01-23-1936 Special Meeting MINUTES OF THE MEETING OF MIAMI SHORES VILLAGE COUNCIL January 230 1936 C Special meeting of Miami Shores Village Council was , held at the Village office Thursday, January 23rd, at 7: 30 P. M. All members of the Council were present, The Minutes of the previous meeting were read by the Clerk and approved after cor- rection were made. Upon motion of Mr. Carlisle, seconded by Mr. Goll it was decided that hereafter, a list of all bills approved for payment should be included in the minutes. Upon motion of Dr. Cleghorn, seconded by Mr. Lindsey Ordinance number 38, was unanimously passed, Ordinance '# 38 being-- "AN eing-" NN ORDINANCE AUTHORIZING AND PROVIDING FOR THE TRANSFER, USE AND EXPENDITURE OF THE SUM OF $1989.39 DOLLARS FROM THE APPROPRIATION ALLOTTED TO GENERAL FUNDS FOR ROADS AND IMPROVEMENTS IN THC FINAL BUDGET ADOPTED FOR THE FISCAL YEAR FROM AUGUST 10 1935, TO JULY 312 1936, FOR THE PAYMENT OF STREET LIGHTS AND LIGHTING OF THE VILLAGE FOR THE FISCAL YEAR AUGUST 1, 1935, TO JULY 31, 1936, AND FURTHER PROVIDING FOR THE TRANSFER, USE .AND EXPENDITURE OF $745.92 DOLLARS FROM THE GENERAL FUNDS FOR ROADS AND IMPROVEMENTS TO MISCELLANEOUS OFFICE SUPPLIES AND CLERICAL HELP AS PROVIDED IN FINAL BUDGET AUGUST 1, 1935, TO JULY 31, 1936, AND AUTHORIZING THE CLERK TO EXPEND SAID FUNDS SO AUTHORIZED AND SO TRANSFERRED FOR THE PURPOSES SPECIFIED DURING THE FISCAL YEAR AUGUST 1, 1935, TO JULY 31, 1936." The sum of 0745.92 transferred to Misc. Office Supplies and Clerical help, in said Ordinance #382 to be dis- tributed as follows: Misc. office supplies,new office equipment 4266.45 -Insurance and Bonds 117.85 Special Audit 200.00 Clerical Help 161.62 4745.92 The Council approved the following charges against the General Roads and Improvement fund. New Tractor and Harrow $1,161.85 � F.E.R,A. Street Work 452.84 The Village Manager was authorized to use $ls500.00 of the General Roads and Improvement fund to pay expenses of clean- ing vacant lots, and to replace this money in the General Road and Improvement fund upon collection from the property owners at next collection date. Mr, Holt the Village Attorney reported receipt of a letter from F.E. C. Railroad stating their intention of placing a crossing signal at Northeast 96th Street at once. Mr. Holt also reported on a conference with officers of United States Fidelity and Guaranty Company regarding bond on J. L. Carothers Upon motion of Mr. Lindsey and seconded by Dr. Cleghorn the' Council passed Ordinance number 39, being an Ordinance amending Ordinance number 60 to provide for Licensing of Manu- facture of, and erecting, awnings, shutters and storm protection shutters. Upon motion of Mr. Carlisle, seconded by Dr. Cleghorn, a resolution was unanimously passed, appointing Mr. T. J. Black- well Juage of the Village Court and Mr. R. E. Sapper-field associate Judge of the Village Court. Ordinance number 40, was unanimously passed upon motion of Mr. Lindsey, seconded by Mr. Carlisle, said Ordinance being; "AN ORDINANCE PROVIDING FOR THE ESTABLISHMENT OF A VILLAGE PLANNING BOARD FOR MIAMI SHORES VILLAGE AND PRESCRIBING THE POWERS AND DUTIEES OF SUCH BOARD AND VESTING IN SUCH BOARD JURISDICTION OVER ALL. NEW SUBDIVISIONS OF RE-SUB-DIVISIONS OF LAND WITHIN THE COR-PORATE LIMITS OF MIAMI SHORES VILLAGE, AS ARE NOW, OR MAY HERE- AFTER BE ESTABLISHED, AND VESTING IN SUCH BOARD JURISDICTION OVER THE ARTISTIC, ARCHITECTURAL AND LANDSCAPE DESIGN, PROGRAM AND GENERAL PLAN OF SAID MIAMI SHORES VILLAGE, AND PROVIDING FURTHER THAT THE PROVISIONS OF THIS ORDINANCE SHALL NOT CONFLICT IN ANY WAY WITH THE ZONING ORDINANCE OR LAWS OF SAID VILLAGE, AND FURTHER VESTING AUTHORITY IN SAID BOARD TO ADOPT A GENERAL PLAN FOR THE ERECTION OR REPAIR OF PRIVATE IMPROVEMENTS ON PROPERTY LOCA'T'ED WITHIN THE VILLAGE DESIGNATING THE DUTIES OF THE BUILDING IN- 9 SPECTOR WITH EELATION THERETO, AND VESTING IN THE VILLAGE COUNCIL AUTHORITY TO REVERSE THE DECISIONS OF SAID BOARD AND PROVIDING FOR THE VILLAGE TO APPROPRIATE OR EXPEND MONEY FOR THE NECESSARY EXPENSES OF SAID BOARD, AND FURTHER PROVIDING FOR INTERPRETATION OF ALL ZONING LAWS AND ORDINANCES BY SAID BOARD AND ALLOWING APPEALS THEREFROM TO THE VILLAGE COUNCIL AND OUTLINING THE PROCEDURE GOVERNING SAME."
