Mr. Saadeh addressed that 24 homes were nationally registered in the 1980s. There was a second
group of homes that were prepared to be submitted in the 1990s, but it was never finished.
Mr. Warren Bittner addressed the Board stating that in the 1990’s, the Board with the cooperation of a
Barry University student had made a second list of Shoreland homes that were to be considered to
become National Historic landmarks and the homes were sent to the State government. The state
government recommended that the Historic Preservation Board do more research on homes from 1934
to 1945.
Mr. Bittner continued describing the background of his involvement in the process of naming these
second set of homes to become designated then states that he wishes to pass off his report on 37
homes that he had prepared thirty years ago to be designated national landmarks for them to complete
his work.

Mr. Saadeh asks if the current report needs to be updated prior to being submitted for consideration for
designation.
Mr. Bittner states that the Board needs to first find out if
-The home is still present
-If the home has been altered beyond historic significance
-Obtain the owner's consent to be included on this list.
Mr. Saadeh described that the current Code requires that for the Board to recommend a home become
a national landmark that it must first be a locally designated landmark.
Mr. Saadeh states that many homes in this proposed list are not locally designated and that Miami-Dade
County regulations does not have that requirement. He follows to propose removing this language from
the Village Code.
Mr. Saadeh elects that Mr. Bittner's recommended changes to the Village Code be sent to Mr. Nunez to
be placed on next months agenda.
Mr. Bittner emphasizes the need to analyze the County Code for this matter.

Owner: Geoffrey Tully
Address: 349 NE 93 S
Request: Replacement of existing tile roof throughout the residence
Mr. Nunez introduced the background of the home and history of the property. The home is a locally designated
historic landmark. The applicants requesting to replace the current handmade Cuban tile with a hybrid clay tile.
Mr. Tully’s agent addresses the Board by introducing the scope of the project and then passing the presentation
to the owner Jeffrey Tully via phone. Mr. Tully addressed that he is currently attempting to sell his home but he is
in threat of losing his insurance due to his roof being close to 30 years old.
Vice-Chair Ms. Headley addressed how red clay tile roofs are rather resilient and asks Mr. Tully if there are any
leaks within his home. Mr. Tully stated that there are several broken tiles in places but that there is no actual
leaks within the home.
Mr. Tully’s agent showcases the proposed red clay barrel tile to the Board members. He follows by describing
that he does not have a sample of the other style of tile but has provided photos. Mr. Saadeh said he has no
questions for the applicant, that he himself did the same roof material.
Ms. Correa addressed that there are other color options that she would suggest since this is a centennial home.
She follows that she wishes that the color proposed does not match closely to the current. She would prefer if the
applicant chose a color that had an aged look to it. Mr. Tully said he would pursue a more aged appearance, but
that the other colors outside of the proposed are harder to obtain.

Ms. Headley agrees that a vintage look would best fit the home aesthetic but if it is not available that she is okay
with red tile. Mr. Saadeh followed that he has been cited for having a dirty roof. So, a vintage look might cause
some issues with that. Ms. Correa reaffirms that she only wants the vintage colors.
Ms. Headley motions to approve vintage with the backup of red barrel tile.
Mr. Tully adds that he would like to remove the added clay tile trim around the flat portion of the roof. Ms.
Headley points everyone’s attention to the clay tile colors on page 3 of the application. She follows that an aged
red color is preferred, but that Anejo and vintage were also suggested.
Chair Bonaduce says that the red would be too reflective and not match the existing aesthetic, but agrees that if
the Vintage appearances are not available that red could be used. Mr. Saadeh suggested Fumai as a potential
color. Stating that it could be a compromise between the two.
Ms. Correa suggests that Fumai would be preferred over the red barrel tile. She follows that the all red resembles
Doral, which is not the aesthetic of the Village she argues.
Mr. Tully’s agent proposes that if there is a written statement from a manufacturer stating that the roof material is
not available that the Board allow the more readily available tile.
Chair Bonaduce offers that the Board should only focus on the colors present on page 10 and stresses that even
though waiting may be an issue for the applicant attempting to sell the house that it is worth it to the have the
centennial home appear close to its historic aesthetic.
Mr. Tully follows by stating that he believes that Vintage is more available than Fumai. Mr. Saadeh and Ms.
Headley acknowledge that Ohio Red would be agreeable. Mr. Tully’s agent asked for clarity on the motion to
have more options of tiles available.
Mr. Nunez addressed that the Board should choose colors that are approved with a tiered system, and have
Village staff be the recipient.
Mr. Saadeh proposes the Verea Barrel Tile in the following choice selections 1. Vintage, 2. Fume and 3. Ohio
Red. If roof material lead times for top selection are not reasonable or readily available, the applicant shall
provide written confirmation of such to village staff from the supplier/manufacturer.
Ms. Headley motions to approve Vintage as the first option, Fume as the second and Ohio Red as the
third.
Mr. Saadeh seconds.

7. DISCUSSION ITEM(S)
7.A) HOUSES OF THE MONTH 2025
Mr. Nunez addressed that at the previous meeting that there were 10 homes selected that would receive the
home of the month designation.
Chair Bonaduce states that she wishes to choose three more for next Fall. She recommends that 408 grand
concourse (art deco) should be considered. Mr. Saadeh questions if the home is considered art deco, the
windows, the curve of the right section of the home would make it more streamline moderne. 1285 NE 104 ST -
art modern is another option. She follows by addressing that neither have records for the original floor plans.
Mr. Saadeh addresses his four homes that he believes should be considered. However, he notes that his third
option should not be considered as Chair Bonaduce noted that the owner does not appreciate the Architectural
significance of the home.

