Flashing should be installed to either channel water to eave under the tile or to be redirected back on top of field tile. The underlayment acts as an emergency water runoff. 7. Curb mounted skylights, hood vents, turbines. NOTE: Building contractor will fabricate and install a wood curb of sufficient height to accommodate appropriate tile profile. Use minimum nominal 2 x 6 for flat, low - profile and high - profile field tiles prior to underlayment installation. Width and length dimensions will vary; variances should be made for underlayment and lead thickness to insure proper fit of skylight to curb. Any curb greater than 48' width will require a cricket on the ridge side of curb to divert water to the side pan flashing. Special considerations should be given for larger widths and long rafter lengths above skylights or chimneys. a. install minimum 12' width lead or approved equal at eave end of curb. Trim as necessary to insure water shedding capabilities on top of field tile. b. Secure with roofing nails 6" on center, insuring nails will be covered by skylight /hood vent flange. c. Continue with lead on both sides of curb working , up toward ridge. Trim as necessary -- to insure water shedding capabilities onto field tile. d. Secure with roofing nails 6" on .Center. e. Install the ridge end of the curb with a minimum of 24' width lead extending over the course of tile abutting the top of curb and under the second course of tile at the top of the curb or extend lead under both +Courses of tile at top of curb. Making roofing systems resistant to wind - uplift has presented unique problems for roofing manufacturers. Many methods of securing systems to roof decks have been tried, and many roofs have blown off in the process. Building code authorities have become more stringent in uplift testing and approval. And insurance companies have grown more wary of damage from winds, ballast weight, and flying ballast stones in high wind situations. The following is an overview of standard testing proce- dures, various attachment methods, and how they match up to the Stevens Hi -Tuff mechanically attached system. What is wind - uplift? Wind - uplift forces result from a local decrease in air pres- sure as wind passes over and around building structures. Wind stagnation pressure is generally a constant which is calculated for wind velocities measured 30 feet above the ground. This constant is then adjusted to compensate for specific building heights, geometries, and gust factors as well as for perimeters and corners. If the air pressure in the building is stable, a decrease in pressure on the roof surface will be magnified by the cur- rent positive pressure inside the building. Factory Mutual estimates that interior pressure filtration accounts for approximately 33 percent of the total wind - uplift force for steel deck construction. Other factors that can significantly increase wind -uplift forces include ground terrain and building orientation to the wind. Both factors create turbulence and /or vortices which, due to increased air velocity, can magnify existing negative forces in the corners of the building by up to three times. Wind vortices create negative air High internal pressure induces pressure and roof failure. roof blow -off. Wind - uplift testing. There are two major testing bodies that provide industry standards for wind -uplift resistance: Factory Mutual System and Underwriters Laboratories, Inc. The following is a brief overview of their respective testing procedures and the resulting standards. Greatest wind - uplift force. Strong wind - uplift force. Least wind - uplift force. Greatest wind - uplift forces occur at roof corners, decrease towards roof interior. Parapets and other irregularities relative to the deck plane increase localized vortex forces. Standard 4470 is Factory Mutual's test for wind- uplift resistance. The roofing membrane is attached to a test deck according to the manufacturer's specifications, and then clamped around the perimeter. A positive pressure is introduced from the underside of the deck, starting at 30 pounds per square foot. Each succeeding minute 15 additional pounds of pressure is applied. If the membrane achieves and maintains a load of 60 psf for one minute it is awarded an 1 -60 rating. If it achieves and maintains a load of 90 psf for one minute an 1 -90 rating is given. Factory Mutual presently has no higher rating. The Factory Mutual method of testing does not correlate to miles per hour of wind velocity. This test is structured so that the values generated represent double the highest wind -uplift pressure that can be expected in a Zone -1 Construction. For example, an 1 -60 rating means that the roof system will sustain a minimum 30 psf wind -uplift pressure before failing. An 1 -90 rating corresponds to 45 psf. Factory Mutual has recently rewritten standard 4470 to include a test for fastener corrosion resistance. This change will address fastener - related wind -uplift