Unfortunately, in spite of all of my continued efforts I have been stymied and unable to obtain my line of credit loan from my employer's (UM) University Credit Union in spite of improving my credit scores and reapplying. Therefore, my lifelong friend, Dr. Jay Stein, and I will meet with the Bank of America president in Miami Shores on Monday, September 21, in order to begin a new line of credit application which we believe will be successful. Obenour Roofing will be at my house on Monday or Tuesday, of this week, in order to inspect the roof for reroofing and repair, and provide a new contract. My previous roofing contractor, Paul Bange Roofing's contract will expire on September 22; and as I indicated in my previous correspondence with you, they had applied for the original permit and a Commencement to Work certificate without my knowledge or permission. Please extend my roof permit for a short period of time so that I can complete the above promptly. You recommended that I put my request in writing and submit it to the Miami Shores Village Building Department. As background information, we were cited in the fall of 2014 by the Village Code Enforcement Department for having a tarp on our roof and not having a "weather/water tight structure" (CASE-8-14-12990). We immediately contacted several roofing companies and got quotes from 3 of them. We decided on Paul Bange Roofing, Inc. and signed a contract with them. My husband and I then began seeking funding for the $31,000 roof and found we didn't have all the documents we needed to proceed. My credit union strongly recommended that we ask for an extension of the 10/1/2014 deadline for the permit of at least 6 months. I contacted the Code Enforcement Dept. and spoke to Anthony Flores and explained the situation and requested an extension. He gave me an extension until March 3, 2015. 1 then sent the Paul Bange Roofing rep. an email and told them not to pull the permit until I had the funding for the project. I also told them the new deadline for the permit and assumed they would not do anything further until they heard from me. But, apparently they filed a "Commencement to Work" with Miami-Dade County. When I next went to my credit union they told me they could do nothing until Paul Bange Roofing filed a "Termination of Notice of Commencement." I immediately contacted Paul Bange Roofing and asked them to file the notice. Which they did. I spoke to one of their representatives and told him I was still in the process of securing the funding and they could not start until I had the funding. At which point he told me we were running out of time on the permit! Apparently a permit was pulled by Paul Bange Roofing in October! I again said we had been given an extension and I had not wanted the permit pulled until I had the funding. He told me that "the Village would not have given me the extension if Paul Bange Roofing hadn't pulled the permit." Obviously, he was incorrect, as I was given the extension on pulling the permit by Mr. Flores, but Paul Bange Roofing pulled the permit several months prematurely. I am upset that twice this company has acted on their own against my wishes and now the permit has been lying on someone's desk since they pulled it in October. I am pleading for an extension on this permit, as I am working with the University Credit Union to secure a HELOC loan. They now have all of my paperwork but we have run into some obstacles that that can be rectified within a few months. The current deadline on the permit is April 22 (also my birthday) and I am requesting a 6 month or at least a 3 month extension on the permit. Without the extension, I will not have enough time to be able to satisfy the credit union's requirements for the loan. For the record, I have been a resident of the Village for 28 years, I am 71 years old and supporting my husband who has health problems. I am doing everything I can to comply with the Village. I don't know what we will do if we can't get an extension on the permit as I am confident with more time I will be able to satisfy my credit union and get the loan to replace the roof.
