter within twenty-four hours . The Council received a proposed Telephone Company franchise and instructed the Village Manager to have said 4 - Company clarify the clause involving free telephone service to the Village Office . As to what was meant by local service - there being no telephone exchange within the Village limits . Upon motion of Mr. Thompson, seconded by Pair. drnold, Council instructed the Village Attorney to proceed with a conder;nation suit on Lot 1, Block 22, Miami Shores, Subdivision, to be used for park purposes . Council received, with appreciation, a check in the amount of �?1000.00 from the Biscayne Kennel Club as a contribu- tion to "Playground Fund's of the Village. Mr. Dooly and Mr. Arnold were appointed to discuss with property owners the question of acquiring additional land for playground use. The Village Attorney and Manager were instructed to secure any advice available regarding franchise with the Florida Power and Light Company. The Council adopted Reolution No. 265 authorizing Mr. Oscar E. Dooly Jr., as Mayor, to countersign Village checks . A letter received from Mr. Fred Fletcher regarding paving the alley behind his property on a special assessment plan was referred to the Village Attorney for his opinion. The Village Manager read a letter from Mr. S. W. Richardson regarding his survey of the resurfacing work done - 5 - by the Belcher Oil Company on N. E. 96th Street . Upon Motion made by Mr. Thompson, seconded by Mr. Earnest, Council instructed that the Belcher Oil Company bill for resurfacing Nerth Miami Avenue be paid and that the Village Manager advise the Belcher Oil Company that the paving on 11. E. 96th St . is unsatisfactory and unsafe and that no payment would be made for this work until it is put in a safe and workmanlike condition - to be approved by the Village Manager. The Mayor instructed the Village Manager to tighten up on the Police Department regarding speeding in the Village and to investigate the activities of the Auxiliary Police and report back to the Council at the next meeting. The Council then accepted the Tentative Tax Roll for 1944 and the Tentative Budget for the Fiscal Year August 1, 1944 - July 31, 1945. Letter of transmittal and copy of budget is being attached and made a part of these Minutes . The Council discussed various items of the Tenta- tive Budget and adopted it as presented and set July 26th as the date for public discussion on the budget - and July 27th and 28th as the dates for meeting of the Equalization Board. The meeting was then adjourned.
