SECTION 1524
HIGH VELOCITY HURRICANE ZONES REQUIRED OWNERS NOTIFICATION FOR ROOFING
CONSIDERATIONS
1524.1 As it pertains to this section, it is the responsibility of the roofing contractor to provide the owner with
the required roofing permit, and to explain to the owner the content of this section.. The provisions of Chapter
15 of the Florida Building Code, Building govern the minimum requirements and standards of the industry for
roofing system installations. Additionally, the following items should be addressed as part of the agreement
between the owner and the contractor. The owner's initial in the adjacent box indicates that the item has been
explained.
1. Aesthetics - Workmanship: The workmanship provisions of Chapter 15 (High Velocity Hurricane
Zoned are for the purpose of providing that the roofing system meets the wind resistance and water intrusion
performance standards. Aesthetics (appearance) issues are not a consideration with respect to workmanship
provisions. Aesthetic issues such as color or architectural appearance, that are not part of a zoning code, should
be addressed as part of the agreement between the owner and the contractor.
2. Renailing Wood Decks: When replacing roofing, the existing wood roof deck may have to be
ren d in accordance with the current provisions of Chapter 16 (High Velocity Hurricane Zones) of the Florida
Building Code. (The roof deck is usually concealed priorto removing the existing roof system).
3. Common Roofs: Common roofs are those which have no visible delineation between neighboring
units (Le. townhouses, condominiums, etc.). In buildings with common roofs, the roofing contractor and/or
owner should notify the occupants of adjacent units of roofing work to be performed.
4. Exposed Ceilings: Exposed, open beam ceilings are where the underside of the roof decking can be
viewed from below. The owner may wish to maintain the architectural appearance, therefore, roofing nail
penetrations of the underside of the decking may not be acceptable. The Florida Building Code provides the
option of maintaining this appearance.
5. Ponding Water: The current roof system and/or deck of the building may not drain well and may
cause water to pond (accumulate) in low -lying areas of the roof. Ponding can be an indication of structural
distress and may require the review of a professional structural engineer. Ponding may shorten the life
expectancy and performance of the new roofing system. Ponding conditions may not be evident until the
original roofing system is removed. Ponding conditions should be corrected.
6. Overflow scuppers (wall outlets): It is required that rainwater flow off so that .the roof is not
overloaded from a build up of water. Perimeter/edge walls or other roof extensions may block this discharge if

overflow scuppers (wall outlets) are not provided. It may be necessary to install overflow scuppers in
accordance with the Florida Building Code, Plumbing.
CA / 7. Ventilation: Most roof structures should have some ability to vent natural airflow through the
interior of the structural assembly (the building itself). The existing amount of attic ventilation shall not be
reduced. It may be beneficial to consider additional venting which can result in extending the service life of the
roof.

GAF Materials Corporation, a manufacturer of commercial roofing products for more than 100 years,
produces a wide range of roof products for built -up and modified bitumen roofing systems. In addition,
GAF offers two ply modified systems to meet the demands for multi -ply SBS and APP modified
specifications.
GAF provides warranted systems over various insulated and non - insulated substrates, copies of which
can be obtained from GAF and can be found in the "GAFGLAS Built -Up Roofing Application and
Specifications" manual published annually.
GAF roof system assemblies have been extensively tested at Factory Mutual Research Corporation and
Underwriters Laboratories and have been tested in compliance with all requirements of the South Florida
Building Code. Specific classifications for assemblies are listed in the current U.L. Roofing Material
Directory and the current Factory Mutual Approval Guide.
GAF Materials Corporation products are distributed through a wide network of roofing wholesale
distributors throughout the South Florida area.

1. A red rosin sheet shall be installed on all wood plank decks to eliminate asphalt
seepage and bonding of base sheet to plank and deck. Red rosin sheet may also
be installed on plywood decks as an option.
2. A slip sheet is required with GAFGLAS® PLY 4 and PLY 60 when used as a
mechanically fastened base or anchor sheet.
3. Pre - assembled cap nails may only be used for termination of fully bonded
surfaces such as mechanical termination at wood blocking, head and side laps,
and base flashing terminations. Cap nails shall not be used for the mechanical
attachment of a base sheet. Tin caps are required by the South Florida Building
Code. Pre - assembled 'Cap Nail' shall not be used for base sheet attachment.
4. The following assembly is approved to a maximum design pressure of -52 psi.*
No substitutions shall be made:
a. Deck Type: ' Plywood.
b. Anchor Sheet: GAFGLAS® #75 fiberglass reinforced base sheet,
GAFGLAS® Ply 6 ®, or STRATAVENT® (Vent Ply) for nailable

(d) ASBESTOS - CEMENT: Corrugated asbestos - cement sheets used for
roof sheathing shall comply with Section 3506 of this Code.
3401.9 EXISTING ROOFS:
(a) Not more than 25 percent of the roof covering of any existing build-
ing or structure shall be replaced in any 12 month period unless the entire roof
covering is made to conform to the requirements of this Code.
(b) Roofing felts, granular surfaced roll roofing, slate shingles, com-
position shingles or other types of roof coverings shall not be applied over
existing roofs where the roof sheathing will not permit effective fastening,
where old roofing is water - soaked or deteriorated so that effective bond for
additional plies is not possible, or where such existing roof surface is of corru-
gated or standing -seam metal.
(c) One additional roof covering may be applied over the original roof
providing the surface preparation and roofing application are performed in
accordance with the following:
(1) Moisture content is determined not to exceed 5% by weight as
measured by a radioisotopic or infrared scan moisture meter.
(2) Existing gravel shall be completely removed or the surface
shall be swept clean of all loose gravel, dirt and silt.
(3) All water and or air blisters as well as areas of delamination
shall be removed or repaired.
(4) The adherence of the existing roofing system to the deck shall
be determined to assure compliance with the uplift requirements of Chapter
23. As a minimum, one 2' by 2' est cut shall be performed 3 performed for each 50 squares of
roofing surface to be re- roofed.
(5) The prepared surface shall then be primed and cured.
(6) A flood coat of hot asphalt shall be applied to cover the primed
surface. A minimum of V2 inch of roof one -ply insulation shall be embedded in
such hot asphalt, and the new roof covering shall be applied as set forth in
Section 3403 herein. Insulation may be mechanically fastened in lieu of attach-
ment with hot asphalt when the insulation has a minimum thickness of 3/4" and

(7) Where the existing roofing is over spaced sheathing, the shin-
gles shall be removed and the roof shall be solid sheathed as set forth in Sub-
section 2909.2 of this Code and filler strips between such spaced sheathing
shall not be permitted.
(8) No roofing felts, granular surfaced roll roofing, or wood shin-
gles or shakes shall be applied over existing wood shingles or shakes or any
other existing surface more uneven than solid wood sheathing.
(9) Asphalt shingles or granular surfaced roll roofing may be ap- •
plied over existing asphalt shingles having not more than '/8 inch difference in
level.
(d) Sprayed Polyurethane Foam (PUF) and Elastomeric Coating Sys-
tems applied over built -up roofs (BUR) shall be installed in accordance with
the product approval, the manufacturer's specifications and the following
provisions:
(1) No applications shall be made of PUF system on roofs exceed-
ing a 5% moisture content by weight as determined by radioisotopic scan
moisture meter.
(2) Where elastomeric coatings of vinyl - acrylic or CSPE are used,
roofs shall have a minimum pitch of 11:12 and must not contain any areas
where ponding will occur.
