MIAMI SHORES VILLAGE REGULAR COUNCIL MEETING FEBRUARY 16, 1993 The regular meeting of the Miami Shores Village Council was held on February 16, 1993, at the Miami Shores Village Hall commencing at 7:30 p.m. with the following members present: Mayor Steven Johnson Henry T. Courtney Herb Spahn Stephen Loffredo Robert Cook Also present: Gall Macdonald William F. Fann The Village Clerk, Scott Davis, distributed annual pay checks to the Council. ITEM *1 MINUTES Mr. Spahn asked that the phrase "As evidenced by the lack of respect of Village employees" be added to the Mayor's comments In the 1/26/93 Special Council meeting where he was outlining his reasons for his dissatisfaction with Ms. Macdonald's performance as Village Manager. Mr. Courtney moved approval of the minutes as amended from the Special Council Meeting of 1/26/93. Mr. Cook seconded the motion and the vote was unanimous In favor. Mr. Courtney moved approval of the minutes from the Regular Council meeting of 2/2/93. Mr. Cook seconded the motion and the vote was unanimous In favor. Mayor Johnson acknowledged receipt of the minutes from the following meetings: Code Enforcement Board 2/4/93 Planning and Zoning Board 1/14, 1/28/93 ITEM *2 PLANNING AND ZONING ITEM a. Special Approvals of the Zoning Ordinance of Miami Shores Village, Barry University is herewith submitting a small scale Plot Plan, sketches and appropriate background information for each of the three building projects under consideration for construction at the Miami Shores Campus. We request our application for approval by the Village Council be included on the agenda for the January 14, 1993 meeting. The need is especially acute in the present School of Natural and Health Sciences. The Academic Health Science Center and the Division of Biological and Biomedical Sciences were established in 1985. The division was renamed in 1991 as the School of Natural and Health Sciences in order to integrate the undergraduate and graduate life and health science programs into a cohesive academic unit. The academic programs within the School respond to the demanding needs of society by preparing professional competent scientists/health practitioners whose values are congruent with the purpose and objectives of the university. The number of enrolling students increased from 72 in 1982 to 525 in 1992 - an increase of 700 %. Additional classrooms, lecture halls, laboratories, and faculty office space are needed. The dean has been unable to expand class offerings. Over the past five years, new programming has been limited to evenings and weekends because of limited space. Students have no opportunity to return to labs for additinal lab time because labs are always fully scheduled from 8 a.m. to 7 p.m. The faculty struggles to bring cohesiveness to the program, but they are overwhelmed by the Logistics of teaching in inadequate space. As a result, faculty- student interaction has been severely curtailed. The master plan of Barry University establishes a building zone to complete the science quadrangle. The Natural and Health Sciences expansion will complete 50% of the infill identified to build out the complex that was begun more than 52 years ago when the parent institution of Barry University was born. The original building forms are delicate, human- scaled stucco and tile roof buildings that established the South Florida vernacular of the campus. The aesthetics of the Natural and Health Science expansion will draw from the university vocabulary and reflect a simplicity of detail that is characteristic infill architecture while maintaining the delicate fabric that makes Barry University a special place for students and scholars. Limited available land and the ever increasing demands for science education at Barry University have created a need for a three -story design. The program for the Natural and Health Sciences is laboratory intensive with faculty offices in support of research and teaching facilities. On the first level, classroom facilities will be accessed from the main entry . An electron microscope suite and office suites for cardiovascular perfusion, anesthesiology, health care administration and speech pathology complete the program amenities of the first floor. The second level contains science teaching laboratories and faculty offices. Laboratory equipment is maintained in a central equipment room so that all students and faculty have equal access to this valuable resource. The third level is reserved for research laboratories and conference /seminar facilities. Each research laboratory will be equipped to support multi - discipline research. Fume hoods, water, waste, waste gases, electrical services and furniture will allow flexibility in the research program. Programs have been created to prepare students to function as competent professionals in their chosen careers and to broaden, deepen and expand their professional lives. Faculty are committed to promote the mission of Barry in a caring, educational environment which includes teaching, advising, scholarship, research and supportive service to Barry and the surrounding community. Through continued curricular development, the School is responsive to the needs of its culturally diverse student population and community. The Adrian Dominican School of Education through competent and academically prepared faculty, offers contemporary programs designed to: - Meet current professional standards, including licensure and certification requirements. - Provide knowledge and skills which enable graduates to practice in their career choices. The Adrian Dominican School of Education is presently operating at five different campus sites. The following description of needed space and their use is conservative rather than extravagant. It allows for expansion of faculty and student population. There are presently 20 faculty who teach more than 550 undergraduate and graduate students. Those numbers are expected to take quantum leaps in the near future. Facilities create the ambiance, the structure and the opportunity to implement the vision for restructuring and reorganizing the classroom of the future. The blending of sound teaching practices, caring attitudes and instructional technology stimulates professors and students to become vibrant teachers. The Adrian Dominican School of Education needs to project through its environment what it expects students to be. The Adrian Dominican School of Education has developed a preliminary plan for a facility that takes the future into account while dealing with the problems of the next few years. Based on expansion experience since 1986, members of the faculty and administration of the School have developed an estimate of space that will be needed. It includes classrooms, multi- purpose /multi- dimensional spaces, faculty /administrative offices, and space for community interaction on local, regional, state and national levels. 