,HIGH VELOCITY HURRICANE ZONES REQUIRED OWNERS NOTIFICATION FOR ROOFING
CONSIDERATIONS
1524.1 As it pertains to this section, it is the responsibility of the roofing contractor to provide the owner with
the required roofing permit, and to explain to the owner the content of this section.. The provisions of Chapter
15 of the Florida Building Code, Building govern the minimum requirements and standards of the industry for
roofing system installations. Additionally, the following items should be addressed as part of the agreement
between the owner and the contractor. The owner's initial in the adjacent box indicates that the item has been
explained.
1. Aesthetics - Workmanship: The workmanship provisions of Chapter 15 (High Velocity Hurricane
Zone) are for the purpose of providing that the roofing system meets the wind resistance and water intrusion
performance standards. Aesthetics (appearance) issues are not a consideration with respect to workmanship
provisions. Aesthetic issues such as color or architectural appearance, that are not part of a zoning code, should
be addressed as part of the agreement between the owner and the contractor.
t y`� 2. Renailing Wood Decks: When replacing roofing, the existing wood roof deck may have to be
renailed in accordance with the current provisions of Chapter 16 (High Velocity Hurricane Zones) of the Florida
Building Code. (The roof deck is usually concealed prior to removing the existing roof 1 3. Common Roofs: Common roofs are those which have no visible delineation between neighboring
units (i.e. townhouses, condominiums, etc.). In buildings with conunon roofs, the roofing contractor and/or
owner should notify the occupants of adjacent units of roofing work to be performed.
4. Exposed Ceilings: Exposed, open beam ceilings are where the underside of the roof decking can be
viewed from below. The owner may wish to maintain the architectural appearance, therefore, roofing nail
penetrations of the underside of the decking may not be acceptable. The Florida Building Code provides the
option of maintaining this appearance.
1 - 1 -- k ) 5. Ponding Water: The current roof system and/or deck of the building may not drain well and may
cause water to pond (accumulate) in low -lying areas of the roof. Ponding can be an indication of structural
distress and may require the review of a professional structural engineer. Ponding may shorten the life
expectancy and performance of the new roofing system. Ponding conditions may not be evident until the
original roofing system is removed. Ponding conditions should be corrected.
t 6. Overflow scuppers (wall outlets): It is required that rainwater flow off so that the roof is not
overloaded from a build up of water. Perimeter /edge walls or other roof extensions may block this discharge if
overflow scuppers (wall outlets) are not provided. It may be necessary to install overflow scuppers in
accord nce with the Florida Building Code, Plumbing.
Ventilation: Most roof structures should have some ability to vent natural airflow through the
inte •ior of the structural assembly (the building itself). The existing amount of attic ventilation shall not be
reduced. It may be beneficial to consider additional venting which can result in extending the service life of the
roof.

Dear Mr. Cooper:
Pursuant to our letter to you dated May 17, 1982, it is our
understanding that a meeting was held on May 25, 1982 at the
job site whereat you, your son and Frank LuBien, Miami Shores
Building Inspector, met with D. W. Hoefle.
It is reported that at that time you agreed to repair the
loose tiles at 1158 N.E. 92 Street, Miami Shores, Florida;
you further indicated that you could not do these repairs im-
mediately, but that the repairs could be accomplished in ap-
proximately four weeks, but that if you had the available time,
the repairs would be effectuated sooner.
All parties agreed to give you the time necessary to complete
these repairs and set July 15, 1982, as the date for the final
inspection.. At this time, all of the tile work is to be ce-
mented down and installed according to the Miami Dade County
Building Code; no extension of time will be granted to effec
tuate these repairs after July 15, 1982.
The following comprises a list of items which must be completed:
1. All loose tiles marked or otherwise must be cemented
down to 90 -1b. slate;
2. On the two -story section of the roof, the southeast
ridge is to be removed, all old mortar removed and
the ridge tile shall be placed in a straight line.
Where tiles were left off and mortar spread over. void,
the mortar will be cleaned off, tile will be *cut and
laid up in a workmanlike manner;

3. All chipped, broken or cracked tile will be removed
and replaced with whole tile and pointed;
4. The roof will be left broom clean, red mortar smears
on the fascia and side of house will be removed and
the job site left in a clean manner with all materials
removed therefrom.
Two weeks after the repairs are completed, you will call for a
final inspection with yourself, the Miami. Shores Building In-
spector, and Mr. Hoefle all being present.
Before starting these repairs, notice will be given by calling
758 -0385.
Upon completion of these repairs and passing final inspection,•

shalt require compliance.
(g) Roofing tile shall have a headlap of not less than two inches and
barrel tile shall, specifically, have side laps of not less than one and one -half
inches.
(h) Roof tiles shall extend beyond the roof sheathing, at the eaves, not
less than three - quarters inch nor more than two inches.
(i) The eaves ends of roof tile shall be cemented and provided with
weep holes for adequate drainage.
3403.3 FASTENING:
(a) Where the incline of the roof is more than five inches per foot and
less than seven inches per foot, the bottom three courses of tile shall be nailed
to the sheathing with non - corrosive nails and the underlayment shall be
backnailed six inches on centers, or
(1) Two layers of 55 pound mineral surfaced roofing (19 inch sel-
vage material) shall be mopped on with galvanized one -half inch Clinton cloth
nailed and interlaced with every second ply of 19 inch selvage, all nails secur-
ing the Clinton cloth shall be covered and a minimum of 12 inches of Clinton
cloth shall be exposed for cementing. •
(2) Nails shall be spaced not more than four inches on centers in
the first run of Clinton cloth and six inches on centers in all other runs.
(b) Where the incline is seven or more inches per foot, all roof tile
shall be set in a mortar bed, as provided in Paragraph 3403.2(e) herein, and all
tile shall be nailed to the deck.
3404 METAL SHINGLES
3404.1 MATERIALS: Ferrous shingles shall not be less than 30 gage, aluminum
shingles shall be not less than .019 inches thick and all other metal shingles
shall be of equivalent weight.
3404.2 APPLICATION:
(a) Metal shingles shall be applied to nailable decks having an incline
of five inches or more per foot.
(b) Metal shingles may be applied over any existing roofing provided
such roofing is in acceptable condition and the deck is solid sheathed and in
acceptable condition.
(c) Gutters, where provided, shall be installed before metal shingles
are applied.
(d) Metal shingles installed on new construction shall be applied
either over a resin sheet free from tar or acid, or over an anchor sheet as set
forth in Paragraph 3402.2(b) herein.
(e) Metal shingles shall be applied in courses, the first course to a
chalk line running horizontally as from gable tb gable, and such shingles shall
extend not more than one inch at the eaves.
3404.3 FASTENING: •
(a) Where an anchor sheet is provided it shall be fastened to the deck
as set forth ih Sub - section 3402.2 herein.

(agent by an approved agency. Test methods shall be as specified by this Code for
the material in question.
2311.2 Where there is no recognized standard test procedure for the material
or assembly in question, the Building Official shall require that the material or
assembly under dead plus live load shall deflect not more than as set forth in
Sub - section 2301.3 herein, and that the material or assembly shall sustain dead
plus twice the live load for a period of 24 hours, with a recovery of at least 80
percent.
2311.3 Where elements, assemblies or details of structural members are such
that calculation of their load carrying capacity, deformation underload or de- •
flection cannot be made by rational analysis their structural performance shall
be established by tests in accordance with test procedure as approved by the
Building Official based on consideration of all probable conditions of loading.
2311.4 Load tests on roofing and attachments shall be as set forth in Sub-
paragraph 3402.2(c)(6) of this Code.
