PROPOSAL TO ESTABLISH A FULL -CARE PRESCHOOL IN DOWNTOWN MIAMI SHORES

Purpose: The purpose of a full -care preschool is to provide
quality, all day care to children of young families where both
parents work. Miami Shores is attracting an increasing number
of young families. This facility would serve their needs, and
attract more young families to our area.
Note:Miami Shores does not presently have childcare for
infants from two months to one year of age. Only one
facility in the Shores offers care to children under the
age of two. This single facility can accomodate only 16
children. Neighboring areas such as Hialeah, North Miami,
Miami and unincorporated Dade county do offer care, but
most of these centers are not of the caliber proposed
in this document.
Rationale: -Miami Shores should offer businesses to serve its
residents.
-We have the opportunity to attract more young families.
-We can bring families to our downtown area on a
regular basis.
-The already excellent educational opportunities in
the Shores would be complete with a facility for
our youngest children who need care.
-We would be fostering the growth of healthy, happy
children in an intimate, progressive childcare facility.
The Facility: The approximately 1100 square feet would house
an estimated six infants, 8 toddlers, 12 two year olds and 15 three to
four year olds. Enrollment would be limited to HRS standards
for square footage per child. Initially, the center would seek
to enroll 14 children, with two caregivers. Staff would be
increased according to HRS standards on student:teacher ratios.
Each caregiver would be certified by HRS. Additionally, at least
one employee would be certified by Red Cross for emergency first
aid. All employees would undergo baclWound screening, fingerprinting,
and Tine (tuberc,.,,ulosis) testing in accordance with HRS regulations.
Interior: The space would be divided into two major areas:
(1) two month to two year olds, and (2)2 1 /2year to 4 year olds.
These will be referred to as the Junior and Senior spaces.
The Junior space would include cribs, high chairs, changing tables,
playpen, and toys appropriate for this stage of development. All
toys would be tested for safety. The space would be divided to
allow separate play for older toddlers, as well as table, chairs,
books and toys appropriate for this age. Toddler toys would have
to meet safety standards for infants.
The Senior space would be divided into learning centers with a
wide variety of educational toys and materials. As indicated
(Preschool, page two)
on the attached plan, there would be five general departments:
Language (books, writing exercises, puzzles, tapes); Construction
(blocks, Duplos, trucks); Housekeeping (sink, stove, dishes, etc.),
Art (crayons, paints, playdough), and Science (measuring instruments,
plants, globe, charts, changing displays). Tables and chairs
would be provided for snacks, lunch and projects.
The Program: Normal operating hours would be 8:00 a.m. to 5:30 p.m.,
Monday through Friday.
Children would play outdoors for 45" in the morning and 45" in
the afternoon. Indoor activites would include (but not be limited to)
- circle time (story telling, songs, current events)
- Projects and lessons (emphasis on Language)
-Snack and lunch time
- Individual projects
-Free play
- Physical activity and health education
Note: Children under two would have a modified program with more
one to one education in basic areas such as vocabulary, shapes,
textures, taste, color, physics and physical education.'
Decor: The front windows would be treated with mini blinds in
either white or one of the primary colors. Curtains and flower
boxes would be added to give it a homey look, and to offer children
plants to care for and learn about.
Interior walls would be a soft - white. Floors would be off -white
vinyl with primary color area rugs. The crib area would be carpeted.
Overhead florescent lighting would offer light.
Philosophy: The philosophy of our school is this: children
need the attention and care of adults in order to be happy,
productive individuals. By providing an attentive, supportive
and challenging program for children, from two months to four
years of age, we can help children live successful lives.
We can also support the family in maintaining their standard
of living, and, in fact, enhance that standard by offering
the best of care for their children.
