01-10-1933 Regular Meeting i REGULAR MONTHLY MEETING OF THE COUNCIL OF MIAMI SHORES VILLAGE January 10, 1933. Upon call of the Mayor, the regular monthly meeting ' i of the Council of Miami Shores Village was held at the Village Offices on Tuesday Evening, January 10th, 1933, at 7:30 P.M. The following members of the Council were present: Frank 0. Pruitt, _Mayor. M. R. Harrison, W. F. Andes, John M. Carlisle The Village Attorney and Village Clerk were also present. At the request of Cecil Turner, County Commissioner, the Council approved payment direct to the Belcher Oil Company of $802,51 by the Village for its share of the cost of resurfacing N. E. Second Avenue, this to be the total cost for the Village i in connection with this work. Mr. Joe Adams, president of the Biscayne Kennel Club, with Mr. S. Grover Marrow, attorney for the Club, were present at the meeting to discuss the question of occupational license tax, r jfor the Kennel Club. The representatives of the Kennel Club expressed the opinion that the Club was a distinct asset to the Village in that It would bring a large number of people through the Village that would not otherwise come and in view of this fact it was their hope that the occupational license tax levied against the Club would not be as high as in the previous year. The representatives of the Club further mentioned the fact that considerable money was being spent in improvements on the track and that during the racing season the track would be employing approximately 270 men which would be an aid to unemployment. After further detailed discussion of the matter i Mr. Adams and Mr. Morrow left the meeting and being informed that the Council would discuss the matter further and come to a definite con- clusion of which the representatives of the Kennel Club would be • informed. The Council then discussed the matter further privately and upon motion of Mr. Carlisle, seconded by fir. Andes, it was resolved that the License Tax for the Biscayne Kennel Club for the 1933 season would be $50.00 per day for each of the 51 days the track was to operate and that in view- of this license fee charge, the Kennel Club was entitled to some consideration and agreed that the village would furnish and pay for three policemen; for the protection of the track, one of these three men to include the chief of police already employed by the Village. The Mayor then introduced a discussion of what work might be done by the help offered by the Dade County Unemployment Relief Council in making public improvements to the Village. It was brought out in this discussion that the Village Charter specifically specifies that no moneys shall be spent for any purpose other than that set out in the budget approved for each fiscal year and that the budget for the present period made allowance only for the employment of two men whose duty it should be to keep the public parkways mowed and trees and shrubbery trimmed. It was further brought out in the dis- cussion that nearly all the parkways in the Village were grown up with weeds and wire grass and that the sidewalks in nearly all sections of the village were grown over with weeds and grass and that there were a considerable number of trees and shrubs in the public parkways that had died out or were growing in an unsightly manner which should be replaced in order to present a respectable appearance. It was further brought out that due to the uncertainty of the collection of taxes and due to the fact that there was no provision in the budget for the `i I ftseal period from August 1, 1932 to July 31, 1933, that it would be proper to include in the proposed project for the Un6mployment Relief Council; the disposing of the weeds and grass in the parkways and sidewalks and the transplanting of trees and shrubbery. As a result of this discussion, the Village Manager was instructed to make a survey r of the Village and make an estimate of the number of men and time re- quired to do these public improvements, provision for which it had not been possible to make in the current budget, and after making such estimate, write the local operations manager of the Unemployment j Relief Council, giving him a detailed account of this estimate.
