August 17, 1987
A regular meeting of the Miami Shores Historic Preservation Board
was held on Monday, August 17, 1987 at 7:30 P.M.. The meeting was called
to order by Margo Newton Chairman, with the following members present:

2. MINUTES - MAY 18, 1987
The minutes of the meeting of May 18, 1987 were approved, as written,
by a motion made by Mrs. Rodriguez, seconded by Mr. Gaggstatter, and
passed unanimously. -
There were no minutes for June, Secretary was on vacation.
July meeting was cancelled.
3. LANDMARK DESIGNATION REQUEST - 960 N. E. 95th ST.
Members considered this property for Landmark Designation. It was
noted., the house_ was built in 1922 of Dade County Pine construction.
Mr. & Mrs J.David Pena were present, but had no special comments.
Ms. Newton indicated that the Covenant has already been signed.
Mrs. Rodriguez moved to recommend to Council nomination for Historic
Landmark. designation,. 960. N. E. 95th ST., seconded by Mr. Gaggstatter,
and passed unanimously.
4. CERTIFICATE OF APPROPRIATENESS - 960 N. E. 95th ST.
Though_ not on the agenda, Members were requested to consider the repairs
and remodeling to be undertaken at 960 N. E. 95th ST.. It was noted that
most of what is listed is not irreversible, or does not effect the historic
outside appearance of the house in any way.
Mrs. Rodriguez is definitely opposed to sandblasting the brick fireplace.
She advised Mr. Pena that sandblasting can damage the brick, caus_.ing it
to become pourous. Much discussion continued concerning this matter.
Mrs. Rodriguez suggested that Mr. & Mrs. Pena contact Dade County Pre-
servation Board for a listing of resource books or alternative suggestions.

5. CERTIFICATE OF APPROPRIATENESS - 257 N. E. 91st ST.
Mrs. 0. B, Simmons is the owner and resident of this two story historic
house. She has requested this Certificate of Appropriateness in writing.
Mrs. Simmins was not present at the meeting, however, she states, she
wants to have an addition and other renovations. The existing unfinished
deck on the second floor, will be enclosed to create a screened porch,
and restore its' usefullness. This screened porch is at the rear of the
house. A sketch of the East & North elevations were reviewed. The lower
area utility room, at this time, enclosed by jalousies, will be replaced
with more appropriate windows at a latter date. No Member had driven
by to appraise the changes to be made.
Following brief discussion on the elevation sketches, Mr. Courtney moved
to approve the Certificate of Appropriateness, seconded by
Mr. Gaggstatter, and passed unanimously.
6. NATIONAL HISTORIC NOMINATION
Maria Temkin, who is Consultant for the National Register Proposal
Nominations was introduced by Ms. Newton.
Ms. Newton noted that a couple of workshops have been held for work,
and discussion on the Miami Shores Thematic Group National Register
nomination, its' theme is Mediterranean Revival Houses built by the
Shoreland Co. At the workshop it was determined that 57 houses are
most qualified to be included. Letters were sent to each owner re-
questing owner consent, by return mail. Mrs. Temkin felt the response
gratifying. Twenty three (23) responded with a 'Yes' in writing, six (6)
a verbal 'Yes' indicated written consent will follow. Only three (3)
replied with a definite 'No'. The list of those who have not responded
will be divided among the Members of the Board, and personal calls will
be made. Discussion continued concerning response.
Ms. Newton and Mrs. Rodriguez will come to the office some Saturday to
type a list of the current owners, addresses, phone numbers and legal
discription of each property which has responded.
Ms. Newton urged all Members to keep a log of scheduled time contributed
to this project, since this is a matching Grant.
Mr. Gaggstatter will cover the photography requirements. He noted that
he will need a list of the addresses. If possible he will obtain some
photographs of the interiors. Also mentioned and discussed, was the
need for aerial photographs and how to obtain these.
Another area to be researched, are the Architects who worked on these
houses. Mr. Courtney will work in this area, and was advised, he might
obtain much information from the Library and History Museum. Mrs. Temkin
will advise him on what information is required, or what she especially is
looking for. Addea Colangelo, Margo Newton, and Vivian Rodriguez will help
on this project.
HISTORIC PRESERVATION BOARD -3- 8/17/87
Mrs. Rodriguez indicated she will undertake the job of a press release,
so that people will be aware of the work being done in this area of
Historic Preservation. An article in the Miami Shores Village News,
Champer of Commerce paper, and Miami Herald Neighbors will help. Also,
it was noted that the Neighbors will take their own photographs.
7. COMMENTS, REPORTS, ANNOUNCEMENTS
A. The Florida Trust for Historic Preservation will hold its'
Annual Meeting, September 17 -19 in Gainesville, FL. Registration
fee is $50.00, and Ms. Newton has agenda, if someone is interested.
Mrs. Rodriguez indicated that she will be attending the meeting.
B. The National Trust for Historic Preservation Conference is
scheduled for October 7 -11 in Washington, D.C.. Ms. Newton has
information, which includes agenda, seminars and workshops offered.
C. Ms. Newton read a letter from Secretary of State, Jim Smith, in-
viting Members to participate in Assistance Day, August 26 be-
ginning at 9:00 A.M. in Tallahassee. This will be jointly
sponsored by Division of Cultural Affairs and the Florida Arts
Council.
D. Mrs. Rodriguez announced that materials about Marian Manley,
who had done some architectural work in Miami Shores, have been
donated to the Woodrow Wilson Archives. Some of the items
included in the three (3) boxes of donated materials, are
newspaper articles, photographs, documents, drawings, and many
other memorabilia. Also of significance, was her Architectural
Certificate #105 dated 1918.
There being no further business, the meeting adjourned at 8:30 P.M.
