3. ORDER OF BUSINESS (Additions, Deletions and Deferrals)
Mr. Saadeh proposed to add a new item to the agenda to create an ordinance regarding historical
markers. Mr. Nunez addressed that the Board may discuss such an ordinance but it would have to be
discussed with the Villages building official prior to it being on the agenda.
Vice-Chair Ms. Headley marked historical marker ordinance to be Item B on the agenda.

Certificate of Appropriateness
Owner: Warren Bittner
Address: 287 NE 96th Street
Request: Replacement of existing tile roof throughout the residence

Mr. Nunez addressed the Board describing the background of the home seeking the certificate of
appropriateness for a roof replacement. He indicated that the applicant wishes to keep the aesthetic of
the roof unchanged.
Warren Bittner took the podium with his contractor Mr. Willis to discuss his proposed re-roofing of the
historical home. He furthered that he would present three different styles.
Mr. Willis addressed the Board by showcasing his proposed roofing materials. He says the use of weep
holes is not historic, but it is not feasible to not include them as they cause concerns for water
drainage.
Mr. Bittner showcased an historic photo of his property to showcase that his proposed roof would be
less haphazard than his current roof.
Mr. Willis addressed that his hybrid roof would match the current appearance of the roof while having a
higher degree of wind resistance and be structurally more sound. He followed by showcasing a piece of
metal roof that would be used as a drainage pan on the roofline.
Mr. Bittner addressed that he may not move forward with a hybrid roof but if it made the most
economic sense, then he would seek it.
Mr. Willis followed by showcasing the difference between various tile designs.
Mr. Bittner described that he would like to use antique-handmade Cuban clay tiles if possible. He would
use the Cuban tile to cap of the roof and then use the machine-made hybrid tiles for the pan work. This
will preserve the exterior aesthetic.
Ms. Correa asked Mr. Willis to clarify which tile would be used for the capping and which ones for the
pans.
Mr. Willis stated that he can emulate the 1920's photo of Mr. Bittner's home by using the Cuban tiles
mixed with the artezano tiles.
Mr. Saadeh states that he is excited that Mr. Bittner seeks to replace his roof with Cuban tiles. Stating
that cheaper materials have been approved in the past.
Ms. Correa agrees by describing her fondness for the handmade tiles presented by Mr. Willis.
Mr. Saadeh motions to approve the Certificate of Appropriateness.

Motion Passes
Mr. Nunez moved to clarify for the record that this motion was to approve the use of all three tile
options. The Board unanimously agreed that all three tile options are approved.

Mr. Bittner followed by assuring the Board that it will be capped by Cuban tiles. He followed this with
an anecdote of how Mr. Willis was the one who provided the reuses of historic tile reuse post South
Florida Building Code regulations were overwritten by the Florida Building Code. Mr. Willis followed by
describing how his tiles can be solar power applicable.

6.B. - Historical Marker Ordinance Discussion.
Mr. Bittner opened up the conversation by handing the Board members reports on the current historical
marker regulations.
Mr. Bittner describes that an historic marker application he put forth was rejected by the building
department. He believes that residents should have access to prior historical marker permit
applications. Mr. Bittner followed by describing the Churches historic marker application had
discrepancies on what was considered satisfying Florida Building Code.
Mr. Bittner followed by stating that when he used the documents approved for the Church within his
own application, it was rejected due to the documents provided were approved under FBC 2020 and
now are required to meet the 2023 FBC.
He followed by stating that the current requirement of a 6 x 6 foot concrete slab around a historic
marker is not present at other Miami Shores historic locations. Then described that Appendix H of the
Florida Building Code states that certain signs are not required to meet these criteria.
Based on his research Mr. Bittner believes that the Village should adopt the exemptions for historic
signs to not have the 6 x 6 concrete slab around it. Mt. Bittner follows by stating that Jacksonville,
Palm Beach County, and Highland Town have all adopted this appendix. Mr. Bittner then states that the
Village Code should be updated to include the adoption of Appendix H by removing the word "South"
from the current sign language in reference to building code.
Mr. Bittner follows by reading his drafted motion that read "the Miami Shores Village Historic
preservation Board recommends that the village adopt an ordinance amending section 6.1 of the village
code to incorporate Appendix H of the Florida Building Code".
Mr. Saadeh asked Mr. Bittner to clarify his proposed changes to the Village Code.
Ms. Correa asked Mr. Bittner about the accuracy of the Code requiring 6 x 6 concrete slab on historic
signs. Mr. Bittner stated that he learned this information from the engineer reviewing his permit
application.
Ms. Correa addressed that potentially the scope of the marker was likely not required for the church
because their shop drawings may have been reduced during revisions.
Vice-Chair Ms. Headley followed by reminding Ms. Correa that all of the historic marker signs are the
same size.
Ms. Correa followed by describing that it may change based on what the sign is adhered to. She
followed by suggesting to Mr. Bittner to seek out a different engineer to prepare his permit application.
Mr. Bittner rebuked by stating that this would not be a future issue if the Village adopt Appendix H.
Mr. Nunez addressed that the building official is the sole person responsible for interpreting the Florida
Building Code at the Village, and that any disagreement to their interpretation would require additional

