PECULIAR AND UNUSUAL CONDITIONS OF PROPERTY Home was constructed in 1926 and is of Mediterranean Revival style. Original barrel tile was dark brown and of the Mediterranean - style. During a re- roofing in the 1960's a white barrel tile roof replaced the original tile. This is in obvious conflict with the original style and unheard -of for a Mediterranean Revival home. B. CONDITIONS THAT MAKE IT IMPOSSIBLE TO APPLY SPECIFIC PROVISIONS OF ORDINANCE New owner of property desires to restore the home to original architectural and aesthetic appearance. White barrel tile was never meant for this style of home. Anyone with a knowledge of this type of home would find a while barrel tile roof visually unacceptable and not appealing. Applicant has lived in Miami Shores for ten years and is familiar with all the Village neighborhoods and has seen no other homes of this. style and era with a white barrel tile roof. C. STRICT APPLICATION OF THE VARIANCE DOES NOT ENABLE APPLICANT REASONABLE USE OF THE PROPERTY. The ultimate desire of applicant is to restore home to its original style and appearance. The intent of this specific ordinance is to prevent home owners from changing the roof color to a color unsuitable to the surrounding homes. In this case, applicant is trying to restore the home's original dark brown color and, in fact, make the home conform to the style of the neighborhood and that of the surrounding homes. -2- D. REASONS WHY APPLICANT IS OF THE OPINION THAT VARIANCE WOULD BE IN HARMONY WITH THE ORDINANCE, WOULD NOT BE DETRIMENTAL AND WOULD NOT GIVE APPLICANT ANY ADVANTAGE NOT ENJOYED BY OWNERS OF SIMILARLY SITUATED PROPERTY. As stated above, the proposed variance is not being sought to change the appearance in any way that would be unacceptable to the neighborhood or in any way not deemed desirable by the Village of Miami Shores. The variance simply seeks to allow applicant to return the property to its original appearance, a "look" that was intended by the architects and craftsmen of that era and one that conforms with similar homes in the neighborhood. The careful restoration of this home to its original beauty would improve the quality of the neighborhood, benefiting all the adjacent homes. NOTE: The coating process described in the attached literature is not being undertaken for economic reasons. Applicant considered a completely new roof, but could not find a contractor that could guarantee a roof as sturdy as the current one. Nearly all "new" barrel type roofs sustained damage during hurricane Andrew, while the older roofs came through unscathed. Anthony B. Request for approval of plans for flat roof addltlon Miami Shores Village 825 NE 100 Street Mr. LuBien explained to the Board that the residence is located on the Miami Shores Golf Course and Is used as housing for the superintendent of the Golf Course. Mr. Alberto Pozzi, manager of Miami Shores Country Club, stated that the superintendents' family has grown and he needs the additional space In order to live more comfortably and that the addition would greatly Improve the now existing structure. Mr. Smith stated that the Country Club Is under a lease agree- ment with Professional Course Management and that any Improve- ments to the Country Club should be presented to the Council. After further discussion, Mr. Forney moved to approve the application as submitted, subject to Councils' review. Mr. Smith seconded the motion and It passed unanimously. 5. Request for approval of plans for renovation Boris Moroz, Trustee 9039 -59 Biscayne Blvd. Mr. Moroz presented the proposed plans for the renovation of the property located at 9039 -59 Biscayne Blvd. to the Board. After a discussion, Mr. Smith moved to approve the plans as submitted. Mr. Blum seconded the motion and It passed unanimously. 5. A. Request for approval of variance to permit oversized dish antenna S.T. Taylor, Sr. 9301 NE 12 Avenue Mr. Taylor presented the revised plans to Install an oversized dish antenna at his home. After reviewing the plans, Mr. Forney moved to approve the application as submitted. Mr. Blum seconded the motion for discussion. After further discussion; Chairman Waiters called for a vote on the motion. The vote was as follows: Mr. Forney and Mr. Smith NO; Mr. Blum and Mr. Walters YES. The motion failed and the variance was dented. A recess was called at 9:20 P.M. The meeting was reconvened at 9:27 P.M. 4. Advisory opinion of appropriateness - proposed application of colored sealant to cement barrel tile roof - Cory Gittner Mr. Gittner presented the Board with a tile from his roof with the application of the product he wants to use. Mr. Gittner explained the history of the house, and that the tile was Inappropriately painted white In the past. The tile Is made of cement and Is impregnated with red coloring throughout. Chairman von Bittner pointed out that the Secretary of Interor's Standards for Rehabilitation No. 6 (attached) lent support to Mr. Glttner's application to return the color of the cement barrel tile back to Spanish red, although the preferable thing to do would be to completely replace the cement barrel tile with clay barrel tile, the material which was likely originally used In the 1920's when the house was first built. (A photocopy of the Secretary of interior's Standards for Rehabilitation Is attached to these minutes.) He stated that the product was used on many homes In the Coral Gables area and that If he decides to use the product, he will get assurance from the contractor who wilt apply It and that it will be effective In sealing the roof from water Intrusion. Mr. Bannister stated that the code was not clear as to Just what kind of material could be used. Mr. LuBien clarified that wood frames were not be used in sheds.
