07-26-1932 Special Meeting MINUTES 'OF A SPECIAL MEETING OF THE -- -_-- COUNCIL OF MIAMI SHORES VILLAGE HELD TUESDAY EVENING , JULY 26, 1932 In accordance with a resolution passed by the Council at a.meeting held on Tuesday,, ,July 12th, 19323, the Counc3l .aga3n met on Tuesday Evening, July 26th at the Village Offices, there being presentp Frank Oe. Puritt, Mayor, and John Me Carlisle., Me R. Harrison, Hugh H. Gordon, Jr., and. �N. F. Andes, these being all of the members of the council aid .S_L Z. Carothers, Village Manager, and Geo=. E, .Holt, Village' Attorneq. The minutes of the meeting of July 12th, were read by the clerk and approved. _ The question of billboards was again discussed - =_- - --end-ittivas decided that some definite understanding be had vr3th- _- _ the Elliott Company at once. and that the Mayor inform the - Be Bw Elliott Company and its attorney that t3.v Council had set December 31st, 19 as the limit within which all. sign and--b-illbaard:s must be removed- or-made to compily with the _ Village Ordina.n:ees. Thequestion of the water franchise and agreement` on the remaining 15 'street :lights. was brought up ar>d the Village -_---- ---- ""`' attorney informed the ,council .that Mr. Zees., the City: Manager of=. lUT3am1 `1 had"reports from the t.Tater , plant indicating that the cost 9g dervice in the Village did' not warrant a surcharge of 75°� on grater rates but that tie consuagption was such, that on _ the basis of a 50j, surcharge, the cost of service in the :Village vuould overrun. th revenues- by approximately 4 lOA,OO per year end further that mr. Lee was of the .opinion that"an agreement' m .-on the 50% surcharge basis could be reached if the Village Council - roiild'agree to stand .this '100,00 average, After some discussion in which the opinion was expressed that it was possible, that this extra charge might be eliminated ,and upon motion. of Mr Gordon � seconded by Mr.- Carlisle, it- was .agreed that the Village would -stand thi6100.,00 extra charge. as long as the .water rates remained as at present bearing the 50,C5,61 surcharge for the City of Miami; It was. also the opinion of the council that it. w.ould be. well to enter into an agreement with the Miami Water' Compan.� for water f f service in connection with fire hydrants and sanitary purposed . on the basis of paying, for this service by exempting the Florida, M Power & Light Company and the -Miami Water Company r^rom -taxes on their e(uipment, such tax being set -tap in the proposed budged C in i the amount of ,256.00 on an. assessed valuation of S69,0437.00 - already set up in the assessment roll. The Council then instructed. 17 the 'Village Attorney to negotiate with tr_e Tiliami Water Company for a contract on this basis - _ contract to run from year to year with 'option of either party, to_ cancel: Mr. Molt, having coif erred: with Mr. 'Lee, the City Memager of Miami.,,, _informed the Council ;that: he -would 1mmiediately write Mr. tee requesting that the 15 white-way g and that g li hts be turned '_on Mr. Lee had' a -reed: that re would write the :Florida Power & Light Company making this same request :in: --�-- - risme -f tie City of-1�I3ani, _ thus assuring ,the V3llage teat these lights would be put in service at once. Fifth Avenue, in accordance with Ordinance N06 ,42 said tentative budget being as follows: The question of the valuations placed on the properties in blocks 187, 1880 189, 194 and 191 in Miami Shores Sectikin 8 as shown by the Village Maps and proposed tax roll was discussed and since the members of the council were not all throoughly familiar with this property they decided to reserve their opinions until such t 3me as they could make a personal Ihope e- tion and form an accurate opinion: This they agreed to do at once: There being no further business to come before the Council, the meeting.was adjourned.