4 Page 2 Adrian Dominican School of Education In addition, consideration should be given to the overwhelming evidence that future teachers must be equipped to deal with children that will need more motivation, more confidence - building and more creative methods of teaching. Innovative educational techniques must be implemented in early childhood so that children without the ability to access higher education may still develop into adults and contribute to the well -being of society. THE ELLEN WHITESIDE MCDONNELL SCHOOL OF SOCIAL WORK Barry University initiated the development of a graduate of social work program in 1964 in response to a call from the Dade County Welfare Planning Council. The Council determined the need for the establishment of a graduate educational program in South Florida as a response to the shortage of professional social work personnel within the region. The University viewed the addition of this program as a particularly fitting expression of that aspect of its mission which is related to community service. Over the years the School of Social Work has fulfilled its promise. The Master of Social Work (MSW) program quickly earned a reputation for excellence in the community. Despite the subsequent development of a similar program at Florida International University, which is also located in Miami, the Barry program has retained the reputation as the premier program in the region. The School maintains an enrollment of approximately 350 masters students and, to date, has granted more than 1,700 MSW degrees. In 1983 the School developed a doctoral program in social work. It currently has 55 students enrolled in the program and has, to date, awarded 17 doctoral degrees. The School of Social Work at Barry has made the decision to focus its training resources solely on a major in the direct practice of social work with individuals, family and groups. This means that all graduates of the program can be expected to engage careers in hands -on work with various client populations. The two year curriculum of 60 credits exposes students to the foundations of social work practice in their first year and to advanced practice, knowledge and skills in their second year. In the second year students select class and field learning experience in one of three fields of practice: health care, mental health and substance abuse or families and children. The School has developed several program options which accommodate students with special needs. An evening, part -time program is available at the main campus in Miami for students who are employed. The School of Social Work needs a facility to house its operations. The program suffers significantly from inadequacy of space. Faculty are expected to be available to students for advisement on a routine basis, but are housed in such a cramped offices that it is not possible for them to accommodate the requisite books, files and resource materials to enable them to conduct their scholarly work on site. In most offices there is only room for faculty to see one student at a time. The need to have faculty available on- site, but the inability to adequately accommodate them poses obvious and significant flexibility problems. Page 2 The Ellen Whiteside McDonnell School of Social Work Support staff are presently jammed into inadequate space. Their work area also serves as common area for faculty and students. This is most disrupting. The Research and Training Center which does extensive contract work is most inadequately housed. There is no common space for students to gather and for students and faculty to engage each other informally. The problem of a geographically dispersed student body is exacerbated by the absence of any facility which provides a setting in which they can engage one another in ways that accommodate discussion, stimulate ideas and facilitate the development of a professional identity beyond the classroom. The proposed facility will profoundly enrich the social work training program as well as extending the University's commitment to community service. In addition to housing faculty, administration and special programs, providing classroom and common space, the proposed facility will also house a community center. The School would expect to accommodate approximately 30 faculty and administrators in office space as well as a support staff of approximately six. It would also provide six classrooms which a would be used for seminars, special events and the like, as well as a student and faculty lounge. The center would require its own entrance providing easy access to the community. It should accommodate a minimum of 15 professionals and three support staff. Common space and facilities for the provision of specialized services would also required. William Lehman, (FL -17 District), was guest of honor at a luncheon hosted by Sister Jeanne O'Laughlin, O.P., President of Barry University, Tuesday, October 28, 1986, in the Kostka Room. Congressman Lehman plans to name Barry University as the repository for his Congressional papers. The cataloguing of the approximately 40,000 documents should be completed within the next 10 years. Given Congressman Lehman's importance in national and local politics, his papers will generate dozens of scholarly works, including many books. As part of the project, he is working on his autobiography. When completed, this will evolve into an oral history of his years in public life. Rep. Lehman chose Barry University due to his close and longstanding relationship with the school. He is confident that Barry will make the best of the resources provided by him. The university is also located in Rep. Lehman's district. As chairman of the powerful Transportation Appropriation Subcommittee, he has been responsible for federal funding for Dade County, Florida transportation programs, including $750 million for Metrorail. He holds a Bachelor's degree from the University of Alabama and has studied at the University of Miami, Barry University, Oxford University, Cambridge University, the University of Edinburgh and Harvard University. Rep. Lehman has taught in Dade County Public Schools and Miami -Dade County School Board from 1966 -72, holding the post of Chairman in 1971 -72. He is a past President of the Muscular Dystrophy Society of South Florida, was named Man of the Year by the North Miami Beach Jaycees in 1971, and is a member of the U.S. Holocaust Memorial Council. Rep. Lehman was the recipient of the American Jewish Committee Humanitarian Award in 1972. In the July 13, 1992 Miami Herald article tells of the Congressman's current plans. What will U.S. Rep. Bill Lehman do next year after he ends a 20 -year run on Capitol Hill as one of South Florida's most productive, influential and revered congressman? "Sit in my rocking chair," he says, with a smile. That's hardly likely. If there's anyone whose friendships and powerful connections are likely to endure past his term of office, its Lehman. His list of accomplishments includes funding for Metrorail, Metromover, new bridges and roads and many more. PAGE 2 Lehman was one of those monumental figures that come infrequently to Congress or any other institution," said Mitch Maidique, president of Florida International University. "It will take decades for people to reflect on the impact he's had on our community. Or, from the perspective of Metro -Dade Commissioner Harvey Ruvin: "There was no one who brought home more bacon ". Ruvin wants Dade County to hire Lehman as a transportation lobbyist in Washington - a job that Lehman said he might take. Lehman said he'll keep his hand in pubic issues. He looked over at his wife of 43 years, Joan. "She said I have to find something to do. She can't stand to have me around the house." Barry University has been notified by the U.S. Department of Transportation that a grant of $3,000,000 has been earmarked for Barry to construct a facility to house the necessary facilities to aid his future work.
