LL Dear Resident: There is an important question pertaining to Miami Shores Village on the November 4 ballot. It affects all residents of our Village. There is a proposed Village Charter amendment on the ballot which reads: , "Shall Article III, Section 28, Paragraph (A) (2) of the Miami Shores Village Charter be amended to require a minimum of 500 signatures of electors for initiative and referendum?". I urge you to vote "Yes" on this important question. The right of citizens to force a referendum on issues facing the city is a fundamental right of our democracy. It is a right which we must protect and cherish. At the same time, we must not let it be abused. Our Charter now reads that a referendum can be called for by a petition signed by only 5% of the electors who voted in the previous gubernatorial election. Based on the last gubernatorial election this number is only a little over 250 signatures. This small number of petitioners can force the Village into a special election on virtually any issue they choose. A special election costs the taxpayers of the Village about S1,500 each time one is held. The proposed change to the Charter would raise the number of signatures required on a referendum petition to 500, thus, providing protection to the Village from frivolous or harassing demands for special elections. This proposed change to the Village Charter was passed by your Council by unanimous vote in August. We all urge you to vote "Yes" for this proposed change at the November 4 election.
