06-08-1943 Regular MeetingMINUTES OF MONTHLY MEETING OF MIAMI SHORES VILLAGE COUNCIL, JUNE 8, 1943. The regular monthly meeting of the Miami Shores Village Council was held on June 8, 1943, all members being present. Minutes of the meeting.of May 4, 1943, were read and approved. Mr. Thompson presented the following letter from Mr. Geo. A. Brockway, the original letter being attached to and made a part of these minutes: "May 7, 1943. The Board of Trustees and the Library Board, Miami Shores, Florida. Gentlemen: In accordance with our recent discussions, I am sending Mr. John G. Thompson, Attorney, Fifty Thousand Dollars ($50,000.) with instructions to purchase $50,000. "G" bonds to be used, only, for the erection of a Library at Miami Shores and to be known as the "Brockway Library". These "G" bonds draw interest at the rate of 20 semi-annually. I request that all interest received be held in trust and added to the principal to be used, only, on the library project. I have arranged with Mr. Carl W. Clark, architect of this City, to furnish all working drawings and specifications, which he will deliver at such time as conditions warrant construction of the building. Mr. Clark will be available for counsel in asking for bids and awarding of the contract. He has had extensive etperience along these lines. Mr. Clark's fees for plans and specifications have been paid by me. If the amount I am giving will not cover construction costs as per present sketches, they can be modified by the architect. When construction costs are known there may be a surplus of funds. Should this be true, I would want such surplus used in the purchase of furnishings, landscaping, etc. On the other hand, if cost of construction is out of line after the duration it would be my judgment .to defer operations until such time as market conditions are back to normal. I shall be pleased to receive a letter from the proper persons stating that my wishes are understood and will be carried out. Very truly yours, (Signed) GEO. A. BROCKWAY 0. Mr. Thompson then presented Mayor Arnold with the $60,000.00 in bonds who ordered that the bonds be plaeed in a safety deposit box at the Little River Bank and Trust Company under the signatures of both the Mayor and the Village Manager. Upon motion of Mr. Thompson, seconded by Mr. Dooly, the Council unanimously resolved that "Mr. Brockway's letter be spread upon the minutes and by resolution of the Council that these funds were accepted based upon said letter, which by resolution is hereby spread upon the minutes, and direct and authorize the Mayor and Village Manager to acknowledge the letter. Upon motion of Mr. Arnold, seconded by Mr. Dooly, the Council unanimously adopted Ordinance No. 124, this being the Library Ordinance. The Council then discussed the Library Board and Upon motion of Mr. Arnold, E. J. C. Doll, was appointed to serve the first five (5) year term on the said Board. Upon motion of Mr. Thompson, Mr. Wm. N. Brockway was appointed to the second highest term on said Board. Upon motion of Mr. Dooly, Mr. Lucien Renuart was appointed to serve the third highest term on said Board. Action was postponed on the appointment of two other members to the Library Board. Upon motion of Mr. Dooly, seconded by Mr. Earnest, May bills in the amount $1406.90 were approved and ordered paid. The Village Manager reported that in going to Tallahassee, in connection with proposed legislation to consolidate tax assessing and collecting in Dade County., successful insertion into a consolidation bill had been made of the following provisions: 1. Representation on the County Equalization Board. 2. A limit of 1 per cent of monies collected for charges to municipalities for assessing and collecting services. 3. Local option opportunity. After some discussion of this bill the meeting was adjourned.