problems that can occur over time with some manufacturer's systems. UL National wind velocity map - maximum wind speed 30 ft. above ground. Underwriters Laboratories, Inc. UL 580 is Underwriters Laboratories standard for wind - uplift testing. Unlike the FM test, UL's standard can be related to miles - per -hour of wind velocity. It works on the principle of positive /negative pressure gusting. The roof system is placed in the testing mechanism shown on this page. Positive pressure is added from the underside for one hour and 20 minutes. An oscillating negative pressure is applied to the upper side for the middle 60 minutes of the test. Maintaining system integrity for the first hour and 20 o/ N o UL wind -uplift testing mechanism. Under 70 MPH 70 MPH 80 MPH 90 MPH Over 100 MPH minutes results in a Class 30 rating. To achieve a Class 60 rating, the same deck assembly must be tested a second time at a correspondingly higher pressure. The Class 90 rating involves testing the same deck assembly a third time at the highest pressure levels. These pressure values and their respective ratings can be correlated to maximum wind velocities shown on the national map on the previous page. Ballasted roofing. 22 mph 40 mph to neighboring properties. High winds have the ability to turn a river - washed stone into a projectile capable of shatter- ing windows, denting car exteriors, and causing severe bodily injury. 63 mph 95 mph Ballasted roofs are loose- laid, single -ply membranes that are held on a roof surface by a layer of stones. They are moderately effective against wind. However, ballasted systems require a great deal of maintenance because high winds have the ability to remove ballast stones from vulnerable areas like corners and perimeters. Ballasted roofing has also come under some criticism of late, especially in areas of high wind like the Gulf, Mountain, or Plain States. This is because, during wind storms, flying stones have been responsible for damage Ballasted roofing is also extremely heavy - as much as 15 pounds per square foot. A 500,000 square foot ballasted roof has 7.5 million pounds of useless dead weight. This is a problem for architects who wish to use less structural steel in their designs - steel which has become increasingly expensive. Fully adhered roofing. Fully adhered roofing consists of a single -ply membrane which has been glued to pre- anchored insulation board. Fully adhered systems rely solely on the adhesive itself and the structural integrity of the underlying material to hold the membrane in place during wind - uplift. Various types of insulation are not a suitable substrate for fully adhered because they are made of weak, lightweight materials like polystyrene or mineral fiber (perlite). In dam- aging winds, single -ply membranes are easily separated from such materials. In addition, facer sheets can delami- nate from some isocyanurate boards. Adhesive bonds are sometimes deteriorated by moisture from below; this can also contribute to failure during windstorms. Fully adhered systems are also expensive to install. The adhesives are expensive. They are also a labor- intensive roof to install. It requires hours of spreading adhesives and smoothing -out single -ply membrane. This is especially a problem in cold weather when adhesives become too stiff to apply properly and solvents flash off too slowly. A valuable property — flexibility — is sac- rificed when the membrane is fully adhered to a rigid substrate. Fully adhered membrane separated from deck by wind -uplift forces. Mechanically attached roofs. Mechanical attachment is the process of securing a single - ply membrane by driving screws through the membrane and underlying insulation into the deck. Mechanical attachment can be an efficient, "positive" method of securing a roof against wind -uplift if steps are taken to ensure proper installation. And it's fast and easy to install. The finished roof is about one tenth the weight of a bal- lasted system, allowing more freedom of building design. Corroded fasteners can destroy an otherwise good mechanically attached system. Typical mechanically attached system lap detail. However, there can be problems with some mechan- ically attached systems. Three common problems include: 1. Fasteners which have not been properly designed to fight corrosion can often cause a roof to fail after only a few years. Moisture in a roof system can eat away at such fasteners and cause failure. 