A RESOLUTION OF THE VILLAGE COUNCIL OF MIAMI
SHORES VILLAGE, FLORIDA; APPROVING THE AWARD
OF INVITATION TO BID NO. 1TB # 2025-11-01 BISCAYNE
BOULEVARD MEDIAN LANDSCAPE BEAUTIFICATION
AND AUTHORIZING THE VILLAGE MANAGER OR
DESIGNEE TO EXECUTE AN AGREEMENT WITH THE
LOWEST RESPONSIVE AND RESPONSIBLE BIDDER,
SFM LANDSCAPE SERVICES, LLC., AND AUTHORIZE
THE VILLAGE MANAGER OR DESIGNEE TO EXPEND AN
ESTIMATED AMOUNT NOT TO EXCEED $294,284.50;
AND PROVIDING FOR IMPLEMENTATION; PROVIDING
FOR AN EFFECTIVE DA TE.
WHEREAS, Miami Shores Village has been awarded a Florida Department of
Transportation (FOOT) Beautification Grant for landscaped median improvements within
FOOT rights-of-way along Biscayne Boulevard from NE 91 Street to NE 104 Street; and
WHEREAS, the enhancement of landscaped medians on Biscayne Boulevard will
improve the appearance of one of the Village's most prominent corridors and create a
more attractive and welcoming roadway while incorporating environmentally sustainable
landscaping practices; and
WHEREAS, On November 4, 2025, Miami Shores Village issued Invitation to Bid
# 2025-11-01 Biscayne Boulevard Median Landscape Beautification (1TB 2025-11-01)
with notices posted on the Village website and the legal bid advertisement posted in the
Miami Herald; and
WHEREAS, a non-mandatory pre-bid conference was held on Monday November
24, 2025, with three contractors in attendance, and
WHEREAS, on December 9, 2025, the Village received the timely submission of
bids from two contractors; and
WHEREAS, the Public Works Department reviewed the bids and references and
determined SFM Landscape Services, LLC to be the lowest responsive and responsible
bidder; and
WHEREAS, th� Village Manager, after conducting his own due diligence,
concurs with the recommendation of award to SFM Landscape Services, LLC and to
execute an agreement pursuant to the terms, conditions and scope of services included

therein; and
WHEREAS, the necessary funding shall be appropriated from FOOT
Beautification Grant Budget #150.39.1202.34.541.63-400 and the Village GL
#301.39.1202.00.539.63-400; and
WHEREAS, the Mayor and Village Council find it to be in the best interests of the
Village to accept the Village Manager's recommendation to award the bid and execute
an agreement with SFM Landscape Services, LLC, for landscaping and irrigation
improvements in the medians on Biscayne Boulevard in an amount not to exceed
$294,284.50.
NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE COUNCIL OF
MIAMI SHORES VILLAGE, FLORIDA, AS FOLLOWS:
Section 1. Recitals Adopted. That the above stated recitals are hereby
adopted and confirmed.
Section 2. Approval and Authorization. The Village Council approves the
award of. for the landscape and irrigation improvements along Biscayne Blvd. From N.E.
91 St. To N.E. 10th Street. in an amount not to exceed $294,284.50.
Section 3. Implementation. The Village Manager is hereby authorized to
negotiate and execute an agreement on behalf of the Village subject to approval as to
form and legal sufficiency by the Village Attorney.
Section 4. Effective Date. That this Resolution shall take effect immediately
upon the adoption hereof.
