(305) 522 -6648 Fax 462 -6420 Frank Lubian, Building Official Village of Miami Shores 10050 NE 2nd Avenue Miami SHores, FL 33138 Re: Barry University Master Plan March 15, 1996 As per our agreement with the Planning & Zoning Board, in the meeting of March 14, 1996, the applicant Barry University agrees that it in the best interest of the residents of Miami Shores and a successful project, that area residents be notified. A copy of this letter may be included as an attachment to a cover letter from the Village. There are State regulation governing the advertisement of zoning changes, "which this is not ". This is a Site Plan review, that does not require an advertisement. This notification is being extended as a courtesy to residents. It is relevant to "notice" those Miami Shores residents whose properties face the University campus. They represent the "effected properties ", and with proper notice, will have time to notify neighbors and interested residents of the area, without having to require the Village to provide an extended mailing that is not warranted. "As a courtesy notice to the resident and property owners adjacent to the Barry University Campus, the Village of Miami Shores Planning and Zoning Board, will hold a public hearing scheduled for Thursday, March 28, 1996 at 7:30 PM, at the Village Hall ". Barry University is requesting Site Plan Approval of modifications to the existing approved Master Plan, which will include the following; A. The complete and permanent removal of all perimeter parking around all sides of the University Main Campus property. These parking spaces to be relocated to new improved parking areas to be constructed within the interior areas of the campus, as relief for adjacent property owners. B. The complete restoration of of the landscape perimeter of the University Campus, to include regrading for proper drainage, grass sod, sprinklers, sidewalks, screen shrubs, street trees, new fences and walls specifically placed to permanently displace the parking space so no cars can return. C. New asphalt parking areas added to the east and the west block that will handle all displaced perimeter parking spaces, and will include additional spaces that will keep the campus above the number of its required spaces. D. Improved security of the campus by means of eliminating smaller enly points at the campus perimeter, and restricting entry to a few designated locations that direct all vehicular and pedestrian traffic away from direct residents. E Security Lighting added to the perimeter of the campus and interior site areas, including the athletic areas of the west parcel, All lighting design solutions are specifically directed to illuminate on campus areas without spilling over onto adjacent properties. F. In response to the announced plans by Metro -Dade County to widen the remaining length of Miami Avenue to a full 5 lane profile, Barry University plans to submit plans to the County to reduce the number of lanes to a maximum 3 lane profile, with a planted median island. This will support a safer pedestrian crossing between to two campus blocks, and create a roadway profile that is more residentially suited to Miami Shores Village. G This will be a phased project, beginning with the new parking lot addition to provide spaces available for the removal of perimeter parking. Followed by the perimeter improvements of landscaping, sideawalks, and new security fencing and lighting. Later phases to include the development of Miami Avenue following the outcome of the appeal to Dade County for a lower profile roadway with landscaping. Barry University will make presentations and full disclosure of the details of its planning efforts represented in this Master Plan submittal. As a requirement for construction, full working drawings will be developed and submitted for review and permitting prior to any construction. All plans for construction must be in full compliance with codes, ordinance and approved Master Plans, before permits are issued. s J.
