CALL TO ORDER- By Chair Bonaduce at 6:34 PM 2. ORDER OF BUSINESS (Additions, Deletions and Deferrals) 4. PUBLIC COMMENTS 3-MINUTE TIME LIMIT (Non-Item Specific) 5. MINUTES 5. A. Approval of Minutes April 16th, 2025. Move to approve the Minutes by Mr. Saadeh, Seconded by Ms. Spirk-Correa, All in Favor - 5-0. 6. ACTION ITEM(S) 6.A. Certificate of Appropriateness Owner: Eagle REI Holdings, II LLC. Applicant: David Baker (Architect) Address: 622 NE 98th Street 2 Request(s): 1. Replacement of all existing windows and glazed doors with impact windows and doors. 2. Replace the approved flat cement tile roofing with new “Artezanos” barrel roof tiles in the same style. 3. Replace the gable end windows with gable vents. 6:36 PM Mr. Nuñez addressed the board with the history and background of the property. Detailing that Mr. Baker is planning to replace the home with a similar styled roof and include hurricane impact windows, but keeping the historic aesthetic intact. He follows that the home was granted a Certificate of Appropriateness in 2022 and has since revised their plans. Mr. Baker addressed the Board regarding his proposed amendment to his original plan due to issues that became apparent during construction. He followed that his contractor recommended to him to switch to a barrel tile as it would be almost indistinguishable from the current style. He described that the new windows would still have the historic designs added into them to match the existing. Mr. Baker's contractor addressed the Board and showcased his tiles that he would be using for the roof, showcasing the original versus the replicas that his company has. He described the process to which his replicas undergo to resemble the historic tiles. Mr. Saadeh asked Mr. Baker about the vents within the roof system. Chair Bonaduce followed by presenting a slideshow of the history of the home and how the home is one of a few centennial homes in the Village with the original floorplans. She follows that the home has significant historic importance to the Village. Mr. Baker addressed that he used the original plans of the home in his initial application as his work actually brings back several historic aspects of the home back that had been changed by prior owners. Mr. Saadeh follows that this plan was already planned in 2022 so that these design proposals are not on the discussion tonight. Ms. Spirk-Correa asked Mr. Baker to clarify on which aspects of the home will be changed especially in regard to the windows. Mr. Baker confirms that the windows will match the original windows and include the encasements. Ms. Headley and Mr. Saadeh describe that additions to historic structures should look different in order to distinguish the original structure. Mr. Baker followed that the original proposal he was asked to match the existing front facade as much as possible. Chair Bonaduce praised Mr. Baker in his efforts for preserving the legacy and history of Miami Shores with his project. Mr. Bakers contractor described that the clay roofs that he has built in the Village have a longevity of 100 years and described his prior work in advocating for the reuse of clay tiles. Ms. Spirk-Correa asked a series of questions regarding the originally approved plans. She requests that Mr. Baker to consider to revise the plans to include more features of the original home. Mr. Nuñez stated that any condition needs to be explicitly stated for the record. Mr. Baker stated that Sheet A002 will be changed to the North/South overhang will be cut back to match the existing condition. 3 Ms. Headley motions to approve the application on the condition that sheet A-002 be altered as noted. Ms. Spirk-Correa Seconded All in Favor 5-0 6.B. Certificate of Appropriateness Owner: Cesar Martin Piffaretti Address: 501 NE 94th Street Request(s): 1. Replace stained glass windows to clear glass and replace garage door to a wider door to allow for vehicle access. South Elevation (Sheet A-4.1) 2. Adjust two window openings/fenestrations for proper interior design accommodations. East Elevation (Sheet A-4.2) 3. Add windows and doors with clerestory at family room wall, Convert roof area to sitting room to accommodate a 2nd floor roof terrace with railings, Proposed skylights for newly renovated kitchen for more natural light and Replace window at bathroom for a door to serve as pool cabana for the home. North Elevation (Sheet A-4.3) 4. Adjust 2nd floor window for proper interior design accommodations. West Elevation (Sheet A-4.4) 7:14 PM Mr. Nuñez addressed the background and history of the project. He explains that the proposed work would be to replace the stained glass with clear glass, and replace the garage to a wider door to allow more vehicular access and new fenestration work, and a rooftop terraced area. Mr. Castellanos began to present his proposed project to the Board. He explains that the windows are in their current location since when the home was built, people would place twin beds together so that windows were placed in relation to those twin beds. He follows that the window placement throughout the home does not let enough light in and is very dark. He follows that the prior owners sealed the garage to enclose the space as livable space. The new owners would like to reconvert the space into a car garage but the historic gate would remain. Mr. Castellanos follows by describing the changes to each elevation and states that the proposed plans will give a grandeur effect and revert the home to more historical aspects of the original home. The Board questions if these changes can be seen from the street and if a new balcony is proposed. Mr. Castellanos states that the changes can be seen but there will be no new balcony. Mr. Piffaretti (owner) addressed that he is very fond of the old char that his home has and that he enjoys the Villages initiatives to preserve the historic homes in the Village. Chair Bonaduce presented her slideshow she prepared showcasing the significance of the home as only one of three Tudor Revival homes in the Village. She describes that the home has several historic features such as exposed bricks, weathervane, stained glass, highly pitched roof, and more. Chair Bonaduce follows that the stained glass present has lasted over 90 years of storms and hurricanes and believe they should stay. Mr. Castellanos states that the replica windows would replace the designs of the stained glass. Mr. Piffaretti addresses that he believes that he would agree to preserve the front stained glass windows but would like the side ones be allowed to be replaced. Chair Bonaduce stated that the darkness created by the windows is what a Tudor house entails. She follows that out of the three Tudor Revival homes has not preserved as much of their Tudor Revival aspects. 4 Chair Bonaduce would like the portcullis and stained glass need to be kept and are non-negotiable for her. She follows to ask if the interior wood beams and trim being kept to which Mr. Piffaretti confirmed that it is being retained. Ms. Spirk-Correa asked the homeowner if the same style of the windows will be retained. Mr. Castellanos said they would match the existing windows. Ms. Spirk-Correa request that the approval have the condition that the window schedule to illustrate that the new windows to match the existing windows through the muttons. Ms. Spirk-Correa then requests that the proposed terrace incorporate more Tudor elements to the floor. Mr. Castellanos will incorporate cedar wood features to the rear terrace. Ms. Spirk-Correa follows that the rear North facade include three paned doors as opposed to the L shaped window currently proposed, and that railings would be deferred upon the next presentation to the Board. Mr. Saadeh states that all stained glass windows remain except for the window on the west facade in the staircase. Mr. Saadeh motions to approve application with conditions described. Ms. Headley seconds. All in favor 5-0 7. DISSCUSION AND POSSIBLE ITEMS(S 8:05 PM Historic Preservation Board Presentation (2024) The Board addresses that they have not yet sent revisions to the report. Mr. Nuñez states that this report will be used for the next Council meeting. 8. BOARD MEMBER COMMENTS(S) Mr. Saadeh described that the last Preservation Board tour was very successful with more tickets then spots sold and that the $1,050.00 was sent to the Village. 9.