2. A roof will often fail because of an insufficient number of attachment points or low pull -out values at those points. A roof cannot be effective against wind -uplift if its fasteners can be easily pulled out. 3. Some manufacturers are mechanically attaching non- reinforced single -ply membranes with limited success. Nonreinforced membranes can tear easily due to wind - uplift forces around fasteners. In Stevens' opinion, no membrane should be mechanically attached without some type of reinforcement because of vulnerability to tears and punctures. While Stevens will continue to promote use of totally corrosion proof materials such as pure stainless steel or the NTB plastic fasteners, the majority of standard fasteners specified are coated carbon steel. The No. 14 all- purpose Hi -Tuff fastener has been designed with a multiple -layer corrosion resistant coating. This coating has been selected to exhibit the best characteristics of corrosion resistance and abrasion resist- ance. This is assured through the proper selection of base and top coats. The coating applied to the Hi -Tuff fastener yields excellent corrosion resistance to acidic and salt environments. Test Results. All Hi -Tuff fasteners showed superior resistance to acidic atmospheres (DIN- 50018), salt fog (ASTM B -117), and humid- ity (ASTM- 2247). And Hi -Tuff fasteners in conjunction with reinforced membrane are so effective against wind that the Hi -Tuff Roofing System exceeds Factory Mutual's 1 -90 wind - uplift rating by 50 %. These tests represent conditions which are many times harsher than the average rooftop environ- ment. What this means to the roof owner is that Stevens fas- teners are highly resistant to the corrosive elements on his roof — even in demanding industrial situations. Proof of Steven's Success. Stevens fasteners are used successfully in some of the most wind - intensive areas of the U.S., such as Metro Dade County. Our roofs have survived hurricane force winds. Hi -Tuff's Fac- tory Mutual 1 -90 wind -uplift test represents an ability to with- stand a minimum of 45 psf of pressure. And because Stevens has designed the fastening system, protective coatings, and installation methods, Stevens fasten- ers are fully covered by the system warranty. Mr. LuBien, Mr. Rodriguez, and Mr. Wilson were also sworn in for their testimony for the evening. The case was introduced by Mr. LuBien. Mr. Rodriguez presented the facts of the case, citing sent and their order. Ms. Alderman explained that working two jobs made it difficult to pick up certified mail. She had received the Notice of Hearing. A letter request- ing appeal of fines was enclosed in Members packet. Ms. .Alderman states the violation and steps taken to correct same.. In•a telephone call to the office on 9/1/89 she stated. the violation would be corrected. Labor Day week- end, and she said it was. In reply to query from. Mr. Asmus, Mr. LuBien stated,he notice of violation was sent 7/3/89, with a compliance due date of 8/3/89. Code Enforcement Board Hearing was 9/7/89 and the fine of $50.00 per day never commenced, because the violation was corrected within the 30 days allotted by the Code Enforcement Board. Mr. Stokesberry explained that the Administrative fee would be assessed whether she is or is not present at the meeting. Certified mail has been determined to be proper notification of a violation and on these basis //AM" arc's' CODE ENFORCEMENT BOARD -2- 11/2/89 the request for relief is denied, seconded by Mr Taylor and passed by unanimous roll call vote. 3. REQUEST FOR RELIEF, CASE NO 000533 UNAUTHORIZED CONSTRUCTION 130 NE 98 STREET OWNER: JOSE GRASSO Mr. Grasso.was sworn in. Mr..LuBien introduced the case, which was presented'by Mr.'Rodriguez. It was noted that Mr. Grasso had paid his Administrative fee of $110.00 on October 17, 1989- A fine of $750.00 is the appeal amount. Also he is now in compliance but was not so by the date due. Mr. Grasso stated he was unable to attend the meeting and his wifees re- quest for continuance was denied. The pool is a pre fab, above ground pool, and he was not aware that it was a violation. Mr. LuBien noted a continuance was denied because it was requested just prior to the day the $50.00 fine was to go into effect, also the pool is unlawful and a _. permit could not be issued. The suggestion of a letter requesting a variance to the Planning & Zoning Board was not forthcoming. Following all the testimony, Mr. Colangelo moved that the $110.00 Administrative fee paid, remain, but the $750.00 fine be reduced to $375.00. Mr. Taylor seconded the motion which passed by 5 -2 vote, with Mr. Henderson and Nr. Asmus voting No. Mr. Asmus explained the action of Members and their position. 4. HEARING, CASE NO 000700 UNSIGHTLY FASCIA, SOFFIT HOUSE EXTERIOR 1032 NE 98th STREET OWNER: NELSON B. ALDERMAN HUNT Mr. Hunt was sworn in. The case was introduced by Mr. LuBien, and presented by Mr. Rodriguez. Members reviewed photographs taken by Mr. Rodriguez, who stated:that the date of the original citation was. August 31, 1989 with,a compliance due date of September 30, 1989. On October 3, 1989 he.met with Mr. Hunt who explained that a contractor would be out to help.. do. the work several weeks later. At this time Mr. Rodriguez observed that some work was done, the exterior still needed paint, and Mr. Hunt was not, at that time in compli- ance. Today Q1/2/891 he is in compliance. Mr. Hunt stated that 19r. Rodrigues s testimony has. changed since this after- noon. There seemed