identifies the Biscayne Kennel Club as designated "commercial ".
Even though the amendment permits Biscayne Kennel to continue its
use as a dog track, if Biscayne Kennel discontinues its use, the
use of 22 acres for recreational activity in Miami Shores will
cease to exist. The loss of 22 acres as recreational use, will
decrease the recreational land use property in Miami Shores by
approximately 20 percent, and below an acceptable level of service
for recreational facilities.
13. Objective 1.3 of the Recreation and Open Space Element of
the Miami Shore Comprehensive Plan provides to "maintain existing
recreational facilities to assure full use and program potential ".
