OF MIAMI SHORES VILLAGE COUNCIL
MAY 22, 1941
The Miami Shores Village Council held a special
meeting on May 22, 1941. Present were Mr. Stockdell, Mr.
Frix and Mr. Childress, the meeting having been called for.
the purpose of receiving a report from the Village Manager
concerning the re -placement of A. H. McGregor, Building
Inspector, said report being attached to and made a part
of these minutes.
Mr. Frix suggested that the report be 'received
and filed, and that action be postponed, but after some
discussion Mr. Childress moved that the recommendation of the
Village Manager be accepted and that Mr. McGregor be given
60 days notice that his services are no longer required by
the Village, and that the previous action of the Council be
followed out in paying Mr. McGregor two (2) months salary,
said action being taken March 12, 1940, in the resolution
authorizing the employment of Mr. McGregor. This motion
was seconded by Mr. Frix and carried.
Upon motion by Mr. Childress, seconded by Mr. Frix,
the Council adopted resolution No. #246, said resolution being
entitled:
A RESOLUTION RELATING TO CONDEMNATION
PROCEEDINGS, AND AUTHORIZING ACCEP-
TANCE OF THE AWARD OF THE JURY AS TO
THAT PART OF LOT 18, ASBURY PARK, DE-
SCRIBED THEREIN, AND REJECTING AWARD
OF THE JURY AS TO THAT PART OF LOTS
16 and 17, ASBURY PARK, DESCRIBED
THEREIN, AND AUTHORIZING PAYMENT FOR
THE PROPERTY TAKEN AND PROVIDING FOR
DISMISSAL OF THE PROCEEDINGS AS TO
PROPERTY REJECTED.
The Council authorized the expenditure of $20.00
to defray expenses of the Village Manager to attend a
State City Managers' Meeting in St. Petersburg.
After which the meeting was adjourned.

Pursuant to your action at the last
meeting, I submit herewith the reasons why I think
A. H. McGregor is not the person to be the Miami Shores
Village Building Inspector. I offer no criticism of
his honesty nor his willingness to work; however, it
is my opinion that his personality, general attitude
and lack of building experience make it impossible for
him to properly execute the duties of the position in
question. The following are some of the reasons for
my conclusion:
1. He is unable to discuss building
problems in a manner understandable to the men in the
building trades.
2. An officious and dictatorial attitude
was taken, thereby creating arguments and unwillingness
to cooperate. The arguments usually had to be settled
in my office, which took considerably time.
3. In a "fit" of temper he condemned
a whole building because apiece of scaffolding was not
nailed down, upon which he stumbled.
4. In one house all of the electrical
fixtures were torn loose and left hanging by the wire
in looking for possible violations of regulations.
5. He was continually dictating letters
and proposed Code changes thereby taking considerable
time of the Village secretary.
6. In my opinion, he was a continuous
annoyance to the Building Department of the City of Miami
in that every day he would hold long telephone conversa-
tions with them about various building matters. I
cautioned him about this without effect.

There are other instances of similar nature
that have occurred, and I considered taking this action
before but kept thinking that I could persuade him
to change his methods. As we have had so many Building
Inspectors I dreaded the prospect of breaking in a new
one.
When Mr. McGregor was employed the Council
minutes of March 12, 1940, contain the following paragraph:
"The Village Manager presented two men as
applicantsffor the position as Building Inspector, Mr.
A. E. Christen and Mr. A. H. McGregor, and after some dis-
cussion the Council approved the employment of Mr.
McGregor on a month to month basis, and in case of dis-
continuance of his services that he be given 60 days
notice."
Mr. McGregor was injured the latter part of
October, 1940, and the minutes of the Council meeting of
November 30, 1940, contain the following:
"Upon motion by Mr. Lindsey, seconded by Mr.
Pruitt, the Council authorized advancing a sum not to
exceed one month's salary to A. H. McGregor, Building
Inspector, injured in an automobile -train accident."
These minutes were corrected to read that the motion to
pay Mr. McGregor compensation was to be without prejudice
to his right to recover Workman's Compensation.
I feel sure that Mr. McGregor is capable of
holding a number of positions,but not one that carMies
with it authority in dealing with the public.
