Dear Members of the Historic Preservation Board:
This is to request permission to keep the rear garage at
152 NE 93 Street, a Mediterranean Revival house designed by
Edwin Cobelli, painted a historically authentic color in tune
with the era of the original Shoreland development of Miami
Shores. Please see the attached "adobe" color sample. The
original house was a bright mustard yellow. This adobe is a
subtler choice. It is also more subdued than the pumpkin color
of the era restored on NE 96 Street.
My neighbors have responded positively to the color and
have signed the attached petition to maintain it if you grant
approval. Also note that from the sidewalk and road, the rear
garage is almost invisible because of the giant traveller
palms planted at the same time the house was built, 1926. The
adobe color adds beautiful contrast to the landscaping and
warmth to the private back patio area. Please approve this
restoration of color.

Mrs. Franck made a motion to add Mr. Cassini of 361 NE 97
Street to the agenda as an emergency Item because he was al-
ready in the process of removing his Jalousie windows and was
not able to wait a month to the next meeting to finish the
work. Mrs. Temkin seconded the motion and it passed
unanimously.
Mr. Cassini submitted his application for a Certificate of
Appropriateness to raise two windows 16" and replace
Jalousies with wood casement windows and replace the kitchen
door with either a french door or one similar to the one
being replaced.
After a discussion, Mrs. Franck moved to approve the request
for a Certificate of Appropriateness, the motion was seconded
by Mrs. Temkin and passed unanimously.
3. Discussion - Request for Recommendation National

Mr. Lange requested the Board for support In acquiring
National Register of Historic POaces status for his home.
Mr. von Bittner informed Mr. Lange that his home did not meet
the requirements set by the Florida Department of State
Division of Historical Resources to have his home added to
the Thematic Group of homes and that he, Mr. von Bittner,
would volunteer to do the research on Mr. Lange's home In
order for Mr. Lange to resubmit his application to qualify
for the National Register of Historic Places under either
individual designation or another, seperate Thematic Group.
Mr. Lange thanked Mr. von Bittner for his assistance.
4. Certificate of Appropriateness - Painting /Color

Ms. Meltzoff explained to the Board that she obtained a per-
mit to paint her home but did not Include in that permit the
painting of her garage. A Code Enforcement officer passed by
and explained that the color she was painting the garage did
not appear on her permit and that she had to get permission
from the Historic Preservation Board to paint the garage that
particular color (adobe).
After a discussion, Mrs. Temkin moved to approve the Cer-
tificate of Appropriateness on the condition that the main
house not be painted the adobe color. Mrs. Courtney seconded
the motion and it passed unanimously.
Mr. von Bittner gave the gavel to Mrs. Marla Temkin so that
he could apply for his Certificates of Appropriateness.

HISTORIC PRESERVATION BOARD
REGULAR MEETING
NOVEMBER 29, 1993
The regular meeting of the Miami Shores Village Historic
Preservation Board was held at the Miami Shores Village Hall
on Monday November 29, 1993. The meeting was called to order
at 7:40 P.M. by Vice Chairperson Marla T. Temkin, with the •
following members present:

Ms. Logan -Hynes moved to approve the Minutes of November 15,
1993 with the follow correction; page 2, Item 3, next to last
sentence is to read; "In addition, Vice Chairperson Temkin will
consult with former member and general contractor, Allan
Respondek, and report to the Board at Its next meeting ".
Ms. Franck seconded the motion and it passed unanimously.
(Chairman von Bittner was absent for this vote.)
2. Advisory opinion of appropriateness - proposed
chandeliers at Village Hall main entryway
Ms. Temkin reported that she meet with Mr. Respondek and
discussed the Issue. Mr. Respondek suggested not to
place chandeliers at the entryway but to stay with the design
of the structure of 50ties and install fixtures that were of
that time or If possible repair what is there. After a
discussion, Ms. Franck moved that a chandelier type fixture
would not be keeping with the architectural features of the
building and that a flush or recessed fixture similar to the
one at the Brockway Memorial Library, possibly with bronze
detailing, would be appropriate, and Ms. Courtney volunteered
to investigate the availability of such fixtures and would pass
the information on to the Village Manager. Ms. Temkin seconded
the motion and it passed unanimously.
3. Application for Certificate of Appropriateness

Ms. Meltzoff stated that she met with the Building Official,
Mr. LuBlen, and he said that there would be no problem with her
plans to construct a 5' wall as long as she followed the
regular procedure to obtain a permit.
After much discussion, Ms. Frank moved to approve the
Certificate of Appropriateness with the following stipulations
and revisions voluntarily offered by the applicant:
1. The trellis Is to be placed at the rear of the porte
cochere Instead of the front as originally proposed.

2. The new 5' wall will Include a matching architectural
feature Identical to the feature which presently extends
out of the front of the west supporting wall of the porte
cochere. Both features will be directly opposite each
other, and will constitute the sides of a gate between
the side yard and the existing driveway.
3. The new wall will not touch the existing porte corchere
and, as such, it will be consistent with the Secretary of
Interior's Standards for Rehabilitation, No. 10.

