07-11-1939 Regular Meeting MINUTES OF THE MEETING OF MIAMI SHORES VILLAGE COUNCIL July 11, 1939 The regular monthly meeting of the Miami Shores Village Council was held on July 11, 1939, in the Village office at 7:30 P. M. All members of the Council were present along with the Village Attorney and the Village Clerk. Mr. Pruitt, as temporary chairman, called the meeting to order. The first business to come before the Council was the election of the Mayor for the remainder of the year 1939, and upon motion made by Mr. Milledge and seconded by Mr. Stockdell, Mr. F. Scott Kitson was unanimously elected Mayor for the said period, who immediately took the chair. Upon motion made by Mr. Lindsey and seconded by Mr. Pruitt, Resolution No. 236 was unanimously passed and adopted, said Resolution being entitled "A RESOLUTION AUTHORIZING F. SCOTT KITSON AS MAYOR OF MIAMI SHORES VILLAGE TO COUNTERSIGN CHECKS AND VOUCHERS DRAWN ON MIAMI SHORES VILLAGE FUNDS ON DEPOSIT IN THE LITTLE RIVER BANK AND TRUST COMPANY, MIAMI, DADE COUNTY, FLORIDA, SAID CHECKS AND VOUCHERS BEING COUNTERSIGNED IN CONJUNCTION WITH THE VILLAGE MANAGER. " Minutes of the Meeting of July 6, 1939, were read and approved. Upon motion made by Mr. Lindsey and seconded by Mr. Pruitt, a Committee of two was appointed to draw proper resolution expressing appreciation of and for the services of Mr. John 14. Carlisle, retiring Mayor, and Mr. Hugh H. Gordon, Jr. , retiring member of the Council. Mr. Stanley Milledge and Mr. John Lindsey were appointed to this committee. The Village Attorney presented a Deed for the approval of the Council, releasing a cloud on the title of the property described as the S.E. 1/4 of the N. E. 1/4 of Sec. 36, Twp. 52, Range 41 E. , said deed being requested by Mr. John G. Thompson in behalf of the new owners of this 4 property on which is to be constructed a Woman's College. After consider- able discussion as to the advisability of approving this deed it was decided to exclude from this Deed the words "except and subject as afore- said" in next to the last paragraph of the Deed. Upon motion made by Mr. Pruitt .and seconded by Mr. Milledge, this deed was approved after the above corrections were made. Upon motion made by Mr. Milledge and seconded by Mr. Pruitt, the Council approved the paying to Bessemer Properties, Inc. , the amount of $450.00, from the Contingeht Fund, for rent from Nov. 1, 1938 through July 31, 1939, on the service yards and garages used by the Village on N. W. 89th Street. Upon motion made by Mr. Lindsey and seconded by Lir. Pruitt, the standing of the expense of the Greater Miami Police Chief's Association meeting this month by the Village was approved, the cost of same not to exceed $75.00. Upon motion made by Mr. Lindsey and seconded by Mr. Pruitt, June bills were approved, with the exception of the bill of C. W. Dean in the amount of $20.00, same to be carried over until the next meeting. The amount of the bills approved being $2039.82, a copy of same is attached to and made a part of these minutes. Mr. Julian B. Frix, Chairman of the Planning Board, read the report of the Planning Board on the matter of raising the cube content requirements of private dwellings in the Village, subsequent to instruction of the Council on June 1st. Upon motion made by Mr. Lindsey and seconded by Mr. Pruitt, Tuesday, August 1st, was set aside to consider the recommendations of the Planning Board. Mr. Lindsey made a motion which was seconded by Mr. Stockdell, that "pending consideration of the Recommendations of the Planning Board on August 1st. , the Planning Board be instructed. not to approve any further f plans and that the Building Inspector and Village Manager proceed under the present Ordinances to issue permits only upon plans of thorn buildings already approved by the Planning Board wherein a single building is involved but not to issue permits on any group of buildings consisting of more than one building" . Lir. Lindsey moved that "the Planning Board be now instructed not to approve any plan of any group of houses until after August 1, 1939, when the Council has taken action upon the recommendation of the Planning Board", and I.ir. Pruitt seconded this motion. In putting this motion to a vote, the results were as follows .- 11r, ollows :Lir. Stockdell - yes Mr. Lindsey - yes Mr. Kitson - no Mr. Milledge - no Mr. Pruitt - no and the motion did not carry. Mr. J. 0. Phillips left a plat with the Council for approval but as it had not been approved by the Planning Board, same was not taken up. Upon motion made by Mr. Lindsey and seconded by Mr. Pruitt, the meeting to discuss the Tentative Budget and the Tentative Tax Assessment Roll for the next ensuing fiscal year was called for July 14th, at 7:30 P. M, Mr. Milledge moved that "a copy of the reqmort of the Planning Board submitted at this meeting be prepared and mailed to each free-holder with a letter stating that a public hearing will be held on August 1st, to consider these recommendations". This motion was seconded by Mr. Pruitt and unanimously carried.
