All manufactured buildings bearing insignias of approval shall be deemed to comply with the requirements of all ordinances or rules enacted by any local government which govern construction and does not require additional approval by local government. On site installation requirernents are specifically and entirely reserved to local authorities. These requirements must be reasonable and uniformly applied the same as for conventional construction. Section 553.36(4) of the Manufactured Buildings Act, states in part that open constructionn means any building or building component manufactured in such a manner that all portions can be inspected at the building site without disassembly, damage to, or destruction thereof. Manufactured buildings of open construction may comply with the State Minimum Building Code, either by State certification (insignia) or by complying with locally adopted codes. These buildings are open construction and unless they bear a state insignia they must comply with the locally adopted codes of the area it is installed. A copy of this letter must be attached to the approved plans when making application for local building permits.
