Dear Sir: We have discussed this matter previously with Mr. Frank Lubien the mechanical inspector. Your published rates, and we quote, read: "For each - ton capacity or fractional part thereoff... $9.75 ". Our interpretation is that if a building has 20.5 tons of capacity, we will have to pay for 21 tons. Also your published rates, read. "(including all components parts of the system...) ". An air conditioning system conditions cool air in the summer and warm air in the winter when needed. There- fore the cooling side and the heating side is part of the entire system. rPT l u, _ ._.mss..... I AUG 3 1987 Page 2 Miami Shores Village Accordingly a building that has a system with a capacity of 20.5 tons to cool and heat would pay a fee of 21 x 9.75 = $204.75. Now let us go to our particular case. Barry University has two buildings being built at present. One is a dormitory with twenty six units of 17000 BTUS or 1.42 tons each. Thus the total capacity is 26 x 1.42 = 36.8 tons. The permit fee should then be 37 x 9.75 = $360.75. The second one is the classrooms. Here instead of having one system for each classroom, the engineer selected one unit for all four classrooms. The total capacity is 25 tons. This fee should be 25 x 9.75 = $243.75. The above does not consider the fees of $11.25 for each fan of the ventilation system, which we are not questioning, although they are not shown in your list. With all the above explained, Mr. Frank Lubien charged us $1,114.50 for the dormitory and $297.75 for the classrooms building. The difference between our calculations and those of Mr. Lubien is $807.75. As you will agree quite a difference. This big difference is due to the fact that Mr. Lubien interprets that the heating part of the air conditioning system is a separate item and the way it is written-in your published rates say it different. Of course you must publish - separates rates for - electric heating, because you may be remodelling buildings or adding heat strip or maybe installing only heat elements in a new building such as HUD projects. But this does not mean that -when you are install- ing one system to cool - -heat you must-pay-double. If the intent of the Village o£ 1Kiam;_Shores is to collect their mechanical permit fees based on individual units and also collect separately for heat and cool, this must be stated in your published rates so that a contractor - cannot be mislead.
