MIAMI SHORES VILLAGE COUNCIL
Dec. 12, 1939
The regular monthly meeting of the Miami Shores Village Council ,,e.s
held on December 12, 1939 at the Village office.
All members of the Council were present except Mr. Stockdell .
-Minutes of Nov. 14, 170 28, and Dec. 6 were read and approved•
The first business presented for discussion was a report of a pro-
posed sea plane base to go on the 79th Street Causeway and upon motion of
Mr. Pruitt, seconded by Mr. Milledge, the Council passed a resolution
Dpposing the establishment of said sea plane base at a point this near
to Miami Shores Village.
Upon motion made by Mr. Pruitt and seconded by Mr. Milledge, the
Council authorized the execution of a letter agreement with the Florida
Power & Light Company ordering thirty-eight (38) additional street lights
for the Village. This action being subject to the Village attorney' s
approval of the said letter of agreement.
The next business to come before the Council was a question of a
liquor license for the golf club hous4 and after some discussion Mr. Pruitt
made a motion that the license fee be waived. But there was no second to
this motion. Mr. Milledge then made a motion that the license not be
waived. There was no second to this motion and no action was taken.
A proposal to purchase land for incinerator and nursery purposes was
discussed by the Council and it ;bias decided to meet the following Tuesday
afternoon and inspect the proposed site.
Mr. Nice presented final drafts of the zoning, plumbing and electrical
codes and after a few corrections, upon motion made by Mr. Milledge and
seconded by Mr. Pruitt, Ordinance No. 9Z was adopted by a three to one
Lajority with Mr. Lindsay voting "No ", Mr. Lindsay explaining that he was
opposed to permitting houses to be constructed facing in any direction ex-
cept to the established front line of the lot and also definitely opposed
to any extension of the apartment house zone. Upon motion made by Mr.
Milledge and seconded by Mr. Pruitt, Ordinance No. g-3 was unanimously
adopted, said Ordinance being the Electrical Code Ordinance. Upon motion
made by Mr. Milledge and seconded by Mr. Lindsay, Ordinance No. was
unanimously adopted, said Ordinance being the Plumbing Code Ordinance.
Mr. Nice also presented the preliminary draft of the proposed new
building code which was accepted by the Council and it was suggested that
Mr. Nice request several builders of this area to examine the proposed
code prior to presentation for final adoption.
A picture sketch and floor plan for a proposeC house to be built by
Mrs. Edith Scully on her 50' lot on the Grand Concourse was presented along
with a recommendation from the Planning Board that a special permit be
issued and the Council directed that a letter be written to. the owners of
property on ecah side of Mrs. Scully' s lot informing them of this proposal
and that the matter be held in abeyance until answers had been received to
these letters.
Upon motion made by Mr. Pruitt and seconded by Mr. Milledge, Council
granted Mr. William B. Peterson permission to face his house the wrong way
on a corner lot. Mr. Lindsay voted "No" on this motion.
Upon motion made by Mr. Pruitt and seconded by Mr. Lindsay, Council
named Mr. Milledge Commissioner of Finance to succeed Mr. Kitson, the Bank
having requested a change because Mr. Kitson was acting both as Commissioner
of Finance as well as being Mayor of the Village.
A letter from Mr. C . H. Wheeler requesting the Council to appose the
abolishment of the Express Office at Little River Station was read and the
Council instructed the Village Manager to ascertain from the Express Com-
pany whether or not house-to-house deliveries would be made from the main
office should this Little River Station be discontinued.
A copy of the Village Manager' s letter to the Vl. P. A. pursuant to
instructions of the Council written regarding the filing of the suit
by Bessemer Properties to foreclose the mortgage on the golf course was
read. Upon motion made by Mr. Lindsey and seconded by Mr. Pruitt, Council
approved and ordered the November bills paid in the amount of one thousand
i seven hundred forty-two dollars and sixty-seven cents ($1 , 742.67) , a list
of some being attached hereto and made a part of these minutes, after which
the meeting was adjourned.
