Attention is directed to the extracts from Construction Rules printed on back.
Section 511.23, Paragraph 4. Provided, further, that before the erection or remodeling of any building for use as a hotel,
apartment house, rooming house or restaurant is begun the registered architect's plans or Registered Professional (Structural)
Engineer's plans with detailed specifications shall be approved by the supervising architect of the Commission; and all plans,
specifications and drawings submitted for the purpose of securing building permits from any state, county or municipal
building inspector or other officer having like jurisdiction, shall bear the signature and seal of the architect and supervising
architect of the Commission before said building permit is issued; and when such plans and specifications are submitted to the
supervising architect of the Commission for approval, they shall be accompanied by a remittance of an amount equal to the
license fee prescribed for a hotel, apartment house, rooming house or restaurant of such size as provided in this Act.
Section 511.07, Paragraph 2. Provided, that all hotels, apartment houses, rooming houses or other structures in course of
construction shall be subject to and required to pay the same schedule of license fees for inspection during construction as they
are required to pay for inspection when in operation as such.
Section 511.09, Paragraph 3. Provided, that all restaurants, lunch or sandwich stands or counters or other structures in
course of construction shall be subject to and required to pay the same schedule of license fees for inspection during construc-
tion as they are required to pay for inspection when in operation as such.

FLORIDA HOTEL AND RESTAURANT COMMISSION
Rule 100. Permit Only for Building Described in Applica-
tion.--The approved plan and the permit issued based thereon
are intended and may be used only for the construction of, re-
pairs to, or alteration in, the building or buildings described
in the application for the permit. The permit may not be used
for a depulicate building.
Rule 110. Work to Conform to Permit and Permit Docu-
ments. — All work shall conform to the application for permit,
plans, specifications and the permit, and no amendment or
alteration shall be made to any of these documents, except
with the approval of the Supervising Architect, and over his
signature and seal.
Ru.le 111. Expiration and /or Revocation of Permit. —
(a; If the operations authorized by a permit shall not have
been commenced within six (6) months after the date of the
issuance thereof, or if after commencement of operations, the
work shall be discontinued for a period of six (6) months, such
permit shall be void, and work may not be continued or re-
commenced until another permit shall have been issued and
fee paid for same, as required for the original work.
(b) The Supervising Architect may, at his discretion, re-
voke any permit, when or where there is any departure from
the approved application, plans, specifications, and detailed
drawings, or in case any false statement or false representa-
tion has been made to facts relating to the construction, alte-
ration, repair, removal, or occupancy of any building.
(c The permit for any building shall stand temporarily or
permanently revoked, without notice, whenever the corre-
spor..ding permit of a Municipal or other Local Building De-
partment is revoked.
(d) The permit for any building may be temporarily or
permanently revoked by the order of the Commissioner, or
by the Supervising Architect of the District, whenever he con-
siders the condition of the building a menace to public safety.
Rule 112. Fee For Additions and Alterations. — Fees for ad-
ditions or alterations in hotels, apartment houses, rooming
houses, motor courts, trailer courts, and restaurants, shall be
in accordance with scale of fees under Rule 107 and as requir-
ed by Rule 106. Application on regular form will be required.
Rule 115. Local Building Ordinances. — Upon every subject
of construction for which these Rules do not provide specific
requirements, the provisions of the local Building Ordinances
which may be in force in the locality in which the building is,
or is to be erected, shall be applicable. Where any provision of
a local Building Ordinance is superior to any provision of
these Rules, the local Building Ordinance shall govern.
Rule 117. Professional Responsibility of the Designing
Architect. — The author of the drawings, by placing thereon
his signature and professional seal, and by signing the appli-
cation for a permit, shall thereby legally assume professional
responsibility for the structural safety of the building as illu-
strated by the drawings and described by the specifications,
and by the reasonably implied intent thereof; he shall certify
also thereby, that, to the best of his knowledge, the shown,
described, and implied requirements of the said drawings
comply with every provision of these Rules, and that the said
drawings also comply with such additional requirements as
may be provided by the Building Code and Accessory Provis-
ions of the Municipality, or other jurisdictional Corporation
(if any), within the limits of which the building is to be
erected.

Where the Designing Architect is not employed by the Own-
er or by his authorized agent, to supervise the construction of
a building, the Designing Architect assumes no responsibility
for the execution of the work and cannot be held liable for
the consequences of error or violation of plan requirements
by the Contractor, or for otherwise faulty execution or de-
fective work or materials.

Rule 118. Responsibility of Owner. — Whenever the De-
signing Architect is not employed to supervise the construc-
tion, the Owner shall assume the responsibility of the De-
signing Architect.

Rule 119. No Responsibility Assumed by the Hotel and
Restaurant Commissioner or the Supervising Architect. —
By the approval of any plan, and by the issuance of a permit
based thereon, neither the Commissioner, nor the Supervising
Architect, assumes any responsibility for such plan in refer-
ence to accuracy, completeness, safety of construction, or in
any other respect. While the Supervising Architect exercises
due precaution in the examination of drawings and specifica-
tions, and will not knowingly approve any faulty design, it is
not within his province, nor that of the Commissioner, to di-
vide responsibility with the Designing Architect, nor with the
Owner, nor with the Contractor.
