Inc. approval to manufacture guard houses, commercial office buildings, commercial storage buildings and
residential lawn'storago sheds for installation in Florida. These buildings must meet the windspeed of the '
geographic area they are installed. This renewal iigranted pursuant to inspection of your submitted plans
Which were found by this department and your inspection/plans roview agency to be in compliance with the
applicable codes.
On site installation requirements aro specifically and ent.,irely,reserved. to local government. These
requirements must be reasonable and uniformly applied the same as for conventional construction.
.A state certified building must bear a valid Department of Community Affairs insignia of approval.
The insignia is evidence to Local government that the building is constructedto meet minimum safety
standards and is safe, sanitary and structurally sound.

A copy of this letter must bo attached to the approved plans when making application for local
building permlts.

This is to address the delay owners in��allativfiCOfgtheir
obtaining.local building•permits, for
state certified buildings .that bear the state insignia of
approval. • „ •
fa In ah effort, to provide the manufactured buildings industry
with code uniformity and.assure' local government and owners that
the manufactured buildings are safe, sanitary, and structurally
sound, the 1971 Legislature passed the Manufactured Buildings
Act, 'Chapter 553, Part IV;. F.S.
The Act authorize$ the Department to adopt and administer
the enforcement of uniform.construction codes for all
manufactured buildings installed in Florida. All work produced
in the•factory is the responsibility of the state while all site
related work (i.e., foundation, tie downs, utility connections,
set backs, etc.) must comply with the locally adopted codes.
Section 553 ;37(3). of.the•Act states in part that a
manufactured building bearing a state insignia of approval shall
be deemed to comply with the requirements all ordinances or
rules enacted by any local government which governs construction.
.Section 553.37(5), F.$., states, in part, that a manufactured
building bearing an insignia of approval upon manufacture or
first sale shall not require an additional.approval,by the local
government in which thg. building is subsequently sold or
installed. Therefore, a local building department is exceeding
its authority by reviewing the plans and specifications of state
certified manufactured buildings beyond the site related issues.
Time delays due to inspections and reviews not authorized by
statute are unwarranted.
Section 553.38(2),.F. stipulates that the local
government can require permit fees for those inspeetions it
actually performs for the installation of state
building, providing the fees are equal to the amount charged for
siiuilar inspections on and ereviews notlauthorizedebyf
charged for inspections
not allowed.
