Based on the reports provided, the building on the above referenced property was found to be structurally and electrically safe for its continued use and occupancy. This Letter of Recertification is granted for the building on this property. The Recertification expires on the 60 year anniversary from original construction date. At that time, a new Recertification Report must be submitted to the Building Official. Although this Letter of recertification allows continued occupancy of the building, issuance of this letter does not preclude the Building Official from carrying out his responsibilities under Section 8-5 of the Code of Miami -Dade County. Further, issuance of this letter shall not be construed directly, or indirectly, as a guarantee of the safety of any portion of the structure. As mentioned before, this is a recommendationprocedme, andunder no circumstances are these mini- mum recommendations intended to supplant proper professional judgment Electric Service A description ofthe type of service supplyingthe buildiagor structure must be provided, stating the size of amperage, if throe (3) phase or single (1) phase, and if the system is protected by fuses or breakers. Proper grounding of the service should also be in good standing. The meter and electric rooms should have sufficient clearance for equipment and for the serviceman to perform both work and inspections. Gutters andelectrical panels should all be in good condition in each meter room throughout the entire building or structure. Branch Circuits Branch circuits in the buildingmust all be identified, and an evaluation of the conductors must be performed Them shouldalso existproper grounding for equipment used in the building, such as an emergency generator, or elevator motor. Conduit Raceways All types of wiring methods present in the building must be detailed and individually inspected. The evaluation of each type of conduit and cable, if applicable, must be done individually. The conduits in the building should be free from erosion and checked for considerable dents in the con- duitsthatmay be prone to cause a short The conductors and cables in these conduits should be chafe free and their currents not over the rated amount Emergency Lighting Exit sign lights and emergency lighting along with a functional fire alarm system, if applicable, must all be in good working condition. Infrared Thermoamphy Inspection For electrical systems operating at 400 amperes or grater, an infrared Thermography inspection with a written report of the following electrical equipmentmustbe provided as applicable or as oth- erwise indicated below: busways, switchgear, panelboards (except in dwelling unit load centers), disconnects, VFDS, starters, control panels,timers, meter centers, gutters junction boxes, automat- ic/manual transfer switches, exhaust fans and transformers. The infrared inspection of electrical equipment shall be performed by a Level-B or higher certified infrared thermograpber who is quali- fied and trained to recognize and document thermal anomalies in electrical systems and possesses over 7 years of experience inspecting electrical systems associated with commercial buildings. Board and Code Administration Division DATE: July 22, 2022 SUBJECT: Thermography Inspections and Clarifications At their regularly scheduled meeting of July 21, 2022, the Board of Rules and Appeals affirmed the clarification points issued by the BORA Building Subcommittee on April 21, 2022, regarding the thermographic inspection required as part of the Electrical 40 Year Recertification report • The threshold for requiring thermographic inspection shall be an electrical service rating of 400 amperes or higher. • The equipment called out in the guidelines for thermographic inspection must be supplied by an electrical service of 400 amperes or higher, but the individual equipment to be inspected DOES NOT need to be rated at 400 amperes or higher. • A Level 2 thermographer's required experience for performance of the inspections DOES NOT need to be exclusively obtained through the performance of thermographic inspections but can be obtained through inspections of electrical systems associated with commercial buildings in general. • The minimum number of years of experience required to perform thermographic inspections related to the Electrical Recertification was reduced to 5 years from 7 years. Executive Summary House of Thermography, LLC (HOT) conducted an infrared thermographic inspection on February 26, 2025, at the existing structure at 9165 Park Drive. The addresses is under the Folio# 11-3206-014-1350 according to the Tomas Regalado Miami -Dade Property Appraiser. The building is located in the Miami Shores Village. According to the Miami -Dade County Property Appraiser, the structure was first built in 1970 and currently has an approximate adjusted area of 7,858 square feet. The current use of the building is classified as "1943 Professional Service BLDG: Health Care". At a minimum, the building's complete electrical system operates at 400 amperes or greater, thus meeting the condition to require an Infrared Thermography Inspection, as per Miami -Dade County Board of Rules and Appeals (BORA) General Considerations and Guidelines. At the time of the inspection, the building's electrical operating system was running as it does on a normal basis. This allows us to capture and accurately document any potential thermal / electrical anomalies. As part of the inspection, we checked the following electrical components: busways, switchgear, panelboards (except in dwelling unit load centers), disconnects, VFDS, starters, control panels, timers, meter centers, gutters, junction boxes, automatic/manual transfer switches, exhaust fans and transformers. The nature of the inspection is visual only and non-destructive. Covers may have been removed at the discretion of the thermographer conducting the inspection. Furthermore, HOT uses a FUR thermal camera calibrated within the past six (6) months. Thermal Anomaly List The following table highlights the items in §4. EXECUTIVE SUMMARY with an excess of AT in accordance with what the electrical element is able to handle as per industry standard codes. A high AT value can be due to a variety of reasons and is analyzed on a per situation basis, the problem listed in the following table is based the non-destructive visual inspection. Although HOT presents a solution, it is not a guarantee that by employing the solution will result in a lower AT value as the problems can be manifold and may only be apparent after an attempt to solve the problem has been made. Limits of Study As with any field in the sciences, there are limitations on any thermographic/infrared survey conducted. With current industry standards and the interpretation of the professional thermographer, the results of the survey can be analyzed and can be developed into a conclusion with a high degree of certainty, but it should be noted that there are three main limitations which are described best by Xia et al., in their peer reviewed study "Infrared the rmography-based diagnostics on power equipment: State-of-the-art", 2020": • Low resolution, strong spatial correlation Infrared image technology obtains the object images through the temperature difference between object and environment rather than the boundary or colour information. However, due to the small temperature difference and the low spatial resolution of infrared detectors, infrared images are al- ways with low resolution and strong spatial correlation. • Low signal noise ratio Infrared images are always with low signal noise ratio (SNR) because of the complex sources of noise signals during the process of atmospheric propagation, photoelectric conversion, digital signal processing and non -uniformity correction. • Heterogeneity The heterogeneity of infrared images will be caused by the response characteristics of detector unit, coupling characteristics of circuit, working state, working environment and other reasons, which will eventually be manifested as noise and distortion of image. In knowing the limitations of infrared technology, we are better able to serve our clients by specifically leveraging the foremost accepted advancements in the field of infrared/thermography (IRT) to give the best IRT survey in the industry.