steps.
Vice-Chair Ms. Headley acknowledged the frustration this has caused Mr. Bittner but reiterated that a
review from the Building Official is needed before any decision is made.
The Board members all thanked Mr. Bittner for his thorough presentation.
Mr. Bittner asked if the Historic Preservation Board could make a motion stating "subject to the
Building Officials review, the addition of Appendix H to be adopted within the Village could be pursued."
Ms. Correa, Mr. Saadeh, and Mr. Nunez all aired on the side of caution. Stating that other factors are
preventing any vote to occur on this item at this time.
Vice-Chair Ms. Headley followed by stating that she would like clarification why other historic permit
applications did not have to abide by the current Florida Building Code regulations, and that she
believes that the enlarged sign foundations seem unnecessary.
7. BOARD MEMBER COMMENTS

ROOF REQUIREMENTS:
Ms. Correa opened up by wanting to discuss establishing a standard that all re-roof applications bring
examples of the roof materials. Ms. Correa followed by stating that she will draft the checklist that will
be required for all future re-roofing Certificate of Appropriateness applications.
Mr. Saadeh replied that a list of requirements is a good initiative but that the list should be obtainable
and not made too stringent.
Vice-Chair Ms. Headley stated that the list should be limited to include:
-Brochure for window changes
-Roof materials for all roofing types
Ms. Correa followed that historic homes are losing their historic aesthetic by a lack of stricter
regulations on what roofs can be changed to.
Mr. Saadeh suggests that they should discuss what the requirements should be at the next meeting.
HOUSES OF THE MONTH:
Chair Ms. Bonaduce addressed that she would like to begin the houses of the month initiative. She has
selected homes that she wishes that would be considered for this months designation.
Chair Ms. Bonaduce follows that they should include homes across the entire Village and not alienate
the western region. She wishes to exemplify homes that stay true to the Mediterranean style in hopes
that it will encourage others to not seek major renovations of historic homes and make more owners
want to get their homes locally designated as historic.
Mr. Saadeh stated that he does not believe that the prairie style 1967 home should be on the list.
Remarking that it’s age and style does not warrant the designation. The Board members agree that the
home is gorgeous but should not be included this year.
The Board members began to deliberate among the list of proposed homes which one(s) would be the

most deserving of the home of the month designation.
All Board members are in agreement with home numbers 1, 3, 4, 5, 6, 7 and 10.
Vice-Chair Ms. Headley suggests to make a decision based off these selections. Mr. Saadeh states that
the Elementary School should be added.
Chair Ms. Bonaduce motions to select 1, 3, 4, 5, 6, 7, and 10 from the list as Homes of the
Month for the next six months.

Motion Passes
Vice-Chair Ms. Headley directed that Mr. Saadeh will make the blurb for the website, and Chair Ms.
Bonaduce will get the homeowners' approval.
LOCAL DESIGNATION:
Mr. Nunez stated that 9328 NE 9th Avenue would tentatively be on the March 18th village council
agenda seeking local historic designation.
Mr. Saadeh stated that 565 Grand Concourse still needs their marker and directed Planning and Zoning
to follow up on the status.

copies will be available to the public at Village Hall.