Ms. Headley agrees that the home of the month designation should only go to those that appreciate the need to
preserve the historic homes of the Village.
Mr. Saadeh asks for confirmation of letters to owners indicating designation. Ms. Headley and Chair Bonaduce
confirm that they have been sent to every one besides the elementary school and proposes that the school could
be replaced by a home.
Mr. Saadeh asks if 441 Grand Concourse be selected for July to which all are in agreement. It is further that they
should only choose homes that are in the 1930s and 1940s. Ms. Correa believes that they should choose homes
from more different architectural types.
Ms. Headley suggests that the streamline moderne home at 1007 NW 4th avenue be selected. Mr. Saadeh
suggests that "Johns" home be moved to October with 441 Grand concourse be used for July.
The Board members all discuss their fondness for the photos of the homes selected.
7.B) HISTORIC PLAQUE FOR 565 GRAND CONCOURSE
Mr. Nunez showcases the plaque and asks what the following step is for how the owner receives the designation.
Ms. Headley states that it is first coordinated with the Village to install it. To which Mr. Saadeh states that they
should designate it to the home when it is the home of the month in July.
Ms. Headley shares an anecdote of how the previous plaque for another home had to be remade and is very
happy about the quality of this plaque.
Ms. Headley proposes that the sign should be installed in May to give time for the planning of the celebration,
bestowing it, and instructs Mr. Nunez to see to its installation.
8. BOARD MEMBER COMMENTS

Ms. Headley questions the status of the installation of the historic plaque at the library is. Mr. Nunez said that it is
still pending items that need to be addressed.
Mr. Saadeh states that a ceremony for the library's designation should take place an hour before the Historic
Preservation Board meeting. Ms. Correa raises her objection to this, stating that it does not give enough time. Mr.
Saadeh addresses that the annual tour of historic homes be conducted on May 3rd and suggests that they form a
fact finding team to discuss this further outside of a Board meeting.
Mr. Nunez states that nothing can be discussed in those meetings that would concern the public.

Ms. Headley brings to attention the details that were discussed in a recent Council meeting workshop that the
Council appreciates what the Board does for the Village. She notes that the Mayor addressed that he did not like
the ordinance that a home can be designated without a homeowners permission. The Attorney noted that it was
based off the Countys Code language which permits it.
Ms. Headley stated that she informed the Council that they have never designated a home without the owner
involved/permission. She follows that the Attorney addressed if the Boards position is as an educational
institution. Which Ms. Headley believes has to do with budgeting restraints. She explains that she defended that

the Historic Preservation Board is understanding of the Villages economic situation.
Ms. Headley states that her interpretation of the budget was that the Village had concern for the Board events at
nighttime. She follows that these ceremonies need to be conducted without incurring overtime for Village staff.
Chair Bonaduce reconfirms that the current ordinance on local designation does represent the County’s Code
which supersedes local regulations. She follows that she believes that the budget meeting was unfairly targeting
the Historic Preservation Board’s budget, bringing up that several of the Board’s events are self-funded and do
not rely on Village funds.
Chair Bonaduce follows that she believes a statement from a Council member announcing that a Historic
Preservation Board member has threatened a homeowner with having to become locally designated. She
vehemently denies this allegation and reaffirms that the HPB operates heavily off itself-raised funds and has
never threatened any homeowner and it is entirely voluntary.
Ms. Headley states that she believes that overall the Council approves of the actions of the HPB but that they
should be sensitive of the Villages monetary woes. Mr. Saadeh described how some of their events actually turn
a profit and that the Village allocates money toward plaques and markers and that the HPB has never used the
entire budget in any fiscal year.
Mr. Nunez confirms that when they perform their budget that everything is itemized, and that any funds that are
not used are given to the general fund. Ms. Headley asks Mr. Nunez how they can obtain a receipt of what is
budgeted for the Historic Preservation Board for the rest of the year. Mr. Nunez confirms that he can obtain this
information.
Ms. Correa addresses that they need to present their recommendations in the next budgeting discussion in a
different approach than in years prior. Ms. Correa questions if there are grants available to support the Board
from the state or federal government. Mr. Saadeh states that it would have to be at specific projects.
Ms. Correa said in order to defend the claim that local designations can be forced onto a homeowner. She
believes that it can be used as a final tool to prevent a home of significance from being destroyed.
Ms. Headley said that they do not have the authority but that the Council does. In the past, it was the Council that
designated a home as locally historic when the Historic Preservation Board recommended against it.
Mr. Saadeh believes that the changing of this ordinance should not be pursued at this time. Ms. Headley agrees
and said the focus should be on maintaining the path of education to get more volunteer involvement.
Ms. Correa states that they still need to stand their ground on preserving historic homes in the Village and should
use the ability to designate without the owner's consent. Ms. Headley said she would vote against that because
she believes that it would reverse years of positive work that the Board has achieved.
Ms. Headley questions how they can get more volunteers for their June event so that they do not need to use
Village staff. Mr. Saadeh recommends creating an Instagram account. Ms. Correa agrees and proposes a plan
for what the Instagram's content should be.
Mr. Saadeh suggests that this should be discussed in the fact finding meeting.
