CALL TO ORDER- By Vice-Chair Ms. Headley at 6:31 pm 2. ROLL CALL Present: Ms. Bonaduce (Via Phone) Ms. Headley Mr. Serrano Ms. Correa Absent: Mr. Saadeh Also, Present: Eddy Nuñez- Interim Planning and Zoning Director (Corradino Group) Jerome “Jeb” Ross- Interim Planner (Corradino Group) 3. MINUTES 3. A. Approval of Minutes September 18, 2024. Move to approve the Minutes by Ms. Headley, Seconded by Mr. Serrano, 4-0. 4. DISCUSSION ITEM(S) 4.A. HP-24-98 Certificate of Appropriateness Owner: Nery Henry Address: 21 NW 101 ST Request: New Roof (Wood shake to Metal Roof) Interim Planning Director Eddy Nunez addressed the background of the property along with the proposed changes. Ms. Correa addressed concerns about the changing material of the roof. Homeowner addressed 2 concerns over the local company that repairs wood shake shingled roofs in this area is known for unethical practices. Ms. Correa responded with by listing several companies that also perform similar work. Ms. Henry expressed her desire to pursue a metal roof and described how other homes of historical status have metal roofs and some homes have had metal roofs for just as long as her current roof. In addition, that her current roof has had issues with leaks and water damage within the home. Chair Ms. Bonaduce addressed the meeting, stating that metal roofs are too modern and change historic aesthetics. Vice-Chair Ms. Headley furthered by stating that the facade is the most important feature of this historic property. Mr. Serrano stated that if a metal roof is to be installed that the color of the metal roof must compliment the color and appearance of the existing wood shake roof. Vice-Chair Ms. Headley stated how wood shake is expensive to maintain and not as efficient as more modern materials. Ms. Correa furthered this by offering a solution of the homeowner providing several color options and material for the boards review. Colors suggested were charcoal grey, slate grey, medium bronze, cosmic dust, dove grey, slate blue. Ms. Henry requested if the permit could be issued prior to a color was determined however, Interim Planning Director Mr. Nunez described how that is not possible without the prior Historic Preservation Boards approval. Mr. Serrano expressed his confidence in the contractors ability to determine if the proposed metal roof would blend with the current aesthetic. Chair Bonaduce offers to grant the authority to Vice-Chair Ms. Headley to approve the color choices in her stead prior to this entering the Planning and Zoning Boards agenda. Ms. Henry described her grievances toward the Boards inaction on the roof approval which has caused her personal and emotional distress. Vice-Chair Ms. Headley motioned to approve three-four samples of roof color/material in order to propose the certificate of appropriateness. Mr. Serrano seconded. Vice-Chair Ms. Headley -In Favor Mr. Serrano- In Favor Chair Ms. Bonaduce- In favor Ms. Correa: Not in favor Motion Passes. Vice-Chair Ms. Headley motions to approve Slate Grey and Charcoal Grey as the proposed colors. Mr. Serrano seconds. Vice-Chair Ms. Headley: In Favor Ms. Correa: In Favor Chair Ms. Bonaduce: In Favor Mr. Serrano: In Favor Motion Passes. 4.B. Historic Designation Certificate of Appropriateness Owner: Mr. John D. Bachay Address: 9328 NE 9 Avenue Request: Designate his home as a Local Historic Landmark 3 7:26: Mr. Bachay addressed the Board by initially offering suggestions for how to operate future meetings based off his prior experience as a board member. Then announced how he would like to request that his English Cottage style residence be given an historic residence designation. Mr. Bachay explained the uniqueness of his home and stated how it is 1/4 homes within the Village that has the English Cottage style. The board members acknowledged the uniqueness and beauty that his property exhibits. Vice-Chair Ms. Headley motions to approve the recommendation to approve establishing 9328 NE 9 Avenue as a historic residence. Chair Ms. Bonaduce seconds. Vice-Chair Ms. Headley: In Favor Ms. Correa: In Favor Chair Ms. Bonaduce: In Favor Mr. Serrano: In Favor Motion Passes. 5. PUBLIC COMMENT- 2 MINUTE LIMIT 6:33: Mayor Burch addressed the meeting, indicating that there is some divide between the various boards and a need for more communication between the Council and the committees/boards. He further addressed that the Historic Preservation Board needs physical copies of Chapter 11 of the Code of Ordinances. 6. BOARD MEMBER COMMENTS 7:19 PM: Ms. Correa opened up to discuss establishing a set criteria for how historic homes may engage in facade changes. Ms. Correa continues by stating that the time limit for public comments be more strongly enforced. 7:38 PM: Chair Ms. Bonaduce suggested that a plan should be put in place to get the school designated as a historic property. Ms. Headley suggested establishing a historical marker at the school to begin this process. 7:40 PM: Ms. Correa asked John to provide information on the historical designation process of establishing the golf course as a historic property. John described how the golf course already has the designation and so, every structure on the premises falls under review by the Historic Preservation Board. 7:46 PM: Chair Ms. Bonaduce suggested that the home of the month designation be continued. Suggesting that each member bring ten homes that may win this designation for the next meeting. 7:49 PM: Interim Planning and Director Mr. Nunez discussed the Code's language on certificates of appropriateness and where it overlaps with the Planning and Zoning Board. Vice-Chair Ms. Headley followed by stating that historic homes undergo their review while renovations would go to the Planning and Zoning Board. 7:54: Vice-Chair Ms. Headley addressed the proposed meeting dates for the 2025 calendar year. 4 7. NEXT SCHEDULED MEETING- February 19th, 2025 8. ADJOURNMENT –Motion to adjourn 8:01pm. The board may consider and act upon such other business as may come before it. In the event this agenda must be revised, such revised copies will be available to the public at Village Hall.
