i I MINUTES OF THE MEETIM OF ' COUNCIL OF MCMI SHORES VILLAGE- S.NTMr 11 s 1832. i Pursuant to adjournment at the last meetings the Council met at the Village offices at 7:30 o*alooks P. M. January 11, 1029 there being present; .Frank 0,► Pruitt,. Mayor, and councilmen N. F. Andes, Sohn. M, •Cfarlisle, Hugh I I. H. Gordonj dr. and U& H, Harrison$ being all the council; I. also Miller Hiiiliams , Village Manager„and George Edward Holt, Village Attorney. i - I The meeting was called to order by the Mayor and the minutes of the last meeting read, and upon suggestion and of the mayors/motion duly made , seconded and carried, the minutes of the meeting of January 7th were corrected to show that Miller Williamss Village Manager,. and George Edward Holt,. i .Village Attorneys were presents and as corrected the minutes were approved The mayor read a letter from Archie H. Coope,, applying for the position of plumbing inspectors which letter was filed and the manager instructed to acknowledge the com.- munioation and advise Mr: Cooper that his letter will receive consideration of theCouncil upon the adoption of the code =- and ordinance-a with -rv-speot-to plumbing, Upon motion by councilman Gordon, duly seconded and unanimously passed, the First National Bank of Miami was designated official depository for the Village funds with the suggestion to the Manager that appropriate security for Village deposits be obtained if- possible. Upon presentation by the Village Manager the follow- ing bills were approved and the Mayor and Village Manager. ordered to issue warrants of indebtedness therefor. Kenne-1 Club , claims to be ill and requested Sistm. postponement of the c Mtemplated conference with the Council. The matter of the Biscayne Kennel Club's failure i to procure a license or pay the license tax required by - ordinance No. 2, ,after service of notices to do sop was then discussed fully, and in view of the' notioes given to several officers -of the Biscayne Kennel Club, and the fact that no definite date was requested by -them t:o appear before the Gounoils the Village Manager was instructed by motion duly made , seconded and passed ,-to further notify the Biscayne Kennel Club; . by letter, that unless the license be procured •i and tag paid therefor by Wednesday night , January 13th, ar- rests will be made pursuant to the ordinance for any viola- tions thereof. Regulation of bill boards in the 'pillage was dis- oussed but n© definite action taken. The matter of the budgets was next taken up and fully discussed* a tentative budget for a full fiscal year of twelve rionths and tax assessments and collections by the City of Miami on the same territory being considered as e working basis. Upon considering tax assessments. and col.- i lecatiom of the City of Miami r .heretofore on such territory, submitted to the Oouncil by the Village Manager, and the `1 n necessity of operating the Village during most of 1932 by issuing warrants of indebtedness , owing to the due date, being November let , for the payment of property-.taxes, it � I became apparent that severe curtailment of expenses will be neoessary, and several members of the Counoil expressed , themselves as regretting the inability of the Village ,un- I - ! der the circumstances , to make some improvements. and pay its officers and employees, ,as could be done under better conditions or after several years operation of the Village, and therefore that strictest economy must be practiced and applied in making up the budgets. The Council made sub- stantial reductions in the itdms of expense4. heretofore considered in the tentativebudgets and upon coming to the item of *the Village Manager's salary, heretofore set at 0300#00 per month, requested the Village Managerto retire from the roam during discussion af- this item, - and ---- appointed 3-ehn7-1&.-' -Garlisle clerk pro tem to take notes of the meeting during the latter's absence. After a full discussion of the managership, the councili although ex- pressing their regard for the abilities of Mfr. Miller Williams and satisfaction with his servioes, agreed that i Of necessity a reduction in the manager's salary must be made and that the size and revenues of the Village required payment of a salary not exceeding Twenty Four Hundred ($2400.00) Dollars per annum to the Village Manager and Clerk and that the Village Manager must do his own stenographic work. Thereupon , since Mr. Williams is not a stenographer* I on motion duly made, seconded and unanimously carried, it was decided to terminate the employment of Miller Williams as Village Managers his present salary to continue until February ll 1932. L The Mayor and various members of the council and Bir.. Williams expressed their mutual confidences and regrets and regards at the termination of this brief but pleasant as- sociation. Upon motion duly made , seconded and carried , a meeting of the council was set for seven-thirty o'clock.* Pe M s January 14, 1932 for further consideration of- the budget and allied matters, and it was tentatively decided to hold a meet ' ing at the New Miami Shores Elementary *School January 25th for hearing objections- to the tentative budget and tag assess- ment roli 'and to give notice of such meeting by publishing one time in a newspaper of Miami , Florida , and by mailing notices to all known resident freeholders cf the Villageo inviting them to the meeting. Upon motion duly made , seconded and carried, the Village Manager was authorized to employ F. Ci, Collins, i as. Deputy Marshals at a salary of One Hundred: ($100.00) Dollars per month, Mr. Collins to use his automobile in the- services of the y Village, the Village to a for as g pay and oil for his car. The-mayor was instructed to obtain -prices for the purchase of a Tudor Food Sedan. for not exceeding 1 i $350100 The Village Manager- by motion duly made , seconded and unanimously carried# was authorized to purchase uni- forms for the marshal and deputy,and .also pistols and any other necessary -police equipment , and to have the name- of the Village painted on .the car. to .be used by 'the marshal. Dir. Diller Williams reported results of a confer- - - n f once.with the Mvistdx .superintendent of the F. E. C. Railroad With' reference to crossing protection and stated that in his opinion the railroad will install such reasonable arosstng -- warning signals as may be necessary* - Upon suggestion that the crossing over the Florida East ©oast Railroad near old Biscayne Station is an uaneces- sary one , and dangerous to the public# the street crossing the railroad at the point not being a principal thoroughfare but- requiring extra whistling and other warning from loco- --__- motives of the railroad, upon motion duly madd, seconded and carried, it was. decided to vacate and abandon the crossing at said point and the Village Attorney was instructed to draw an appropriate ordinance to this effect.
