This testing was performed in general accordance with Roofing Application Standard RAS No.106 -- Standard procedure for field verification of the bonding of mortar or adhesive set tile system and mechanically attached, rigid, discontinuous roof systems. The total of the tested roof surface area was less than 10000 square feet, and the mean height of the roof is less than 30 feet above ground surface. The type of tile used for this project was reported to be Lainoti Flat Roof Tile. This tile was reported to have been mudded in place. At the time of this testing, one test for every corner, one test for every 100 square feet of roof tile in the perimeter area and one test for every 200 square feet of roof tile in the field area were tested. Initially the entire area of the roof was examine for loose tile. More than 10% of the roof tile located in the field area and more than 20% of the roof tile at the roof perimeter and corner were physically examined. The pm%isions of Chapter 34 of the South Florida Building Code (SFBC) govern the minimum requirements and standards of the industry for roofing system installations. Additionally. the following items should be addressed as part of the agreement between the owner and the contractor. The owner's initial in the adjacent box indicates that the item has been explained. . 1. Aesthetics - Workmanship: The workmanship provisions of Chapter 34 are for the purpose of providing that the roofing system meets the wind resistance and water intrusion performance standards. Aesthetics (appearance) issues are not a consideration with respect to workmanship provisions. Aesthetic issues such as color or architectural appearance, that are not part of a zoning code, should be addressed as part of the agreement between the owner and the contractor. 2. Renafiag Wood Decks: When replacing roofing, the existing wood roof deck may have to be renailed in accordance with the current provisions of Chapter 29 of the SFBC. (The roof deck is usually concealed prior to removing the existing roof system) 3. Common Roofs,: Common roofs are those which have no visible delineation between neighboring units (i.e. townhouses, condominiums, etc.). In buildings with common roofs, the roofing contractor and/or owner should notify the occupants of adjacent units of roofing work to be performed. 4. Exposed ceilings: Exposed, open beam ceilings are where the underside of the roof decking can be viewed from begw: The owner may wish to maintain the architectural appearance, therefore, roofing nail penetrations of the underside of the decking may not be acceptable. The SFBC provides the option of maintaining this appearance. S. Ponding Water: The current roof system and/or deck of the building may not drain well and may cause water to pond (accumulate) in low -lying areas of the roof. Ponding can be an indication of structural distress and may require the review of a professional structural engineer. Ponding may shorten the life expectancy and performance of the new roofing system. Ponding conditions may not be evident until the original roofing system is removed. Ponding conditions should be corrected. 6. Overflow Scuppers (wall outlets): It is required that rainwater flow off so that the roof is not overloaded from a build up of water. Perimeter /edge walls or other roof extensions may block this discharge if overflow scuppers (wall outlets) are not provided. It may be-necessary to install overflow scuppers in accordance with Chapter 23 of the SFBC. 7. Ventilation: Most roof structures should have some ability to vent natural airflow through the A interior of the structural assembly (the building itself). The existing amount of attic ventilation shall not be reduced. The provisions of Chapter 34 of the South Florida Building Code (SFBC) govern all the minimum requirements and standards of the indus- try for roofing system installations. Additionally, the following items should be addressed as part of the agreement between the owner and the contractor. The owner's initial in the adjacent box indicates that the item has been explained. 1. Aesthetics- Workmanship: The workmanship provisions of Chapter 34 are for the purpose of providing that the roof- ing system meets the wind resistance and water intrusion performance standards. Aesthetics (appearance) issues are not a consideration with respect to workmanship provisions. Aesthetic issues such as color or architectural appearance, that are not part of a zoning code, should be addressed as part of the agreement between the owner and the contractor. 2. Renailing Wood Decks: When replacing roofing, the existing wood roof deck may have to be renailed in accordance with the current provisions of Chapter 29 of the SFBC. (The roof deck is usually concealed prior to removing the existing roof system.) Common Roofs: Common roofs are those which have no visible delineation between neighboring units (i.e. town- houses, condominiums, etc.). In buildings with common roofs, the roofing contractor and/or owner should notify the occupants of adjacent units of roofing work to be performed. . Exposed ceilings: Exposed, open beam ceilings are where the underside of the roof decking can be viewed from below. The owner may wish to maintain the architectural appearance, therefore, roofing nail penetrations of the under- side of the decking may not be acceptable. The SFBC provides the option of maintaining this appearance. 