07-12-1932 Special Meeting i i MIiUUTES OF A SPECIAL- MEETING OF TTIE COUNCIL OF TTIAMI SHORES VILLAGE, TE ESDAY, JULY 12, 19320- Pursuant 932;Pursuant to call of the Mayor, a special meeting, h of the Covxicil . of Miami Shores Village was ?geld at the Village offices on Tuesday, July 12th, 1932 at 7:30 P. M., there being j present Frank 0. Pruitt, P�Zayor, aixd a"T. F. Ande s, M. R. Harrison., and Pugh H. Gordon., Jr,, these being all of the members of the Council who were present, and J. L. Carothers, Village Mana ger and George E. Holt, Village Attorney. The minutes of, the. meetinglof June 7th, were read and approved by the Council. - A proposed ordinance for the closing of the crossing over the railroad at old Biscayne Station was read by the i Playor and upon motion by Mr. Andes, seconded by Mr Gordon the ordinall-ce was unanimously approved. Upon motion by I'dr. Gordon seconded byTZr. Andes, a resolution was passed authorizing the Mayor and Village Manager to enter into and sign a lease with the New lrliami Shores Corpora- j2 tion covering the rental of the temlis courts located at West Railroad Avenue and 97th ,Street, said lease specifying t',at the Village pa- to the New TTiazi]i Shore sCorporation an arnou}.Zt equal to all taxes and assessments on this property and said lease terminating on January lst, 1934. The MLayor rea d a letter from Paul D. McGarry, _attorney for the E. B. Elliott Company in, which he said that he had checked into the expiration dates of tlB various contracts with a dvercisers covering the sign boards and found that the average expiration of contracts was_ slightly beyond July 1, 193 , - i some of the contrgets running as long as December 15th, 1835, and that he recommended to the Elliott Company that they make arrangements with the Village to let the billboards stand as _ they are until December 31st 1934 without cost to the Elliott -- Company. It was the opinion of the Council that they did not want . to permit the signs for another two years to come although the Council does not want to work a hardship on the sign company, it was also suggested that the sign company could keep their leases with the advertisers by moving the signboards to other locations.- After ocations;After some further discussion as to the time the sign company should be permitted to maintain billboards in the Village, the Mayor was authorized, upon motion of Mr. Gordon, seconded by Mr. Harrison, to take the matter up with Mr. McGarry and Mr. Holt and obtain a list of the signs showing expiration dates of leases so that a more definite understanding could be had. A propos ed ordinance providing for the licensing of all dogs in the Village and requiring that all dogs be inoculated against rabies, was read and upon motion by Mr: Andes, seconded by Mr. Gordon, the ordinance was approved, subject to any minor changes the village attorney might see fit to make. UPON, ordinance No: 14, same being "An ordinance relating to dogs and licenses therefor and providing for their inoculation against rabies and prescribing regulations and pen. • alties for the violation thereof" was signed by the Mayor and Village Manager and Clerk in the presence of the Council and same • was ordered filed and recorded in the permanent records of the Village. Mr. Holt presented a proposed contract covering water service submitted to him by the Mian. Mater Co. which contract was in effect approximately the same in substance as a contract previously submitted by the dater Company and ap- plied only to fire hydrant water service. This did not meet with the approval of the council. Mr. Bolt inform®d the • Council that the City of Miami had agreed to hold in abeyance the matter of the 75% surcharge on residential service. It was also brought out that the Miami Water Company had prepared a bill against the Village indicating their intention to charge the Village a rental of $412.65 per month for fire hydrant rental. The city manager was instructed to make a count of the number of fire hydrants in the village to verify this rental rate. The Mayor and Village Attorney were asked to get in touch with Mr. Gill and Mr: Caldwell of the Water Company and remind them of their agreement made at a conference held some time ago in which it was agreed that the matter would run along for at least the balance of this year as it had been previous to the organization of the village. The tax roll for the coming year totaling approximately two million dollars and a tentative budget for the coming year were presented and discussed in detail by the Council; It was suggested that $6,000.00 be put in the budget for paving purposes and an allowance for contingencies of $5,000.00 be placed in the budget. It was also suggested that the millage rate be placed at twenty, this millage being in effect the same as that charged by the city of Miami in 1951 plus an amount suffi- dent to take care of the fractional portion of a year about to close. The operators of the filling station and barbecue stand at 90th Street and Biscayne Boulevard came before the council and requested to know what their occupational license would be as they did not want to spend additional money in improving the property if they could not afford the license, The council gave them to understand that their occupational license would be the same as that charged by the City of Miami • for similar businesses, but that this agreement would hold good only if the property was fixed up as agreed immediately, It was suggested that the Village be made a separate voting precinct so .that the Village could hold all elections as a separate political unit: No definit action was taken on this matter: The Village Clerk presented a tentative budget covering anticipated expenditures for the coming twelve months beginning August 1, 1932 and after the council had gone over this carefully and discussed each item, upon motion of Mr. Andes, seconded by Mr; Gordon, the following resolution was passed: BE IT RESOLVED BY THE COUNCIL OF MIAMI SHORES VILLAGE: Section 1* That the budget of contemplated revenues and ex- penses for the fiscal year 1932-33 submitted by the Village Manager and Clerk to the Council, July 12, 1932, is tentatively approved by the Council, and the Clerk is directed to give public notice of a hearing on said budget to be held at 8:00 o'clock P.M. on the 27th day of July,. A. D. 1932, at the New Miami Shores Elementary School, No, 10351 N. The Village Manager suggested that a saving in postage could be made if it were perm3ssable to distribute notices of Public hearings on the tentative budget and tentative tas assessment roll to be held on July 27th and upon motion of Mr: Gordon, seconded by Mr: Andes, the council approved the passage of an ordinance making this possible, said ordinance amending ordiname No: 4, and being entitled "An ordinance amending ordinance No. 4 of Miami Shores Village b g y provision of additional method of notifying the residents i Of hearings on the budget and tax assessment roll", • No further questions on the ba dget or tax roll being presented It was agreed that the Council would meet again on July 26th, just prior to the public hearing on the budget and tax roll, and the meeting was then adjourned: AP BY TBE C As VIlyLge anagen an me or:
