SCOPE:
This NOA is being issued under the applicable rules and regulations governing the use of construction
materials. The documentation submitted has been reviewed and accepted by Miami -Dade County RER -
Product Control Section to be used in Miami Dade County and other areas where allowed by the
Authority Having Jurisdiction (AHJ).
This NOA shall not be valid after the expiration date stated below. The Miami -Dade County
Product Control Section (In Miami Dade County) and/or the AHJ (in areas other than Miami Dade
County) reserve the right to have this product or material tested for quality assurance purposes. If
this product or material fails to perform in the accepted manner, the manufacturer will incur the
expense of such testing and the AHJ may immediately revoke, modify, or suspend the use of such
product or material within their jurisdiction. RER reserves the right to revoke this acceptance, if it
is determined by Miami -Dade County Product Control Section that this product or material fails to
meet the requirements of the applicable building code.
This product is approved as described herein, and has been designed to comply with the Florida Building
Code including the High Velocity Hurricane Zone of the Florida Building Code.
DESCRIPTION: GAF TOPCOAT® Roof Membrane and Maintenance Coatings.
LABELING: Each unit shall bear a permanent label with the manufacturer's name or logo, city, state
and following statement: "Miami -Dade County Product Control Approved ", unless otherwise noted
herein.
RENEWAL of this NOA shall be considered after a renewal application has been filed and there has
been no change in the applicable building code negatively affecting the performance of this product.
TERMINATION of this NOA will occur after the expiration date or if there has been a revision or
change in the materials, use, and/or manufacture of the product or process. Misuse of this NOA as an
endorsement of any product, for sales, advertising or any other purposes shall automatically terminate
this NOA. Failure to" comply with any section of this NOA shall be cause for termination and removal of
NOA.
ADVERTISEMENT: The NOA number preceded by the words Miami -Dade County, Florida, and
followed by the expiration date may be displayed in advertising literature. If any portion of the NOA is
displayed, then it shall be done in its entirety.
INSPECTION: A copy of this entire NOA shall be provided to the user by the manufacturer or its
distributors and shall be available for inspection at the job site at the request of the Building Official.

Substrate Preparation: The roof substrate must be completely sound, clean and dry before
application of TOPCOAT® products. According to manufacturer's
application instructions.
Tighten and/or replace loose or missing fasteners. Install crickets to
divert water and complete other necessary sheet metal repairs.
Base Coat: Apply a base coat of TOPCOAT® Elastomeric Roofing Membrane at a
specified rate of 1.0 to 1.5 gallons per 100 square feet depending on
specification and warranty requirements. Allow 24 hours to dry and
inspect base coat for defects. Correct unsatisfactory conditions prior to
proceeding.
Finish Coat(s): Apply one or more finish coat(s) of TOPCOAT® Elastomeric Roofing
Membrane at a rate of 1.0 to 1.75 gallons per 100 square feet. Allow 24

Substrate to receive coating shall be pre - cleaned with TOPCOAT
EPDM System Cleaner by spray applying at a rate of I gallon per 500
square feet. Allow EPDM System Cleaner to dry completely before
pressure washing with water to remove dirt, dust, chalk and other loose
materials.
Base Coat:(solvent based)- Fully Adhered EPDM only
TOPCOAT Surface Seal SB or TOPCOAT® FireShieie SB is roller
applied in two coats at a rate of 0.5 gal per 100 square feet for each coat.
Allow the first coat to dry before applying the second coat. Allow the
second coat to dry and inspect base coat for defects. Correct
unsatisfactory conditions prior to proceeding.
Finish Coat(sl:(solvent based) Fully Adhered EPDM only
Apply one or more finish coat(s) of TOPCOAT® Surface Seal SB or

Substrate Preparation: The roof substrate must be completely sound, clean and dry before
application of TOPCOAT® products.
Roof substrate must be swept to remove debris and loose granules
followed by rinsing with water to remove dirt, dust, chalk and other
loose materials.
Any areas where the BUR or MB has blistered, buckled and/or become
wet must be removed and repaired using similar products. All areas
where the BUR or MB surface has significantly craze cracked (i.e. gaps
in width or depth greater than 1/1611) must be repaired with TOPCOAT
Flexseal to bring the substrate to a smooth, workable surface.
*Substrate to receive coating shall be primed with TOPCOAT MB Plus
at a rate of 1.0 to 1.25 gallons per 100 square feet depending on
specification requirements and substrate. Allow TOPCOAT MB Plus
to dry completely before applying base coat.
*Optional when TOPCOAT Surface Seal SB is used or when TOPCOAT Elastomeric Roofing
Membrane is applied over granular SBS modified bitumen cap sheets.
Base Coat:(water based) For granular SBS cap sheets and Smooth BUR or APP cup sheets.
Apply a base coat of TOPCOAT Elastomeric Roofing Membrane at a
rate of 1.0 to 1.25 gallons per 100 square feet depending on
specification requirements and substrate. Allow to dry and inspect base
coat for defects. Correct unsatisfactory conditions prior to proceeding.

application of FireOutTm Fire Barrier Coating liquid applied fire
barrier coating.
Fire Barrier: FireOutTM Fire Barrier Coating is designed to provide fire barrier
protection over wood decks. Apply 1 gallon per 100 square feet. Allow
to dry prior to application of roof cover. Consult a current Approved
Roofing Materials Directory for applicable fire ratings.

