PUBLIC COMMENTS 3-MINUTE TIME LIMIT (Non-Item Specific) Mr. Warren Bittner and Mr. Daniel Arguilles addressed the Board during public comment regarding a building permit application submitted on January 12th, for 287 NE 96 Street for the removal and replacement of clay barrel roofing with historically accurate antique Cuban and artesanos barrel tiles to emulate the original historic styled roof. 6:38 P.M. 5. HP-25-99 Certificate of Appropriateness Owner: Miami Shores Village Address: 10021 NE 2nd Avenue Request: New exterior wall sign at the south-facing wall of Brockway Memorial Library. Exhibit 2 HP-25-99-COA Application.pdf Exhibit 3 HP-25-99-Property Imagery.pdf Exhibit 4 HP-25-99-Sign Plans.pdf Mr. Nuñez introduced the item; the applicant Miami Shores Village is requesting approval for a new exterior wall sign at the south-facing wall of Brockway Memorial Library. To serve as an identification, the total sign area is 50 inches wide by 28 inches tall resulting in 9.7 total square feet. The sign will be made of 6” building aluminum black dimensional letters. Mr. Saadeh motions to approve the proposal. Mr. Serrano seconds the motion for Brockway Library Certificate of Appropriateness. All in favor: 5-0 Motion passed. 6:47 P.M. 7. DISCUSSION ITEM(S) 7.A. HP-25-100 Certificate of Appropriateness Owner: Jason Angrist (Taylor Grant of Maverick Equity Partners, LLC.) Address: 515 NE 101st Street Request: Repairs to existing exterior finishes, such as stucco, exterior paint, replacement of roofing material and the removal of exterior chimney vents, as part of a comprehensive exterior improvement project. The subject property was originally designed as a two-story Old Spanish Mediterranean Revival residence constructed in 1925. The applicant is proposing to modify the following of the exterior features on the existing single-family home: Repair and refinish the original stucco with blue-bonded and apply new textured stucco exterior paint color proposing Sherwin Williams ‘Crisp Linen’ selected to match the original façade color. Removal of 26 of 30 chimney vents. The applicant states that these are non - functional vents have been removed and properly patched and sealed, while four original chimney vents will be retained for ventilation purposes. 3 Replacement of all existing roof coverings. The applicant proposes to install a concrete roof tile system consistent with the architectural character of the residence. Replacement of the front door with a hurricane impact-rated front door assembly and the removal of the awnings above front door, second floor balcony, and garage area. This request does not include the garage enclosure to a den area. The applicant will need to file for future COA review regarding the garage enclosure. 6:51PM Jason Angrist, owner representative for Taylor Grant, owner of 515 NE 101 ST addressed the Board regarding retroactive approval for exterior work, including the chimney vent removal due to documented deterioration and replacement of the front door with a hurricane impact door. He acknowledged the work commenced prior to approval and stated the intent is to preserve the historic structure. Mr. Saadeh asked about the current condition of the exterior stucco Mr. Angrist responded that the stucco work has been completed. Mr. Saadeh asked whether the original stucco finished would be replicated. Mr. Angrist stated that the original stucco was not replicated. Mr. Saadeh asked whether the applicant intended to retain the original front door and whether inspections indicated the door was at the end of its useful life Mr. Angrist responded that no issues were identified with the door in the inspection reports, but the replacement is proposed for safety purposes. Ms. Bonaduce asked Mr. Nuñez whether the applicant consulted the Planning and Zoning Department regarding the proper steps to obtain a Certificate of Appropriateness. Mr. Nuñez stated that the applicant has communicated with the Planning and Zoning Department on three separate occasions regarding the proper process for exterior renovations to the historic property. Ms. Bonaduce stated that for a historically designated home, damaged stucco must be replicated to match the original. She noted that the architectural ziggurat elements were removed with the chimney vents and stated these were character-defining elements that should not have been altered. She also asked Mr. Nuñez to confirm whether the applicant is proposing concrete roof tile, noting it would not be consistent with the architectural character of the property. Mr. Saadeh stated that clay barrel tile would be the best replacement material. 4 Ms. Bonaduces stated that while replication is acceptable, the shape of the front door should not be altered when installing a hurricane impact door. She also requested that existing awnings should not be removed. 