The provisions of Chapter 34 of the South Florida Building, Code (SFBC) govern the minimum requirements and standards of the industry for roofing system installations. Additionally, the followin items should be addressed as part of the agreement between the owner and the contractor. Thet►wry s initial in the adjacent box indicates that the item has been explained. ,.) 1. Aesthetics - Workmanship: The workmanship provisions of Chapter 34 are for the purpose of p o iding that the roofing system meets the wind resistance and water intrusion performance standards. Aesthetics (appearance) issues are not a consideration with respect to workmanship provisions. Aesthetic iss s su as color or architectural appearance, that are not part of a zoning code, should be addressed as .a rt . he agreement between the owner and the contractor. 2. ' nailing Wood Decks: When replacing roofing, the existing wood roof deck may have to be accordance with the current provisions of Chapter 29 of the SFBC. (The roof deck is usually ed prior to removing the existing roof system) 3. Common Roofs: Common roofs are those which have no visible delineation between eighborin nits (i.e. townhouses, condominiums, etc.). In buildings with common roofs, the roofing co trac : r and/or owner should notify the occupants of adjacent units of roofing work to be performed. 4. Exposed ceilings: Exposed, open beam ceilings are where the underside of the roof decking an be viewed from below. The owner may wish to maintain the architectural appearance, therefore, roofing nail penetrations of the underside of the decking may not be acceptable. The SFBC provides the tion maintaining this appearance. .. 5. Ponding Water: The current roof system and/or deck of the building may not drain well and y cause water to pond (accumulate) in low -lying areas of the roof. Ponding can be an indication of structural dis• ess and may require the review of a professional structural engineer. Ponding may shorten the life e. .ectancy and performance of the new roofing system. Ponding conditions may not be evident until t original roofing system is removed. Ponding conditions should be corrected. r. .T e 6. Overflow Scuppers (wall outlets): It is required that rainwater flow off so that the roof is not rloaded from a build up of water. Perimeter /edge walls or other roof extensions may block this discharge if overflow scuppers (wall outlets) are not provided. It may be necessary to install overflow c pers ' accordance with Chapter 23 of the SFBC. 7. Ventilation: Most roof structures should have some ability to vent natural airflow through the i error of the structural assembly (the building itself). The existing amount of attic ventilation shall not be reduced. It may be beneficial to consider additional venting which can result in extending the ice life of the roof. ctor's nature Contractor's Name: . 1 i ' ' t - 4 ` " R e r f J ( / & P i M A- Job Address: g‘ / ? The inspection group met at location on March 20, 1979 at approximately 3 :15 p.m. with the owner and roofing contractor representative, to make a visual examination and inspection of the subject matter related to Building Code compliance. The attached memo of a staff member of the Code Enforcement Division, Dade County, in general opinionates the group findings and reference is made regarding loose roof tiles and mortar to South Florida Building Code Chapt 24 para 3403.2(b thriu Present on location were: Mrs. Ann Manning, owner Mssrs. Therefore, since there appears a possibility of Building Code compliance, correction is advisable. The dripping of molten bitumen, spilled aggregate and cement or mortar constitutes workmanship and is not a Building Code provision, requirement or inspection judgement. DELANEY CODE ENFORCEMENT OFFICER (STRUCTURAL) MEMORANDUM DATE MARCH 21, 1979 SUBJECT COMPLAINT - RE- ROOFING JOB 828 N. E. 99th ST. MIAMI SHORES A request was made on March 20, 1979, a Tuesday, by Mr. F. Lubien, Building Official, City of Miami Shores, for the Code Enforcement Team to accompany him to make an inspection and investigation of a re -roof job at the aforementioned address. The following is a list of interested parties that met at 828 N. E. 99th Street, Miami Shores. Mrs. Ann Manning, Owner Wesley Sims, Brother of owner Frank Lubien, Building Official, City of Miami Shores James Varady, Asst. Chief Code Enforcement Officer Frank Albury, Jr., Code Enforcement Officer John Delaney, Code Enforcement Officer Tom Loverin, G. & L. Roofing Co. After considerable investigation and visual inspection of the combination re- roofing job, partly flat gravel roofing and partly of cement tile, it is the opinion of this Officer that because of the many loose tiles that were found and in some areas of the flat roof, insufficient gravel was used for surfac- ing; these items constitute violations of the South Florida Building Code. It is my opinion that the Building Official of Miami Shores be notified of the existing violations and advise the roofing contractor to correct same. Owner's Name and Address .