to be disagreement as to whether.he.was in compliance on September 30, 198%. Mr. Hunt objected . to - notes read by Mr. Rodriguez. Photographs taken by Mr. Rodriguez (with the polaroid camera) on 10/5/89, showing the painting needed were reviewed by Members. The two'photographs taken by Mr. Hunt were of a different elevation, these also were reviewed. CODE ENFORCEMENT BOARD -3- 11/2/89 In reply to Mr. Asmus request, who did the work or for a bill or paid receipts indicating work was done by September 3Q, 1989, Mr. Hunt objected, and further stated he has no paid receipts. Mr. Hunt also clamed he re- ceived no notice of this meeting, but rather happened to see it posted in Village Hall. Further, he noted the Administrative fee imposed by the Board is against the law, a point which he made at a previous meeting. Mr. Asmus then requested, in response to Mr. Hunt, that the note read by Mr. Hunt be made a part of these minutes. (No copy was forthcoming). "In June 1989 I was before this Board for a hearing for a prior hearing which assessed.Administrative cost, or charges or Administrative fine, where there was no violation, by order of the Board. I stated that I felt that it was unlawful under the law and I was supported by the Attorney General opinion, and proceeded to read opinion, this Board did not allow me to finish. This Board denied my request and in August I found my notice of appeal, and my appeal in September 1989 against Miami Shores Village and against this Board. Since the above filingsAt has become apparent that the resident in question has become the object of an unreasonable multi- plicity of citations in what might be termed intentional.retaliation with wrecklessness of intent, truth, and facts." Mr. Hunt further noted, he has additional photos which he did not show, which he states indicate selective harassment and selective persecution. Discussion continued between Mr. Asmus and Mr. Hunt. continued his diatribe. Mr. Stokesberry moved for Finding of Fact that on September 30, 1989 the violation did exist, Conclusion of Law this was a violation of Sec 12 -133 of the code of Miami Shores Village, ordered that an Administrative fee of $110.00 be assessed, and there be no fine since he is now in compliance. The motion was seconded by Charles Custin, and passed by unanimous roll call vote. Mr. Asmus explained the action of the Board to Mr. Hunt. 5. HEARING, CASE NO 000762 HEDGE /FENCE BEYOND HEIGHT LIMITATIONS 1020 NE 98th STREET OWNER: MARINA M. WINCKLER Nr. LuBien read the letter dated November 1, 1989 from Ms. Winckler, stating she would be out of town for this hearing, but is in compliance. Mr. Rodriguez presented the facts in the case.stating that, compliance had not been net by October 5, 1989. As of inspection today, it is OK. After brief discussion, Mr. Custin moved for Finding of Fact and Conclusion of Law, the violation to Sec 518(A) did exist, ordered that $110.00 Admin- istration.fee be assessed, motion was seconded by Mr. Taylor,:and passed by unanimous roll call vote. 6. It was noted that he had just moved into the house when he was cited, but Mr. Rodriguez had no way of knowing this. Brief discussion took place concerning who owns the hedges and what portion is in compliance. Mr. Custin moved that based on the circumstance this case be extended to the next meeting, Mr. Colangelo seconded the motion, which - passed by a unanimous vote. 7. HEARING, CASE NO 000767 INOPERABLE VEHICLE ON PREMISES 10055 BISCAYNE BLVD. OWNER: PATRICK DENTICO Mr. LuBien introduced the case. Mr. Rodriguez presented the facts. As of October 5, 1989 Mr. Dentico was not"in compli ce. On Nov 2, 1989 the car was seen parked in the rear of 1110 NE 101s tStreet, still without a tag. It is believed this house may be in foreclosure. Mr. Woland, attorney representing the Dentieos' and Mr. & Mrs. Dentico were sworn in. There was considerable discussion and claims of slander between Mr. Asmus and Mr. Woland. For the record, Mr. Woland objected to the make up of the Board being in contradiction of the Attorney General's opinion 072 -64 Mr. Woland then crossed examined Mr. LuBien, at length, as to the validity of the citation. There was considerable discussion as to whether lack of a current tag con - stitutes an operable vehicle. An attempt was made to interpret Sec 13 -1 of the Miami Shores Village Code. Considerable discussion continued between Mr. Asmus and Mr. Woland. A copy of the letter Mr. Woland addressed to Mr. Rodriguez was made a part of the record of this meeting. Following continued discussion, Mr. Stokesberry moved that in light of the testimony heard, one red sports car having no tag is currently a violation, this is the Finding of Fact, Conclusion of Law, this is a violation of Sec 13 -1 of the Miami Shores Village Code of Ordinances, ordered that an Administrative fee of $110.00 be assessed, and if not corrected in 30 days a fine of $25.00 per day will be levied, motion was seconded by Mr. LaBarre, and passed by 6 -1 vote, with Mr. Taylor dissenting. 