MIAMI SHORES VILLAGE COUNCIL
March 14, 1939
The regular monthly meeting of the Miami Shores Village Council
was held on March 14, 1939, in the Village office at 7: 30 P. M.
Present were Mayor Carlisle, Mr. Pruitt, Mr. Lindsey and the
Village Clerk.
Minutes of meetings of February 14, February 21st and March 4th, 1939,
were read and approved.
The first business to come before the Council was a letter and
Resolution endorsing the establishment of a Naval Air Base in Miami
and upon motion made by Mr. Lindsey and seconded by Mr. Pruitt, approval
was withheld until a full membership of the Council could be present.
Mrs. Armour appeared before the Council and asked that she be granted
a permit to build an apartment house on Lot 7, Block 74, Miami Shores
Section 3. The Planning Board having rejected Mrs. Armour' s application for
a permit on January 25, 1939, due to this property being restricted against
multi-family residences and because it is only a fifty-foot lot, which are
violations of the Village Ordinances, upon motion made by Mr. Lindsey and
seconded by Mr. Pruitt, the recommendation of the Planning Board was sustain-
ed and this application rejected.
Mrs. Armour then asked for Widow' s Exemption on her property in the
Village but same was rejected as she was unable to qualify.
A letter from Mr. G. L. Miller requesting that the Village improve
the street fronting Lot 3 of Asbury Park was read by the Village Clerk.
Upon motion made by Mr. Lindsey and seconded by Mr. Pruitt, the Council
ordered that this letter be received and filed and that Mr. Miller be
informed that when the owners of property in that vicinity have signified
their willingness to dedicate a sufficiency of their property to construct
this street and to bear the cost thereof by special assessment the
matter be brought before the Council again for their action on same.
Mr. Blits appeared before the Council and asked that the Village
aid him with street improvements on N. W. 1st Avenue from 99th to 103rd
Street. It was explained to Mr. Blits that the Village has no money for i
such street improvements and his request was denied.
Mr. H. L. Clarke who owns Lot 11, less Federal Highway, all of
Lot 13 and Lot 14 less Federal Highway, Asbury Park, appeared before the
Council to submit a proposition to sell this land to the Village for a
park. As all the members of the Council were not present Mr. Clarke
was requested to prepare a letter and file same with the Council for their
consideration and that he would be notified the time of their next
meeting.
The next business to come before the Council was the matter of
approving the proposed plat of Mr. J. B. Ferber. A letter from the
paving contractor was read by the Clerk wherein he stated that the
paving of streets and sidewalks in this proposed plat were 80% completed
and that same would be completed within the next two weeks. Upon motion
made by Mr. Pruitt and seconded by Mr. Lindsey, approval of this plat
was withheld until the completion of these improvments or a bond
furnished assuring completion.
An offer of $50.00 to settle taxes and interest on Lot 10, Asbury
Park was not accepted.
The Council granted leaves of absence to Mr. John J. Lindsey,
Councilman,and to Mr. George E. Holt, Village Attorney, for a period of
seventy days beginning April 1st, for the purpose of attending as members
of the 1939 Session of the Florida Legislature.

Upon motion made by Mr. Lindsey and seconded by Mr. Pruitt,
February bills in the amount of $872.23 were approved, ordered paid
and made a part of these minutes.
