04-13-1943 Regular Meeting9 MINUTES OF REGULAR MONTHLY MEETING OF MIAMI SHORES VILLAGE COUNCIL APRIL 13, 1943. The regular monthly meeting of the Miami Shores Village Council was held on April 13th, with all members present except Mr. Dooly. Also present was the Village Manager and Village Attorney. Minutes of the meeting of March 16th were read and approved. Upon motion of Mr. Earnest, seconded by Mr. Thompson, the Council approved removing the mahogany trees on 96th Street as requested by Mr. Fletcher, Mr. Fleteher,being present agreed that the abutted property owners would replace these trees with some suitable plantings. Upon motion of Mr. Reynolds, seconded by Mr. Thompson, the Council unanimously adopted Ordinance No. 120, said Ordinance being entitled: AN ORDINANCE TO PERMIT CITIZENS OF MIAMI SHORES VILLAGE TO KEEP CHICKENS ON THEIR PREMISES WITHIN THE VILLAGE LIMITS FOR THE DURATION OF THE PRESENT WAR: PROVIDING FOR SECURING PERMITS; PROHIBITING THE SALE OF CHICKENS AND PROVIDING THAT NO NUISANCE SHALL BE CREATED BY NOISE', UNSIGHTLINESS OR UNCLEANLINESS: AND DECLARING'AN EMERGENCY TO EXIST. Upon motion of Mr. Thompson, seconded by Mr. Reynolds, Ordinance No. 121 was unanimously adopted, said ordinance being entitled: AN ORDINANCE CALLING A REGULAR ELECTION JUNE 15, 1943. A letter from the Florida League of Municipalities 10 concerning a service for a fee during the legislative session was received and ordered filed. The Village Manager was instructed to investigate and report on a proposed legislative act regarding municipal charters. A letter was received from Mr. J. Avery Guyton commending Mr. Brockway and the Village on Mr. Brockway's library gift. The Council instructed that Mr. Guyton's letter be answered with appreciation, and the copies of both letters mailed to Mr. Brockway. Discussion of the Audit Report was postponed until the next meeting. Mr. Reynolds informed the Council that he had notified the Insurance Company to prepare en endorsement to the present' Village insurance policy to cover the Auxiliary Police on a weekly basis of $20.00. Mr. Reynolds and Mr. Arnold agreed to appear before the Auxiliary Pollee Division and explain the insurance and the procedures. Upon motion of Mr. Reynolds, seconded by Mr. Thompson the Council approved police salary increases to the following amounts: Sergeant Cliatt from $ 176.00 to $185.00 Lonnie Byrd " 170.50 to 175.00 James O. Patten " 165.00 to 175.00 Frank G. Burghart " 157.50 tO 160.00 H. 0. Steege " 27.50 weekly to $140.00 mo. The Village Manager was instructed to increase outside employees' salaries as might be necessary to keep workmen in the various positions. Upon motion of Mr. Earnest, seconded by Mr. Thompson, the Council unanimously approved the purchase of 01500.00 in war bonds with monies of the street improvement fund. Upon motion of Mr. Earnest, seconded by Mr. Thompson, March bills in the amount of 61602.02 were approved and ordered paid. The Village Manager reported to the Council that the Planning.Board had approved the proposed hotel room addition to the Grand Concourse Apartments provided that any dining room space be enclosed within the building, and insulated with acoustic materials. Mr. Thompson and the Village Manager were appointed to further investigate the possibility of annexing property in the vicinity of Pasadena Park. There being no further business presented for consideration,the meeting was adjourned.
