Limitations: The screening material shall be not less than 60% open. The average roof height shall be not greater than 15 ft. Foundations shall consist of 4 in. concrete slab with reinforcing providing 0.028 sq. in. of steel per foot in each direction and the slab discontinuous edges shall be 8 in. deep and 8 in. wide and shall be reinforced with 1 continuous #5 bar. All screens shall be proportioned to release from the frame work at a maximum pressure of 10 psf on the roof screen sections and 19 psf on the vertical screen section. I was asked by Mr. Fred Newman to come to his new residence at 145 N.E. 94th Street regarding tree pruning. The most important part of the job concerned a large oak tree growing between the house and the garage apartment. The tree is probably as old as the house and possibly older. At first glance it appears to be a healthy, viable oak tree. The leaves are a deep glossy green with no signs of insect damage. Upon closer inspection though, it was apparent that the tree had been severely "topped" almost to a large stump, probably about 7 to 10 years ago. This caused extensive and irreversible damage to the tree. The new limbs growing from the old pruning stubs are very weakly attached due to the considerable rot that has developed at the union of old and new wood. These large limbs will split off from the tree in a wind. The rot is so extensive that it is obvious even at the base of the tree, with large pieces of bark falling off the trunk. Quite often the abuses homeowners and untrained tree surgeons inflict on trees won't appear for years, as is the case with Mr. Newman's oak tree. In my opinion the tree is dangerous, in a severe state of decline and should be removed.
