05-24-1932 Special Meeting MINUTES OFA SPECIAL MEETING OF THE COUNCIL !l OF MIAMI SHORES VILLAGE, MAY 240 1932: I Pursuant, to .speoial call of the .Mayor,, a meeting r of the Council of Miami Shores Village was held at the Village offices on Tue sday even3.:ng, May 24, at 7:30 P.M. there ,being ! present Frank 0. Pruitt, Mayor, and Hugh H. Gordon, Jr., John Carlisle.. W. P,_- Andes and 11. R. Harrison, these being all of the members of the council, and J. Lo Carothers, j i Village Manager and Geo, E. dolt, Village .Attorney. Since Mr, Pruitt expected to be called away a i from the meeting on other business', Mr`. Gordon acted as Mayor' , and first called for the' reading of the minutes of the previous i i meeting which were approved as read with the exception of the ! elimination of the statement in connection 'vd th the discussion .of the proposed 75% surcharge. by the City of Miami on all mater bills: in the village,, that the City of Miami could not legally ti terminate water service at its discretion The question of a drivers? license 1 aw which was discussed at the previous meeting was again 'brought up and it was the opinion of the members of the. council :that if the .:Catty-- oP Miami was to have_ such a lave, then the "?Tillage should also have ,such a lair of its own', but that, the fee of �Apl.00 to be charged b the it of Miami. would not. be charged the y by Village, It was also brought out that if the Village did pass such an ordinance, each applicant for such a license should be subjected to an examination by an official of the village to determine his competency to, receive A, -license. No motion nor definite plan off- a:etion was taken about the matter however, - i Mr. Eaton, the present owner of Kirk s-Tourist Camp. loeated at 90th Street east of Biscayne Boulevard appeared before the council and stated that he thought the. ordin.ance i ! !. specifying the ,amount of occupational license taxes on tourist r •camps within the village was higher than it should_ be and that if the ordinance is .'to be enforced it would be impossible for - him to operate, his i p camp at a profit and that 3f no reduction e were to be made in the amount of license taxes, he would offer the property for sale,at the price at which he baught-it. Mi Eaton further discussed some of his plans as to expansion i and impromement of the present buildings and stated that he ' had purchased additional property with 200 feet an ,Biseayne ! Boulevard where he intended to put up an attractive arch-w'a7 i with a service station and a fence around the entire property. He stated that he already had rebuilt one of the present buildings and had very considerably improved its appearance: and invited the naembers .of the council to come and inspect this cottage as it was a sample of what he intended all his cottagez to be The council expressed, the opinion-that the reason 3t had for making the tax- as it was in the ordinance was to discourage the construction and maintaining of tourist camps in the village although they had no y desire to work a financial hardship on an one. The members of the.edunpil also agreed that at their first convenience. they Would call at the c�Pand see the sample cottage already constructed but no definite. action wastak en as to a change in the amount of ---taxes imposed by theordina:rice. The question of further improvements tothe streets in the villagle was again.,discussed"'and upon -motion by Mr: Pruitt, seconded by Mr; Andes, a motion was passed .authorizing the village manager to order no other work to be don® ,on N E. 96th street y { 1 west of the railroad but ,that that the money allotedpreviousl far this. work, should be spent on other str,oets in the village that could be put in good condition by and .sanding and specified that a thirty foot strip in the center of 96th street sl east ,of the railroad. between.,the railroad and the East Dixie I Highway should be . re-oiled and sanded. Copies of the .propo sed zoning ordinance having been :read by .the members of .the council, after some discussion. upon motion of. D.