1 5. Ponding Water: The current roof system and/or deck of the building may not drain well and may cause water to pond (accumulate) in low -lying areas of the roof. Ponding can be an indication of structural distress and may require the review of a professional structural engineer. Ponding may shorten the life expectancy and performance of the new roof- ing system. Ponding conditions may not be evident until the original roofing system is removed. Pont ling conditions should be corrected. NA . Overflow Scuppers (wall outlets): It is required that rainwater flow off so that the roof is not overloaded from a build up of water. This will confirm that for the past several years, I have complained to you regarding leaks. While you have remedied some of the leaks, you have not repaired all of them. This letter will confirm that I have continued to provide you with timely notice to repair such leaks. However, you have failed to do so. Specifically, my roof leaks in the following places: 1. Around the chimney. 2. In the sun room. 3. In the bedroom near my kitchen. On numerous occasions, either myself or my son have specifi- cally informed you or your representatives where the afore- mentioned leaks occur. Additionally, there is a section of the roof which is open to the elements around the flashing on the rear of the house which we have also pointed out to you. Despite your representations that you would caulk same, you have not done so. Additionally, while repairing various leaks in my roof, you removed and cracked certain cement shingles. You assured me that you would replace same with new shingles. However, you neglected to do so and simply patched the old shingles by putting the broken pieces back in place with cement. My roof has never looked like a new roof and my neighbors continue to inquire regarding its unsightly appearance. E. 95 Street, Miami Shores, Florida Dear Mr. Obenour: 912 N. E. 95 Street Miami Shores, Florida 33138 August 13, 1985 It has been two years since you completed the new roof at my residence at the above address, replacing a roof that had been done in the 1950's and was unsightly and worn but did not leak. Since that time I have had leaks in nearly every room of my two -story home, and irreparable damage. You have made numerous repairs, but each time we have heavy rains, new and serious leaks develop. On August 3, 1985, I sent you a certified -mail letter, to which I have had no reply. The last time I called you to my home in July, 1985, after discovering two more serious leaks, you stated that you would place a work order for a leak where water was entering the dining room wall as evidenced by warping and ruination of the natural interior wood paneling. At the same time you examined a leak where the ceiling over the living room fireplace had been irreparably water damaged and where water was still dripping in the attic area. The following Monday I called you and asked you to repair the north wall before water - testing for the ceiling leak near the fireplace. I requested this because water was leaking profusely into the north dining room wall during the small amount of water testing you had done to the living room ceiling area while you were at the house on on that day, and I told you I wanted the wall to dry out and not be water - soaked again. You assured me that the north area repair would be made "this week" and that you would let me know when it was finished so that we could arrange for the testing of the other area. You had in fact left a hammer at the particular place to be repaired, which we interpreted to be meant as an identification signal for your men. The hammer is still there, as is the leak. Since that time, we have discovered paint blistering on the ceiling of an upstairs bedroom from yet another leak. In addition, the entire attic has an area of daylight encircling it where the roof and house are joined. When a heavy rain with severe wind occurs, the rain blows into this crack. Immediately following the completion of the roof, you stated that you were personally going to caulk this, eliminating the separation between roof and house, and I have mentioned it to you several times, to no avail. The ceiling had to be partially removed from my Florida room several months ago and has not been replaced because we are still not certain that your repair will hold up during a heavy rainstorm. A carpet from a downstairs bedroom had to be dragged out during a rainy period and thrown away. We are not certain that this repair will hold up; therefore, both of these rooms have the furniture moved away from the trouble areas and are unusable. I am expecting to hear from you at once.
