07-08-1942 Special MeetingMINUTES OF SPECIAL MEETING OF MIAMI SHORES VILLAGE COUNCIL JULY 8th, 1942. A special meeting of the Miami Shores Village Council was held on July 8th, 1942, with all members present as were the Village Attorney and Village Manager. This meeting was for the purpose of discussing a request of the commanders of the armed services to pass legislation governing sales hours of intoxicating beverages, and for the purpose of discussing the tentative budget and tax roll for the coming fiscal year August 1, 1942 - July 31, 1943. Upon motion of Mr. Stockdell and seconded by Mr. Dooly Ordinance No. 116 was unanimously adopted, said ordinance being entitled: AN ORDINANCE AMENDING SUB -SECTION (a) OF SECTION 17 OF ORDINANCE NO. 112 ENTITLED "AN ORDINANCE DEFINING CERTAIN TERMS AS SET FORTHER HEREIN; PROVIDING FOR THE FILING OF AN APPLICATION BY ALL PERSONS, FIRMS OR CORPORATIONS, HANDLING INTOXICATING LIQUORS BEFORE THE ISSUANCE OF A LICENSE; PROVIDING WHEN LICENSES SHALL ISSUE, UNDER WHAT TERMS AND CONDITIONS, AND WHEN SAME SHALL EXPIRE; PROVIDING FOR FIXING LICENSES AND DEFINING THE FEES TO BE PAID; PROVIDING FOR A LIMITATION OF THE liUMBER OF LICENSES TO BE ISSUED ACCORDING TO POPULATION OF MIAMI SHORES VILLAGE; PROVIDING THE DISTANCE WITHIN WHICH PLACES OF BUSINESS MAY NOT BE LICENSED, AND A METHOD OF MEASUREMENT TO DETERMINE SUCH DISTANCE; PROVIDING THAT NO LICENSE SHALL BE TRANSFERABLE EXCEPT.AS PROVIDED.HEREIN; MAKING IT UNLAWFUL TO SELL INTOXICATING LIQUORS TO CERTAIN PERSONS; FIXING CERTAIN HOURS WHEN INTOXICATING LIQUORS MAY NOT BE SOLD; PROVIDING FOR CERTAIN RESTRIC- TIONS AND REGULATIONS ON THE PREMISES WHERE IN-, TOXICATING LIQUORS ARE SOLD AND OFFERED FOR SALE; PROVIDING FOR REVOCATION OF LICENSES AND UPON REVOCATION THE PROHIBITION AGAINST THE LICENSEE, AND ITS OFFICERS AND MEMBERS FROM ENGAGING IN THE SALE OF INTOXICATING LIQUORS FOR A PERIOD OF TWO YEARS; GENERALLY PROVIDING FOR RESTRICTIONS UPON AND REGULATION -OF VENDORS OF ALCOHOLIC.BEVERAGES; Page No. 2 7/8/42 PRESCRIBING PENALTIES AND OTHER REGULATIONS; AND DECLARING THIS ORDINANCE TO BE AN EMERGENCY MEASURE." FIXING CERTAIN HOURS WHEN INTOXICATING LIQUORS MAY NOT BE SOLD. ** *** c****** ::*************'************** ********* Upon motion of Mr. Dooly and seconded by Mr. Arnold the Council unanimously instructed the Village Manager to present the Dade County Defense Council with a bill asking for reimbursement of Village monies expended in connection with defense activities. The Village Attorney presented a bill for extra -ordinary services rendered in the amount of $100.00. Upon motion of Mr. Dooly and seconded by Mr. Arnold payment was unanimously approved. Upon motion of Mr. Dooly and seconded by Mr. Arnold, the June bills in the amount of $2062.61 were approved and ordered paid. The Village Attorney reported the only Golf Course bill now outstanding is the Crane & Co. who have filed a suit and refused all proposals of the Village. The Village Manager presented a tentative tax roll for the year 1942, and tentative budget for the fiscal year August 1, 1942 - July 31, 1943. The Council studied the tax assessment roll and decided to consider it further at the next Tuesday night meeting, and instructed that the Village Manager further study the roll and to present county figures on the Personal Property assessments. It was decided that the public meeting for discussion of the budget will be held on Wednesday night, July 22, 1942, and that proper notice be given. After which the meeting was adjourned.