4. Advisory opinion of appropriateness - proposed
application of colored sealant to cement barrel
the roof - Cory Gittner
Mr. Gittner presented the Board with a the from his roof with
the application of the product he wants to use. Mr. Gittner
explained the history of the house, and that the the was
inappropriately painted white in the past. The tile Is made of
cement and Is Impregnated with red coloring throughout.
Chairman von Blttner pointed out that the Secretary of
Interor's Standards for Rehabilitation No. 6 (attached) lent
support to Mr. Gittner's application to return the color of the
cement barrel tile back to Spanish red, although the preferable
thing to do would be to completely replace the cement barrel
tile with clay barrel tile, the material which was likely
originally used In the 1920's when the house was first built.
(A photocopy of the Secretary of Interior's Standards for
• Rehabilitation Is attached to these minutes.) He stated that
the product was used on many homes In the Coral Gables area and
that if he decides to use the product, he will get assurance
from the contractor who will apply it and that it will be
effective in sealing the roof from water Intrusion. After
further discussion, Ms. Franck moved to offer the advisory
opinion of the Historic Preservation Board to approve the
Mastic Sealer In the Mediterranean brown color. Ms. Courtney
seconded the motion and it passed unanimously.
Recess
Recess called at 8:25 P.M. to Inspect the front of Village Hall
and the statue in front of Brockway Memorial Library across the
street. The meeting reconvened at 8:35 P.M.
5. Discussion - repair of statue located In front of
Village Library
After a discussion, Ms. Courtney moved to defer this Item to
the Fine Arts Committee with the suggestion that It would be
appropriate that the statue be repaired. Ms. Franck seconded
the motion and It passed unanimously.
6. Status report - Form letter to new owners of
Historically designated homes

Ms. Franck submitted a letter for the Board's approval and
after review, Ms. Franck suggested that she would compose
3 seperate letters: (1) letter to all new owners of locally
designated properties with a fact sheet; (2) a letter to all
present owners of designated properties; and (3) a letter to
all designated property owners Informing them of the upcomming
walking tour. After further discussion, Ms. Courtney moved to
approve the concept of Ms. Franck's letters with the necessary
revisions. Ms. Temkin seconded the motion and It passed
unanimously.
7. Status report - form notice letter required by Historic
Preservation Ordinance to advise owner(s) that Board
will consider designation of their property
Chairman von Bittner began the discussion by distributing a
sample of the form letter. After reviewing the detailed letter,
Ms. Franck moved to defer this Item until the next meeting. Ms.
Temkin seconded the motion and It passed unanimously.
8. Status report - Historic Preservation Organizations
Ms. Logan -Hynes reported she has contacted many various
organizations for information and assistance for the Historic
Preservation Board and she recommends Joining as many groups as
possible for the benefits that they offer. Ms. Logan -Hynes
suggested that she will summarize these benefits and present them
to the Board at the next meeting.
9. Discussion - Acquisition of Historic Materials and
papers at 287 NE 96 Street
Ms. Temkin reported she made contact with the new property owner,
Tony Wagner, and he stated that he wanted to keep the documents,
but would consider permitting the Board to catalog them.
10. Next meeting
The consensus of the Board Is to have the next meeting on
Monday, January 17, 1994 at 7:30 P.M. at Village Hall.
11. Announcements and Comments
Chairman von Bittner will contact Mr. LuBien with respect to
establishing a budget for the Board for fiscal year 1994 -
1995.

IMPORTANT NOTICES
DO NOT BEGIN ANY WORK WITHOUT HAVING RECEIVED YOUR VALIDATED PERMIT AND PERMIT CARD. Applying for a permit does not grant
the right to begin construction. HOURS OF CONSTRUCTION are limited to: Monday through Friday from 7:30 a.m. to 6:00 p.m., and Saturday from 8:00 a.m.
to 5:00 p.m. No inspections will be conducted on weekends or holidays.
2. All construction of demolition areas MUST BE MAINTAINED IN A CLEAN, NEAT AND SANITARY CONDITION free from construction debris.
3. STREETS AND NEIGHBORING PROPERTIES SHALL BE KEPT FREE FROM DIRT AND DEBRIS.
4. SWALES MUST BE PROTECTED FROM BEING DAMAGED BY EQUIPMENT OR VEHICLES, AND MAY NOT BE USED FOR STORAGE. A bond is
required for work in or near the street/sidewalk.
5. CONSTRUCTION TRAILERS ARE PROHIBITED ON SINGLE FAMILY RESIDENTIAL CONSTRUCTION SITES. Other construction may have a trailer
which requires a separate permit.
6. PORTABLE TOILETS for a construction site require a separate permit.
7. DO NOT DISCHARGE WATER INTO THE RIGHT OF WAY OR STORM DRAINS without approval from the Building, Planning and Zoning Department.
8. EQUIPMENT AND MATERIALS SHALL BE STORED at least 10 feet from the edge of pavement.
9. Department of Health and Rehabilitative Services (HRS) approval is required for applications involving septic tanks. Department of Environmental Resources
Management (DERM) and/or Miami -Dade Water and Sewer Department (MDWASD) approval is required for applications involving sewers.