BUILDING PERMIT REQUIREMENTS:
Application for building permit shall be accompanied by copies of the following:
1. This Notice of Acceptance.
2. Any other documents required by the Building Official or applicable Building Code in order to
properly evaluate the installation of this system.
GENERAL LINIITATIONS:
1. Fire classification is not part of this acceptance; refer to a current Approved Roofing Materials
Directory for fire ratings of this product.
2. TOPCOAT® Roof Membrane and Maintenance Coatings shall not be applied in in
weather conditions. See manufacturer's specification and application instructions for weather
and temperature instructions.
3. The product listed herein are components of roof assemblies and are approved for use with roof
assemblies that list any of the products listed herein as part of their roof assemblies Notice of
Acceptance. If a product is not listed as part of roof assemblies Notice of Acceptance, a request
may be made to the local building official or Miami Dade Product Control for approval provided
that appropriate documentation is provided.
4. All products listed herein shall have an unannounced follow -up quality control program from an
approved listing agency, and shall have a quality assurance audit in accordance with the Florida
Building Code and Rule 9N -3 of the Florida Administrative Code. Follow up test results shall be
made available to Miami -Dade Product Control upon request.
5. Change in materials, use, or manufacture of any of the products listed herein shall be cause for
termination of this Notice of Acceptance.
6. This maintenance coating system shall not be applied over, prepared roofing; i.e., fiber- cement
shingles, quarry slate, cement or clay roof tile, metal shingles, wood shingles or shakes.
7. TOPCOAT® Roof Membrane and Maintenance Coatings shall be applied in accordance with
manufacturer's published application instructions.
8. TOPCOAT' Roof Membrane and Maintenance Coatings shall be used as a roof maintenance
coating system in accordance with applicable Building Code. TOPCOAT® Roof Membrane and
Maintenance Coatings are not approved to be used as a repair or recover system.
9. All approved products listed herein shall be labeled in compliance with TAS 121 and shall bear
the mprint or identifiable marking of the manufacturer's name or logo, city, state and following
statement: "Miami -Dade County Product Control Approved" or the Miami -Dade County Product
Control Seal as shown below. _

HIGH VELOCITY HURRICANE ZONES REQUIRED OWNERS NOTIFICATION FOR ROOFING
CONSIDERATIONS
R440t13.1 Scope. As it pertains to this section, it is the responsibility of the roofing contractor to provide the
owner with the required roofing permit, and to explain to the owner the content of this section. The provisions of
Section R4402 govem the minimum requirements and standards of the industry for roofing system installations.
Additionally, the following items should be addressed as part of the agreement between the owner and the
contractor. The owner's initial in the adjacent box indicates that the item has been explained.
1. Aesthetics - Workmanship: The workmanship provisions of Section R4402 are for the purpose of
providing that the roofing system meets the wind resistance and water intrusion performance standards. Aesthetics
(appearance) are not a consideration with respect to workmanship provisions. Aesthetic issues such as color
or architectural appearance, that are not part of a zoning code, should be addressed as part of the agreement
between the owner and the contractor.
2. Renailing Wood Decks: When replacing roofing, the existing wood roof deck may have to be
renailed in accordance with the current provisions of Section R4403. (The roof deck is usually concealed prior
to removing the existing roof system.)
3. Common Roofs: Common roofs are those which have no visible delineation between
neighboring units (i.e. townhouses, condominiums, etc.) in buildings with common roofs, the roofing
contractor and/or owner should notify the occupants of adjacent units of roofing work to be performed.
�v_ 4. Exposed Ceilings: Exposed, open beam ceilings are where the underside of the roof decking
can viewed from below. The owner may wish to maintain the architectural appearance, therefore, roofing
nail penetrations of the underside of the decking may not be acceptable. This provides the option of maintaining
this appearance.
� 5. Ponding Water: The current roof system and/or deck of the building may not drain well and
may cause water to pond (accumulate) in low -lying areas of the roof. Ponding can be an indication of
structural distress and may require the review of a professional structural engineer. Ponding may shorten
the life expectancy and performance of the new roofing system. Ponding conditions may not be evident
until the original roofing system is removed. Ponding conditions should be corrected.
6. Overflow scuppers (wall outlets): It is required that rainwater flow off so that the roof Is not
overlAded from a build up of water. Perimeter /edge walls or other roof extensions may block this discharge
if overflow scuppers (wall outlets) are not provided. It may be necessary to install overflow scuppers in
accordance with the requirements of Sections R4402, R4403 and R4413.
7. Ventilation: Most roof structures should have some ability to vent natural airflow through the
interior of the structural assembly (the building itself). The existing amount of attic ventilation shall not be
reduced. It may be beneficial to consider additional venting which can result in extending the service life of
the roof.
Exception: Attic spaces, designed by a Florida licensed engineer or registered architect to eliminate the attic
venti nting shall not be required.