7:04 PM Ms. Correa asked the applicant to identify where the stucco damage was documented, noting the report did not reference damaged stucco. She reviewed the Village’s historic character and permit process for locally designated properties and stated that if the front door is damaged, it is the homeowner’s responsibility to maintain and preserve the original door as much as possible. Mr. Saadeh stated that while he understands the request for hurricane impact door, the arched doorway should be retained. He added that hurricane anchoring options exist for the rear of the door. Ms. Correa advised that future submissions to the Historic Preservation Board would require complete elevations, plans, materials, and all required documentation. Mr. Saadeh asked the applicant to confirm understanding that the Board is requesting replacement of removed exterior elements to replicate the original façade. Mr. Serrano reiterated that the Historic Preservation Board’s purview focuses on exterior elements visible from the public right-of-way. Mr. Angrist stated that plans addressing landscaping will be submitted at a later time. Chair Headley stated that the matter falls outside the Historic Preservation’s Board’s purview and is under the authority of the Planning and Zoning Board. She directed the applicant to consult with Mr. Nuñez regarding the garage conversion. Mr. Nuñez stated that during a site visit, staff observed the existing garage had been converted to a Den. He explained that the conversion must first be reviewed by the Historic Preservation Board, and upon approval, the applicant must then proceed to the Planning and Zoning Board for final approval. That application will be filed in the future. Mr. Saadeh stated that the applicant will need to return to a future Historic Preservation Board meeting with samples, plans, elevations in order to obtain the Certificate of Appropriateness. Ms. Correa requested submission of elevations and 2D floor plans showing angles and heights in comparison with the original plans, along with roof material specifications and samples. Ms. Bonaduce made a motion to deny the Certificate of Appropriateness and recommends the applicant come back with all corrections requested from the Board. Ms. Correa seconds the motion. 5 All in favor 5-0. Motion passed. 7.B. Inventory List of Historically Significant Homes Mr. Nuñez stated that Village Council directed staff to identify historically significant homes within the Village. He noted that while the Historic Preservation Board previously discussed using 1965 as a cutoff date, Village Council instead requested that the Board identify historically significant properties individually. He acknowledged Ms. Bonaduce’s work compilin g a list of approximately 160 historically significant properties. Chair Headley expressed support for the list, noting that no such list previously existed and that it will serve as a useful reference for staff. She stated that the list could help protect identified properties by requiring demolition permit requests to be reviewed by Village Council prior to approval. Mr. Nuñez stated that the list will also provide administrative clarity by identifying properties of historical significance. Ms. Bonaduce requested additional time to prepare a brochure containing the identified properties, including addresses and photographs, for presentation to Village Council. Mr. Saadeh requested that the Board conduct fact-finding research on the list prepared by Ms. Bonaduce, noting that the time between meetings is lengthy. He asked whether the Board may meet in a fact-finding capacity to refine the document for Village Council’s consideration. He stated that the list may be missing a criterion and noted that properties should represent an architectural example of their type, a famous architect, or a historical person. 7:59 PM Mr. Serrano asked staff if this list is something that can be amended. Mr. Nuñez responded with yes, the list is absolutely amendable. Ms. Correa proposed continuing the home scan process to improve the list and stated that once refined, the board can add additional historically significant homes as they are identified. She recommended starting by approving the current list and expanding it over time. 8:06 PM Ms. Alvarez cites the standard process for Historic Preservation Board is codified by both local and state laws. Chair Headley requested to make a motion. Mr. Saadeh motions to criteria to be historically significant should be the same criteria that the Historic Preservation Board uses when they want to historically designated homes. Ms. Bonaduce seconds the motion. All in favor 4-1 In favor: Chair Headley, Mr. Saadeh, Mr. Serrano and Ms. Bonaduce. Opposed: Ms. Correa Ms. Alvarez reiterates what was requested by staff and lets the board know that the individual list from Board members is due February 6th. 6 8. BOARD MEMBER COMMENTS- Mr. Saadeh requested that staff review the Historic Preservation Board’s current fiscal year budget to determine available funds, including amounts collected from prior home tours and other events. 9. NEXT SCHEDULED MEETING - February 18th, 2026 8:37 P.M. 10. ADJOURNMENT – Chair Headley adjourned the meeting. Meeting adjourned. The board may consider and act upon such other business as may come before it. In the event this agenda must be revised, such revised copies will be available to the public at Village Hall.
