With regard to item 4., I am pleased to see the level of detail it the architect's report, but ! disagree w i t h the statement "The o n l y possible replacement roofing material for this house is asphalt shingle." The requirement of our village that homes be constructed with tile roofing suggests the desire of this community to hold property owners in our neighborhoods..td a higher standard of both quality and aesthetics than is required in less desirable areas. The fact that this building is clearly not engineered for tile does not exempt it from the intent of the ordinance that all properties should attempt to meet a higher standard. Asphalt shingle is merely the cheapest way out. Cedar shake and slate have also historically been allowed when b u i l d i n g s cannot, from an engineering standpoint, support the load of tile. The house at 10130 North Miami Avenue is a perfect candidate For either of these two alternatives. Where these higher quality niaterial:s have been employed in the Village they have in every case created the aesthetic of a higher quality structure. Where we have allowed asphalt shingle, we have created the appearance of substandard dwellings among those that meet the higher standard. As an example, there are several homes constructed in the area of Northeast 93 Street and 9th Avenue that are sim in style and construction to the subject property which have the coder shake roof. These homes actually enhance the value of the neighborhood, even though they are wood frame structures that, from an engineering standpoint, have not met our code since 1937. Two similar homes located at 875 Northeast 92nd Street and 9151 Northeast 9th Avenue have asphalt shingle roofs and they have clearly had a negative impact on values in the neighborhood. With regard to item 5., There is no house in Miami Shores Section 2 constructed after the date of the platting of this subdivision that could possibly legally have had anything other than tile on a sloped root. Likewise, there is no house constructed within the corporate lim is of Miami Shores after 1932 that is exempt from what is now known as Section 225 cf the Zoning Ordinance and what was then known as Ordinance 52 requiring masonry construction. The provisions of Chapter 34 of the South Florida Building Code (SFBC) govern all the minimum requirements and standards of the industry for roofing system installations. Additionally, the following items should . addressed as part of the agreement between the owner and the contractor. The owner's initial in the adjac nt .•x indicates that the item has been explained. . Aesthetics - Workmanship: The workmanship provisions of Chapter 34 are for the purpose of providing that the roofing system meets the hind resistance and water intrusion performance standards. Aesthetics (appearance) issues are not a consideration with respect to workmanship provisions. Aesthetic issues such as color or architectural appearance, that are not part of a zoning code, should be addressed as part of the agreement between the owner and the contractor. Renailing Wood Decks: When replacing roofing, the existing wood roof deck may have to be renailed in accordance with the current provisions of Chapter 29 of the SFBC. (The roof deck is usually concealed prior to removing the existing roof system) AM 3. • Common Roofs: Common roofs are those which have no visible delineation between neighboring units (i.e. townhouses, condominiums, etc.). In buildings with common roofs, the roofing contractor and /or owner should notify the occupants of adjacent units of roofing work to be performed. Exposed ceilings: Exposed, open beans ceilings are where the underside of the roof decking can be viewed from below. The owner may wish to maintain the architectural appearance, therefore, roofing nail penetrations of the underside of the decking may not be acceptable. The SFBC provides the option of maintaining this appearance. WA 5. Ponding Water: The current roof system and /or deck of the building may not drain well and may cause hater to pond (accumulate) in low -lying areas of the roof. Ponding can be an indication of structural distress and may require the review of a profcss'ional structural engineer. Ponding may shorten the life expectancy and performance of the new roofing system. Ponding conditions may not be evident until the original roofing system is removed. Ponding conditions should be corrected. _G. Overflow Scuppers (wall outlets): It is required that rainwater flow off so that the roof is not overloaded from 'a build up of water. Perimeter /edge walls or other roof extensions may block this discharge if overflow scuppers (wall outlets) are not provided. It may be necessary to install overflow scuppers in accordance wit hapter 23 of the SFBC. APPENDIX "F" REQUIRED OWNERS NOTIFICATION FOR ROOFING CONSIDERATIONS 7. Ventilation: Most roof structures should have some ability to vent natural airflow through the interior c structural assembly (the building itself). The existing amount of attic ventilation shall not be reduced.