8. HEARING, CASE NO 000852 GENERAL UNSIGHTLINESS 90 NE 101st Street OWNER: MAX PRASCHNIK Mr. LuBien introduced the case which was presented by Mr. Rodriguez. Mr. Rodriguez noted that Mr. Praschnik is now in compliance, but was not so by the due date. Mr. Praschnik was sworn in. He stated he had - never received notice of the violation. HEARING, CASE NO 000838 COMMERCIAL VEHICLE IN RESIDENTIAL ZONE 142 NW 100th TERR OWNER: JUMADELLE BEAUGELUS /PIERRE LALLEMAND The case was introduced by Mr. LuBien, Mr. Wilson presented the facts. After being sworn in, Mr. Pierre Lallemand noted that his friend from Haiti had given him the vehicle which. is not a taxi. He has removed the light on top and the inside meter. Mr. Asmus explained, though the light on top and the meter have been removed, the colors and the phone number indicate it is a taxicab and it is illegal until painted. Mr. Stokesberry moved for Finding of Fact the violation does exist, Con- clusion of Law, this is a violation of the Schedule of Regulations, and ordered that an Administrative fee of $110.00 be assessed, and $25.00 per day if the violation is not corrected in 30 days, the motion was seconded by Mr. Colangelo, and passed by unanimous roll call vote. Mr. Asmus explained the action of the Board to Mr. Lallemand. 10. HEARING, CASE N0 000851 COMMERCIAL VEHICLE IN RESIDENTIAL ZONE 1059 NE 104th ST OWNER: WILLIAM L. MC CAUSLAND The case was introduced by Mr. LuBien, and presented by Mr. Rodriguez. Mr. McCausland was sworn in. He stated he owns the company, and the truck represents his livelihood, and he comes and goes as he sees fit at his own residence. Mr. McCausland stated he does follow procedure and moves the vehicle when cited, but he asserted that the Code Enforcement Officer follows him when he comes home, and cited him when he saw the vehicle with the motor running. Mr. Rodriguez objected to this accusation. Mr. Taylor moved for Finding of Fact and Conclusion of. Law the violation did exist to the Schedule of Regulations, ordered that Administrative fee of $110.00 be assessed, and no fine levied, seconded by Mr Henderson. Mr. Stokesberry clarified that the vehicle was cited in response to a complaint, and the dates of the violation. Street OWNER KELLY JACK The case was introduced by Mr. LuBien and presented by Mr. Wilson, who stated he has no pictures of the violation. He noted he is very pleased , by the response. Kelly Jack is now in compliance, though not on time. The lawn has been mowed, hedges cut, vehicles removed, and no sign of an off street parking violation. NY. Jack was not at the meeting. He called attention to the meeting of September 7, 1989, and the picture of the same vehicle which disappeared. for a time, b.ut has returned. It is parked there intermittently, especially on most weekends, this is a recurring violation. Neither Mr. Mumford nor a representative was at the meeting. Mr. Wilson made a brief statement concerning an emergency may have taken place at the address. No action was taken. 16. DISCUSSION: Mr. Stokesberry requested to address the Board on a matter that he noticed had come up several time in the past four or five months. Members have been extremely lenient in compassionate cases, where people claim financial and/ or physicial hardship to remain out of compliance. In some cases he is sure that a hardship does exist, in many cases however, he is equally convinced that the owner is merely circumventing the ordinance or attempting to main - tain.a status quo. Members of this Board have enough work trying to determine if there has been a violation, and if so, the owner of the property has been notified, and that due process has taken place. Mr. Stokesberry further noted, Members are not in a position to judge each hardship case. He suggested =.that other bodies or the Code Enforcement Task Force Committee might take care of such cases. He requested, for the record, that Code Enforcement Board sanction a call for a meeting of that group to address this problem. Members concurred with Mr. Stokesberry, that one such case is too many. Mr. LuBien noted that the Code Enforcement Task Force Committee is no longer in effect. Staff cannot make decisions as to hardship, it is unfair and in poor judgement, and it is not fair to request financial statements. We cannot make these decisions. There was considerable give and take concerning the situation and alternative action which might take place. The purpose of Code Enforcement is to enforce the code, hardship not withstanding. Action should be taken and then if necessary referred to the Mayor's Task Force. Mr. Stokesberry strongly feels that to allow a violation to exist because of claimed hardship is an abrogation of responsibility.of Members of this Board. . After further discussion, Mr. Taylor reported on the Habersin hardship case, it has been a probate case for about 4 years duration, but judging from the taxes paid there is money some place.
