Chapter 5
BUILDINGS AND STRUCTURES*
Sec. 5 -1. Terms used in building code.
Wherever the terms "building official," "plumbing inspec-
tor," "electrical inspector," "jurisdiction," "regulatory author-
ity," or similar terms appear in the county building regula-
tions, they shall refer to the properly designated inspectors or
assistant inspectors of the building department of the village,
and to the authority and jurisdiction of the village and its
officials and employees. (Ord. No. 343, § 2, 3- 18 -69)
Sec. 5 -2. Qualifications of inspectors and personnel.
The qualifications of the building inspector, plumbing in-
spector and electrical inspector, and other personnel of the
building department, shall be established by the village man-
ager. (Ord. No. 343, § 3, 3- 18 -69)
Sec. 5 -3. Permit — Required.
No person shall erect or construct or proceed with the erec-
tion or construction of any building or structure, nor add to,
enlarge, move, improve, alter, convert, extend, or demolish any
building or structure, or any group of buildings or structures
under one or joint ownership whether on one or more lots or
tracts of land; or cause the same to be done where the cost
of work is twenty -five dollars ($25.00) or more in value; and
on any remodeling or alteration job of any value; without first
obtaining a building permit therefor from the building depart-
ment. (Ord. No. 343, § 4, 3- 18 -69)
Sec. 5 -4. Same — Surveyor's certificate and plan required.
As a requirement of the application for and the issuance of
a building permit for a new structure, an addition to an exist-
ing structure, or for the moving of a building, there shall be
