MIAMI SHORES VILLAGE
COUNCIL-NOV.30, 1940
The Miami Shores Village Council held a monthly meeting on November
30, 1940, postponed from the regular meeting date of November 12th. Present
were Mr. Milledge, Mr. Lindsey, Mr. Stockdell, Mr. Pruitt, and the
Village Manager. The Village Attorney being absent because of illness.
The first business to come before the Council was the street
survey report of the Village Manager along with the report of a Committee
appointed by the Mayor, and after discussion Mr. Pruitt moved that the
street repair work be started, beginning at the top of the list of the
committee urgency report. Mr. Lindsey, to amend Mr. Pruitt's motion,
moved that the Village Manager's report and the committee supplement be
adopted as the street repair and building program of the Village, to be
completed according to funds available.
Mr. Pruitt accepted Mr. Lindsey's amendment. The motion was
seconded by Mr. Stockdell, and it was unanimously carried by the four
members present. Mr.. Hugh H. Gordon was present, and being interested
in item No. 34 of the Village Manager's report, which the committee
listed 9th in urgency, asked the Council that if he went ahead and
paved the street described in item 34, would he be reimbursed for one-
half the cost of the project. The Council informed Mr. Gordon that,
if there is enough money in the general street repair fund to complete
the work listed ahead of this project and enough balance remaining,
then one-half of the cost of paving the street would be paid Mr. Gordon,
otherwise the members of this Council could not speak for any future
Council. The Village Manager'report and the committee report are attached
to and made a part of these minutes.
The Council then discussed the proposal to withdraw the condemna-
tion suit and change the zone on the point of land at the intersection
of N. E. 6th Avenue and Biscayne Blvd., and upon motion of Mr. Pruitt
— Woo
seconded by Mr. Stockdell, the Council resolved that the Village Attorney
be instructed to proceed with the condemnation suit.
The Council postponed action until Monday, December 2, on the
application of Gulf Oil Corp. for a permit to construct a filling
station on Lots 5 and 6, Block 20, Miami Shores subdivison.
Mr. C. F. Wheeler appeared before the Council and recuested
that the City of Miami Building Code be adopted by the Village subject
to any amendments recommended by the Board of Examiners and Appeals,
but no•actioh was taken on this.
Upon motion of Mr. Lindsey, seconded by Mr.Pruitt, the
Council authorized the advancing of a sum not to exceed one month's
salary to A. H. McGregor, Building Inspector, injured in an automobile -
train accident.
Upon motion of Mr. Lindsey, seconded by Mr. Pruitt the
Village Manager was instructed to give all residents delinquent.in
their garbage collection fees 30 days in which to pay.
The Council approved the October bills in the amount of $2020.40,
a list of same being attached to and made a part of these minutes.
After which the meeting was adjourned.

TO THE MAYOR AND MEMBERS OF THE
COUNCIL, MIAMI SHORES VILLAGE:
The undersigned Committee, appointed by the Mayor to investi-
gate the condition of the streets located in the Village, and to make
recommendations to the Council with respect to their repair, maintenance,
rebuilding, oiling, sanding, etc., after a careful study of a survey of
the said streets compiled by the City Manager, herewith submits its report:
Estimated Cost
1. We recommend that all of the street inter-
sections in the Village be oiled and
sanded.
2. We recommend continuing the job of patch-
ing defective spots, small holes in the
streets, etc.
3. We recommend that the following streets be
oiled and sanded as promptly as possible in
order to preserve and protect these streets
from rapid deterioration:

Total cost - $3,015.96
* The total cost of this project is estimated
at $933.00. Residents of this area have
agreed to pay one-half (1/2) of the cost of
this project.
The Committee believes that all of the above
projects are in immediate need of attention
and have classified the same as Urgent.
4. Project No. 19: We recommend that this street
be widened and rebuilt - but only in the event
and after the projects listed as Urgent have
been completed.

5. We have been advised by the City Manager that there is
available for the repair and maintenance of the streets the
sum of $3,000.00. We recommend that the sum of $2,000.00 be
transferred from the contingent fund so that the total sum of
$5,000.00 will be available for preservation and repair; that
the City Manager be given the authority to spend the balance
after completion of the above projects, on omitted projects or
reserve said balance for emergency repairs.
6. For a long period of years the Village streets have had com-
paratively small amount of traffic, but due to the rapid growth
in the past two years the streets have had an enormous increase
in their use, particularly by heavy trucks carrying building
materials, etc. To date there has been little money expended
upon said streets by the Village. Unless substantial sums of
money are spent to protect these streets within the next two
years, the Village will have to face the situation and spend
thousands of dollars to rebuild. We recommend that the Council
set aside a sufficient sum each year in the budget to complete
the necessary repairs, even to the extent of increasing taxes
for this purpose.
7. We recommend that definite action be taken by the Council to
have the County take over the repair and maintenance of the fol-
lowing thoroughfares: Northeast 6th Avenue and Miami Avenue.
These two avenues should be made into wide boulevards to take
care of heavy north and south bound traffic. Both carry the
burden of through traffic to North Miami, Opa-Locka and other
communities to the north, and should definitely be County projects.
8. We recommend that the Council take specific action with respect to
any streets or alleys constructed in the Village by developers. All
such construction should be under the direct supervision of the City
Manager and should follow definite specifications and be subject to
rigid inspection.

With deep regret I herewith tender my resignation as
a member of the Council and Mayor of Miami Shores Village. Heretofore
my time has been my own, and I have gladly devoted a considerable portion
of it to the affairs of the Village. Now that I am about to take office
as Circuit Judge, my time will belong to the public and it will be im-
possible for me also to devote the necessary time to the performance of
my duties as a member of the Council.
I am sorry to lose the opportunity of continuing actively
to work with each of you in maintaining the high standards of the Village
and in helping you to make the Village even more attractive and desir-
able.
It has been a great pleasure to work with you on the
Council, and if in the future I can perform any appropriate service
to you or to the community, you have only to call on me.
