07-14-1939 Special Meeting MINUTES OF THE SPECIAL MEETING
OF MIAMI SHORES VILLAGE COUNCIL
July 14, 1939
JI
A special meeting of the Miami Shores Village Council was held on
July 14, 1939.
Present were Mayor Kitson, Mr. Pruitt, Mr. Stockdell, Mr. Milledge
and Mr. Lindsey. Mr. Lindsey could not be present for the beginning
of the meeting. The Village Attorney and Village Clerk were also present.
The Village Clerk presented the annual Tentative Budget and
Tentative Tax Assessment Roll for the approval of the Council for the com-
Ing fiscal year, August 1, 1939 through July 31, 1940.
The Council studied each item of this budget in coihparison with
{ last years budget and the Village Clerk explained the increases and
decreases from last years budget.
The item of Garbage Disposal caused some discussion and it was
decided that some other arrangement would have to be made before long
as it is necessary for the Village truck to wait in line for several
hours in order to dispose of the garbage in the Miami incinerator during
the heavy season and waste a lot of time. The Village manager was
instructed to see Mr. Heyward, Mayor of North Miami, about disposing
of garbage in their plant.
The Council discussed the matter of obtaining the building of
E. L. Bruce, which is now being used as a lumber store room, and move
the Village office, Village Shop and store all Village machinery there
and thereby save paying rent for two different places, telephone, Lights,
water etc. The Village Manager was instructed to find out what price
he could get on this building. The Council was of the opinion that, if
neeessary, this building could. be taken condemnation suit.
There was a discussion of thereasing the occupational license fee
but no action was taken at this time, but the Village Manager was instruct-
to find out fees charged for various occupations in the Greater Miami area.
Mr. Stockdell moved that there be provided in this budget an office
of Building Inspector, to be employed at $150.00 per month, at the
pleasure of the Council. This motion was seconded by Mt. Pruitt and
unanimously carried.
After an extended discussion, upon motion made by Mr. Lindsey and
j seconded by Mr. Pruitt, it was unanimously resolved that the Tentative
i
Budget and Tentative Rx Assessment Roll, as presentedby the Village Manager
and Clerk, with certain exceptions noted during the discussion thereof
and with the inclusion of office of Building Inspector therein, be adopted.
Upon motion by Mr. Lindsey and seconded by Mr. Pruitt and unanimously
i
carried, July 26, 1939, was specified as the date for the public hearing
on the Tentative Budget and Tentative Tax Assessment Roll in the Community
: House at 7:30 P. M. thereof, in order that the Tax payers and property on[ners
may inspect and discuss said Tentative Budget and Tax Assessment Roll.
The Village Manager was directed and authorized to notify the tax payers
and property owners of said public meeting by written notice and otherwise.
Upon motion by Mr. Pruitt and seconded by Mr. Lindsey, unanimously
carried, immediately after the adjournment of the public meeting of July 26,
it was ordered that the Village Council resolve itself into an Equalization
Board at the Village office to equalize the Tax Roll and hear objections
thereto, and also sit as an Equalization Board on the following night,
to-wit: July 27, 1939, at 7:30 P. M. in the Village office. The Village
manager was directed and authorized to notify tax payers and property
owners of the Village of the meetings of said Equalization Board.
Meeting was adjourned.
