3.A. Approval of the Minutes- May 9th, 2024

Motion to approve by Ms. Headley, seconded by Mr. Serrano. 5-0.
4. PUBLIC COMMENT- 2 MINUTE LIMIT
Ms. Nancy Dawson- Spoke about the need to provide a condition to notify homeowners a
disclosure of purchasing significantly historic.
Ms. Maria McGuiness- Stated that she is happy with the work of the Historic Board and ensure
Tours.
5. ANNOUNCEMENTS
The Historic Board decided to ask the homeowner the dates of the 5th, 12th, and 19th would be
ideal to have the unveiling.
Add proposed ordinance-for Historic Marker before scheduling next meeting item 9C.
Move to proposed item by Ms. Saadeh, seconded by Mr. Bramson. 5-0.

Mr. Mikael, the architect gave a background information on the
application and how the windows and certain doors will be removed.
The Chair Ms. Bonaduce stated that she wishes to update the book
which she will be publishing and include that to the collection of
pictures.
Mr. Jerome Charles (Councilmember) gave his sentiments that he is
endorsing the changes.
Ms. Maria McGuiness- stated that there are combine separate
amendments for historic and sustainability. Including incentives similar
to other cities.
Motion to approve certificate appropriateness by Ms. Headley,
seconded by Mr. Saadeh. 5-0.
6.B. 565 Grand Concourse - Historic Designation

Chair Ms. Bonaduce spoke about the historic designation and it’s
history with Miami Shores Village. The house is southern colonial and
has famous persons that lived in these homes.
Move to approve recommendation to Village Council the historic
designation of 565 Grand Concourse by Ms. Headley, Seconded
by Mr. Saadeh 5-0.
7. DISCUSSION ITEM(S)
7.A. Recap of successful; Centennial Homes Tour
Mr. Saadeh stated that he wanted to close the loop of the centennial
house tours and provided insight of other communities doing so as well.
The idea was to bring awareness and the results provided more incentives
for homes that are deemed historic to apply for designation.
7.B. Miami Shores Community Alliance Grant Application
Mr. Saadeh stated that the historic preservation board applied for a grant
and only received $500 dollars. The donation would be used to purchase
items for future events.
7.C. Historic Preservation Board Mission Statement
Mr. Saadeh stated the missing statement to provide an overview of charter
review. Ms. Hammons stated that we would need to go legal information
and ensure it provides clarity from the Village Attorney. Motion to propose
mission statement by Mr. Saadeh, seconded by Mr. Serrano. 5-0.

8. PUBLIC COMMENTS- 2 MINUTES
Nancy Dawson- stated that there are ways to advertise the public and pictures with
information or a poster for village residents to view.
9. BOARD MEMBER COMMENTS
9.A. Informational Discussion Item (Sponsored by: Chair Ms. Bonaduce)
Chair Ms. Bonaduce gave a background of the purpose of Miami Shores
Village, and suggested that all homes here are meant to be preserved and
it should be a privilege. Miami-Dade County gives the authority for the
Historic Preservation Board of Miami Shores Village to designate homes
without the homeowner’s consent. Chair Ms. Bonaduce gave information
on common questions asked by the historic preservation board. The
Historic Board also, initiates proposals for the owners to consider
designating the house. Chair Ms. Bonaduce stated that tax incentives can
be created to see if the Village resident can benefit from it. Also, there are
loans and grants given to preserve or rehab historic homes.

Mr. Saadeh asked the interim director if there a way to request the Village
Council to reallocate the budget into the other meeting.
Supplemental Agenda Item (Sponsored by: Chair Ms. Bonaduce)
Mr. Warren Bittner stated that he wants to include a custom historic
marker different from the state marker. Since the code does not have
guidelines for residents and it would be in the form of a resolution, and the
impact will be private properties. Mr. Saadeh stated that the age should
be 50 years old instead of 100 and modify the resolution.
Move to recommend with resolution language from 100 to 50 years.
