Underground utility lines shall be placed to minimize disturbance to all remaining tree(s) by using techniques such as (but not limited to) tunneling. PLANTING RECOMMENDATION The DERM recommends the following techniques for planting tree(s). 1. All synthetic or non - degradable materials such as nylon rope or treated burlap must be removed from the rootball prior to planting. b • , 2. The tree(s) should be placed in the centerof•the planting hole with the top of the rootball flush with the surrounding soil surface. Planting too deeply can cause the • tree(s) to die. • 3. The surrounding soil should be lightly tapped with no heavy impacts to the top of the rootball to ensure no damage to the fine roots at the surface. 4. The tree(s) should be watered at time of planting and should watering should occur on a regular basis until the tree becomes established. 5. Surrounding mulch should be placed directly on the tree(s) trunk'. GENERAL PERMIT CONDITIONS The survival of all trees counted towards canopy mitigation shall be ensured to live at least one (1) year from the date the final inspection was passed. If the tree(s) die, they must be replaced by the same Florida grade number one tree of equal, or greater size. Withdrawals are from a hydraulic pump within excavations into the water table aquifer. Please refer to Exhibits 4B through 4C for site plans, profile views and pumpage calculations. The maximum daily pumpage is estimated to be 46,000 gallons and the total allocation is not expected to exceed 1.5 million gallons. The maximum extent of dewatering will be a groundwater elevation of -1.3 feet National Geodetic Vertical Datum (NGVD), which is approximately 6.0 feet below the average land surface elevation. Existing Legal Users: There are 6 existing legal users within a 0.25 mile radius of the dewatering activities. These users withdrawal water from groundwater wells which are all cased to a minimum depth of 35 feet below land surface. The maximum depth of dewatering will be 6.0 feet below land surface. Due to the depth of casing on the wells and the minimal drawdown expected, the potential for the proposed . dewatering activities to cause harm to existing legal users is considered minimal. Contamination: -111 There are 6 known contamination site as identified by the Florida Department of Environmental Protection (FDEP) within a 0.25 mile radius of the dewatering activities. The nearest site is Tri State Auto Electric Inc (FDEP Facility No.9202354) which is located approximately 210 feet north of the nearest dewatering zone. The applicant submitted calculations which show the maximum radius of influence for the dewatering activities is 163 feet. This contamination site is outside of the radius of influence (Exhibit 3). Therefore, the potential for the proposed dewatering activities to cause harmful movements of contaminants is considered minimal. Saline Water /Salt Water: The nearest source of saline water is the C -8 Canal, south of the S -28 saline water control structure. This structure is located 500 feet to the southeast of the nearest dewatering zone. As discussed above, the maximum radius of influence for the dewatering activities is 163 feet The source of saline water is outside of the radius of influence (Exhibit 3). Therefore, the potential for upconing or intrusion of saline water is considered minimal. Wetlands: There are no wetlands located within the project area or on the surrounding properties to be affected by the proposed withdrawals. The potential for harm to occur to protected wetland environments as a result of the dewatering activities is considered minimal.
